After that, the FDA would have to sift through comments from the public before issuing a final rule.\u201d<\/p>\n<p>\u201cNicotine is an addictive chemical found in cigarettes and other tobacco products,\u201d <a href=\"https:\/\/www.wsj.com\/articles\/biden-administration-to-pursue-rule-requiring-lower-nicotine-levels-in-u-s-cigarettes-11654901902\">The Wall Street Journal<\/a> noted. \u201cWhile nicotine hooks people on cigarettes, nicotine itself doesn\u2019t cause cancer, heart disease or lung disease, according to the FDA.\u201d<\/p>\n<p>\u201cThe cigarette\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/pandemic-cigarette-smoking-boom-appears-to-be-over-11635515952?mod=article_inline\" data-type=\"link\">smoking rate has been declining<\/a>\u00a0in the U.S. for decades, though it ticked up slightly in 2020 when the pandemic hit,\u201d the Journal pointed out.<\/p>\n<p>Guy Bentley, director of consumer freedom at the Reason Foundation, slammed the nicotine reduction plan, saying, \u201cIn practical terms, the proposal would ban most cigarettes currently sold in America. Combined with the Biden administration\u2019s proposed ban on menthol cigarettes, this would amount to an effort similar to the prohibition of alcohol in the 1920s\u201d \u2014 and would ultimately fail, he said, per the Washington Post.<\/p>\n<p>The tobacco company Altria echoed, \u201cWe believe tobacco harm reduction is a better path forward. The focus should be less on taking products away from adult smokers and more on providing them a robust marketplace of reduced harm FDA-authorized smoke-free products. Today marks the start of a long-term process, which must be science-based and account for potentially serious unintended consequences.\u201d<\/p>\n<p>\u201cUsing any tobacco product can lead to nicotine addiction,\u201d the <a href=\"https:\/\/www.fda.gov\/tobacco-products\/health-effects-tobacco-use\/nicotine-why-tobacco-products-are-addictive\">Food and Drug Administration<\/a> explains. \u201cThis is because nicotine can change the way the brain works, causing cravings for more of it.\u00a0Some tobacco products, like cigarettes, are designed to deliver nicotine to the brain within seconds,\u00a0making it easier to become dependent on nicotine and more difficult to quit.
