Governor Gregg Abbott (R-TX) originally requested individual assistance and public assistance for every Texas county, a request that was partially approved by the order.<\/span><\/p>\n<p><span>\u201cI thank President Biden for his assistance as we respond to impacts of winter weather,\u201d said Abbott in a statement. \u201cWhile this partial approval is an important first step, Texas will continue to work with our federal partners to ensure all eligible Texans have access to the relief they need. The funds provided under the Major Disaster Declaration may provide crucial assistance to Texans as they begin to repair their homes and address property damage.\u201d<\/span><\/p>\n<p>Tiffany Young, a spokesperson for the Texas Commission on Environmental Quality, told <a href=\"https:\/\/www.cnn.com\/us\/live-news\/texas-weather-power-outage-2-20-21\/synchronous_inspection\">CNN<\/a> on Friday that 14.9 million Texans had disrupted water service. Many Texans, including residents in Austin, the state capital, were placed under boil water advisories, and others in the state had water service interrupted by bursting pipes.<\/p>\n<p>Food access has also been a problem for various reasons, including grocery stores closing early due to supply chain concerns or lack of stock.<\/p>\n<p>\u201cGetting food and gasoline has been difficult,\u201d Lyndsey McDonald Garza, a resident of a Houston suburb, told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-02-19\/texas-restaurants-are-throwing-away-spoiled-food-amid-blackouts\">Bloomberg News<\/a> for an article published Friday morning . \u201cGrocery stores are either not open or only open for [a] small window of time.
