The bill was approved in the state\u2019s Senate in January.<\/p>\n<p>\u201cAn emergency order authorized by this part may not directly or indirectly prohibit religious services or activities,\u201d the bill\u2019s <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2022\/254\" target=\"_blank\" rel=\"noopener\">text<\/a> reads.<\/p>\n<p>\u201cHowever, a general provision in an emergency order which applies uniformly to all entities in the affected jurisdiction may be applied to a religious institution if the provision is in furtherance of a compelling governmental interest and is the least restrictive means of furthering that compelling governmental interest,\u201d it added.<\/p>\n<p>The bill\u2019s sponsor, state Sen. Jason Brodeur (R), said in January that the legislation would prevent future closures of houses of worship under a state of emergency, such as the COVID-19 pandemic.<\/p>\n<p>\u201cIt would basically say if Publix is open, so is your place of worship,\u201d Brodeur <a href=\"https:\/\/foxmetronews.com\/news\/governor-ron-desantis-to-sign-bill-declaring-religious-services-essential-even-in-emergency-declarations\/\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cWhat it doesn\u2019t seek to do is what we\u2019ve seen in some of the other states, where churches, synagogues, and mosques were singled out for congregated activities.\u201d<\/p>\n<p>The controversy regarding religious services deemed as \u201cessential\u201d arose during the pandemic when some states forced churches to stop holding worship services. DeSantis signed an <a href=\"https:\/\/www.flgov.com\/wp-content\/uploads\/orders\/2020\/EO_20-91-compressed.pdf\" target=\"_blank\" rel=\"noopener\">executive order<\/a> in April 2020 to allow religious services to continue.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/archives\/326292-does-ron-desantis-safer-at-home-order-allow-megachurches-to-continue-meeting-looks-like-it\/\" target=\"_blank\" rel=\"noopener\">According to<\/a> Florida Politics, the order followed the arrest of a Brandon, Florida, pastor after he held services in violation of a Hillsborough County public ordinance.<\/p>\n<p>\u201cHillsborough County Sheriff\u00a0Chad\u00a0Chronister\u00a0and State Attorney\u00a0Andrew\u00a0Warren\u00a0issued a warrant\u00a0for Pastor\u00a0Rodney Howard-Browne\u2019s arrest earlier this week after he hosted\u00a0a Sunday morning worship service with 300-500 partitioners despite \u2018educational\u2019 outreach from the Sheriff\u2019s office urging him not to and cautioning that such a gathering would violate the county\u2019s safer at home order,\u201d the outlet reported.<\/p>\n<p>DeSantis also <a href=\"https:\/\/www.wuft.org\/news\/2020\/04\/02\/desantis-amends-stay-at-home-order-to-supersede-local-rules\/\" target=\"_blank\" rel=\"noopener\">clarified<\/a> his support of religious institutions after signing the executive order.<\/p>\n<p>\u201cI don\u2019t think the government has the authority to close a church,\u201d DeSantis said, according to WUFT. \u201cI\u2019m certainly not going to do that.\u201d<\/p>\n<p>Arizona Governor Doug Ducey (R) signed a <a href=\"https:\/\/legiscan.com\/AZ\/text\/HB2507\/2022\" target=\"_blank\" rel=\"noopener\">similar bill<\/a> in April, declaring all religious services essential in times of state emergencies.<\/p>\n<p>The battle over church closures during the pandemic was a major controversy nationwide. In California, a February 2021 Supreme Court ruling lifted the ban on indoor church services put in place by Governor Gavin Newsom (D).<\/p>\n<p>\u201cSince the arrival of COVID\u201319, California has openly imposed more stringent regulations on religious institutions than on many businesses.\u201d Justice Neil Gorsuch <a href=\"https:\/\/www.latimes.com\/politics\/story\/2021-02-05\/supreme-court-rules-california-churches-may-open-despite-theing-pandemic\" target=\"_blank\" rel=\"noopener\">wrote<\/a> in an opinion. \u201cCalifornia worries that worship brings people together for too much time.
