The state\u2019s public data <a href=\"https:\/\/housing.ca.gov\/covid_rr\/dashboard.html\">dashboard<\/a> calculated each home received an average of $11,000. But as of June 30, those households are on their own.<\/p>\n<p>\u201cCalifornia ran the largest and most successful eviction protection and rent relief program in the country,\u201d California Governor Gavin Newsom <a href=\"https:\/\/www.gov.ca.gov\/2022\/07\/01\/this-program-was-truly-a-blessing-facts-from-californias-nation-leading-4-billion-state-rent-relief-program\/\">said<\/a>. \u201c340,000 families weren\u2019t evicted because of this, and the overwhelming majority of assistance went to very low-income households.\u201d<\/p>\n<p>\u201cHomelessness prevented, public health protected, families stabilized,\u201d he added.<\/p>\n<p>Rodney Davis, a Sacramento resident facing possible eviction, told <a href=\"https:\/\/www.abc10.com\/article\/money\/eviction-protections-end-in-california\/103-04a80a57-6b27-4791-9938-aeb304376d04\">ABC 10<\/a>\u00a0that with the program expired, she\u2019s in a dilemma without having much money saved up.<\/p>\n<p>\u201cYou\u2019re talking about stress, it\u2019s been very stressful,\u201d Davis said. \u201cMy landlord can still give me an eviction notice.\u201d<\/p>\n<p>While Newsom claims the program saved over 700,000 Californians from experiencing homelessness during the pandemic, CalMatters\u2019\u00a0<a href=\"https:\/\/calmatters.org\/housing\/2022\/07\/california-eviction-protection-lifts\/\">reported<\/a> data showed the state rejected more than 135,000 applications that received little to no explanation for the denial. The number reportedly increased recently as the program\u2019s expiration date approached.<\/p>\n<p>California faces at least two lawsuits, CalMatters reports, from tenants who argue they were denied funding despite qualifying for the program and did not receive the original amount promised to cover the rent.<\/p>\n<p>\u201cTenants are facing eviction even as their landlords are given these giant checks and tenants who are eligible for assistance are being denied with these cryptic notices that don\u2019t tell them why,\u201d Madeline Howard, a senior staff attorney at Western Center on Law &#038; Poverty, one of the groups suing the state over the program, told CalMatters. \u201cIt just doesn\u2019t make sense.\u201d<\/p>\n<p>Geoffrey Ross, the deputy director handling the program, told CalMatters that about half of the applicants were denied due to ineligibility for either making too much money, living in an area not covered by the state program, or were outside the time frame. He also said the program rejected some applicants because they were unable to prove their tenancy or the impact of the pandemic on their ability to pay rent.<\/p>\n<p>The other half denied either left their applications incomplete or inactive, and an unknown number were fraudulently submitted, CalMatters reports. Ross said the program still has 13,000 applications processing and expects them to clear by August.<\/p>\n<p>Sarah Treuhaft, vice president of research at PolicyLink, a nonprofit reviewing the state\u2019s rent relief program, said during a press conference before the program\u2019s expiration date that it\u2019s highly unlikely the state would get through all the applications by June 30.<\/p>\n<p>\u201cThis means they are likely to be evicted, and they might eventually get rental assistance,\u201d Treuhaft said.<\/p>\n<p>Sulima Navarrete, of Richmond, applied for rent relief in October after her husband lost his job during the pandemic doing construction work. She\u00a0told <a href=\"https:\/\/www.kqed.org\/news\/11918382\/starting-friday-thousands-of-california-tenants-still-waiting-on-rent-relief-can-be-evicted\">KQED<\/a> she applied for rent relief in October after her husband lost his construction job. She said while her application is still under review, their landlord already gave them an eviction notice.<\/p>\n<p>\u201cIt\u2019s frustrating because it\u2019s not something we asked for,\u201d Navarrete told KQED. \u201cIt\u2019s something the pandemic brought.\u201d<\/p>\n<p>But Debra Carlton, chief lobbyist for the California Apartment Association, told CalMatters they asked their members not to take tenants to court with pending applications.<\/p>\n<p>Yet some tenants in Los Angeles County praised the program for helping them maintain shelter during the state\u2019s response to COVID.<\/p>\n<p>\u201cThis program was truly a blessing,\u201d Alisha said in a <a href=\"https:\/\/www.gov.ca.gov\/2022\/07\/01\/this-program-was-truly-a-blessing-facts-from-californias-nation-leading-4-billion-state-rent-relief-program\/\">statement<\/a>. \u201cThe program helped keep food in my refrigerator, gas in my car.\u201d<\/p>\n<p>Another tenant called the program \u201cextremely helpful.\u201d<\/p>\n<p>\u201cI\u2019ve had personal difficulties throughout, and I\u2019m blessed to have received this assistance,\u201d Adam said in a <a href=\"https:\/\/www.gov.ca.gov\/2022\/07\/01\/this-program-was-truly-a-blessing-facts-from-californias-nation-leading-4-billion-state-rent-relief-program\/\">statement<\/a>. \u201cIt has helped me to keep from being put in a homeless shelter.\u201d<\/p>\n<p>Department of Housing and Community Development Director Gustavo Velasquez <a href=\"https:\/\/www.gov.ca.gov\/2022\/07\/01\/this-program-was-truly-a-blessing-facts-from-californias-nation-leading-4-billion-state-rent-relief-program\/\">said<\/a> 86% of supported households make 50% or below area median income.<\/p>\n<p>Lawmakers extended the program three times since its inception, and partnered with 144 community-based organizations that worked with landlords, legal aid groups, local cities, counties, and the U.S. Treasury.
