NATO Secretary General Jens Stoltenberg claims it\u2019s to respond to the Russian invasion of Ukraine.<\/p>\n<p>Setting aside the obvious ridiculousness of NATO boosting a deterrence force, however, at the very same time Russia is failing to conquer even Ukraine and is increasingly bogged down, such euphemisms from NATO are jarring. Everyone understands this means <a href=\"https:\/\/www.ft.com\/content\/bc3ace5b-95d0-4f76-af58-33554399005a\">U.S. taxpayers will carry an additional burden<\/a> for European security.<\/p>\n<p>Consider <a href=\"https:\/\/www.nbcnews.com\/news\/world\/biden-seeks-united-front-nato-summit-deal-add-finland-sweden-rcna35718\">the details<\/a>: President Biden will deploy additional troops to Romania and the Baltic states, establish and maintain the permanent Fifth Army Corps in Poland, send two F-35 squadrons to the United Kingdom and air defenses to Germany and Italy, and increase the number of destroyers stationed in Spain from four to six.<\/p>\n<p>The new additions are so bizarrely out of proportion to the threat that it provoked one of the most hawkish Republicans, Florida Sen. Marco Rubio, to question why Biden is reinforcing Europe at the cost of the Pacific: \u201cRussia\u2019s military is in no condition to invade anyone else right now and its China &#038; North Korea who are threatening military aggression,\u201d <a href=\"https:\/\/twitter.com\/marcorubio\/status\/1542215006686773252\">Rubio tweeted<\/a>.<\/p>\n<p>In a time of inflation and with a rapid Chinese military build-up in the Indo-Pacific, Biden is doubling down on providing security for Europe when the United States should be \u201cburden-shifting,\u201d especially with relatively finite naval assets and as rich European economic powerhouses like Germany already free-ride on American taxpayers.<\/p>\n<p>The <a href=\"https:\/\/nationalinterest.org\/feature\/what-biden-gets-wrong-about-european-defense-203116\">question of Germany is crucial<\/a> in this regard. As former Deputy Assistant Secretary of Defense Elbridge Colby recently <a href=\"https:\/\/twitter.com\/ElbridgeColby\/status\/1541803108354990086\" target=\"_blank\" rel=\"noreferrer noopener\">tweeted<\/a>, \u201cIt\u2019s a commonplace in American discussion that German foreign policy has been \u2018naive.\u2019 Well, Germany spends almost nothing on defense and has peacefully become the economic hegemon of Europe. Meantime we\u2019ve had failed Middle East wars and enabled China\u2019s rise. Who\u2019s naive?\u201d<\/p>\n<p>Colby is, of course, correct. The idea that German foreign policy is derived from pacifism and war guilt, not one of the cleverest instances of strategic \u201c<a href=\"https:\/\/en.wikipedia.org\/wiki\/Buck_passing#In_international_relations\">buck passing<\/a>,\u201d is perhaps the most debilitating assumption of Anglo-American grand strategies. It\u2019s a misjudgment that <a href=\"https:\/\/foreignpolicy.com\/2022\/02\/07\/the-gold-medal-for-foreign-policy-goes-to-germany\/\">German strategists are more than happy to see continue<\/a>, because they are smart.<\/p>\n<p>Only nine countries reach the required defense spending within NATO, even after four years of President Trump pushing and an invasion of Ukraine. <strong><\/strong><\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/maitraimage.jpg\" alt=\"\" class=\"wp-image-275141\" width=\"868\" height=\"569\" srcset=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/maitraimage.jpg 680w, https:\/\/thefederalist.com\/wp-content\/uploads\/2022\/07\/maitraimage-300x197.jpg 300w\" \/><\/figure>\n<\/div>\n<p>When the richest countries in the richest continent can make two other external maritime great powers such as the United Kingdom and the United States, neither part of the mainland, pay for their security, it can be considered a major win\u2014for the continent.<\/p>\n<p>A recent paper titled \u201c<a href=\"https:\/\/peacediplomacy.org\/2022\/06\/27\/woke-imperium-the-coming-confluence-between-social-justice-and-neoconservatism\/\">Woke Imperium<\/a>\u201d helps explain this development. In a normal world, a decimated Russian invasion force bogged down in Ukraine would be an opportunity for further retrenchment from Europe, letting the rich Europeans share their own security burden, it observes. Instead, we see a doubling down on rhetoric about the \u201cliberal international order,\u201d promoted by the same NGOcracy that led to wasting trillions in Afghanistan to allegedly ensure girl\u2019s schools and democratic institutions, as the paper notes:<\/p>\n<p>\u201cThe rise of a \u2018woke\u2019 activist-driven, social justice-oriented politics\u2014particularly among the members of academia, media, and the professional managerial class\u2014has provided the latest ideological justification for interventionism, and it has become readily adopted by the U.S. foreign policy establishment. These groups now have an even greater level of symbiotic relationship with state actors,\u201d the paper states, adding, \u201cthe emerging hegemonic posture and its moral imperialism are at odds with a sober and realistic appraisal of U.S. interests on the world stage, as they create untenable, maximalist, and utopian goals that clash with the concrete realities on which U.S. grand strategy must be based.\u201d<\/p>\n<p>The paper goes on to argue that the \u201cliberal Atlanticist tendency\u201d to drive \u201cmoralism and social engineering\u201d may well create a backlash around the world, creating \u201cnew forms of anti-Westernism.\u201d Put simply, U.S. foreign policy is now completely utopian, disregarding geography and interests and betting trillions on amorphous aims such as ensuring rights in Ukraine and further subsidizing Europe, all to maintain some mythical liberal international order that was never very orderly nor international to begin with.<\/p>\n<p>Whether and how long Americans are willing to accept this bipartisan internationalist edifice, at the cost of declining living standards and rising crime at home, remains to be seen.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Dr. Sumantra Maitra is a national-security fellow at The Center for the National Interest; a non-resident fellow at the James G Martin Center; and an elected early career historian member at the Royal Historical Society.
