In California, this assumption is amplified by the fact that in particular, the attorney general has been a high-profile political stepping stone to national office. <a href=\"https:\/\/www.foxnews.com\/politics\/kamala-harris-colluded-abortion-providers\">Kamala Harris<\/a>, for example, ascended to the Senate and then vice president, and <a href=\"https:\/\/www.modbee.com\/news\/california\/article262478522.html\">Xavier Becerra<\/a> now serving as President Biden\u2019s Secretary for <a href=\"https:\/\/broadandliberty.com\/2021\/09\/01\/state-health-officials-under-investigation-appointed\/\">Health and Human Services<\/a>.\u00a0<\/p>\n<p>However, amid rare <a href=\"https:\/\/www.newsweek.com\/will-ls-woke-da-george-gascon-next-victim-california-revolt-1705788\">recall efforts<\/a> against the district attorneys in both San Francisco and Los Angeles, as well as record crime increases in at least four of the state\u2019s large cities; Attorney General <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-announces-charges-against-54-california-highway-patrol\">Rob Bonta<\/a> has focused taxpayer dollars on <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-announces-charges-against-54-california-highway-patrol\">the prosecution<\/a> of 54 (that\u2019s right, 54) California Highway Patrolmen for alleged overtime abuses ending over four years ago. This, coupled with <a href=\"http:\/\/sanleandrotalk.voxpublica.org\/2021\/05\/21\/california-attorney-generals-wife-implicated-on-voter-fraud\/\">Bonta<\/a>\u2019s high-profile investigation into insensitive private text messages between <a href=\"https:\/\/californiaglobe.com\/articles\/attorney-general-rob-bonta-announces-investigation-into-torrance-pd-text-scandal\/\">Torrance police<\/a> officers, is sending a message that Bonta is more concerned with being tough on police and less concerned with the dire public safety needs of his constituents.\u00a0<\/p>\n<p>More importantly, in examining court records relating to the California Highway Patrol (CHP) prosecution, the case appears to be a cover-up for a massive civil rights violation conducted by rogue CHP commanders; that is also wasting millions in taxpayer funds.<\/p>\n<p>Inheriting a Corrupt Case<\/p>\n<p>Before resigning to join the Biden cabinet, Bonta\u2019s predecessor Xavier Becerra was referred to a <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-becerra-launches-civil-rights-investigation-los-angeles-county\">case<\/a>\u00a0by the California Highway Patrol regarding alleged overtime abuses at the East Los Angeles Station. In <a href=\"https:\/\/www.newsmax.com\/abenjaminmannes\/law-enforcement-prosecution-abuses\/2020\/05\/28\/id\/969414\/\">2018<\/a>, the California Highway Patrol conducted an investigation resulting in their termination of the 54 officers for, as the LA Times puts it, \u201cfraudulently receiving hundreds of hours of <a href=\"https:\/\/www.latimes.com\/california\/story\/2019-08-23\/overtime-practices-that-led-to-suspensions-widespread-in-chp-attorneys-claim\">overtime pay<\/a>\u201c. How? By allegedly exaggerating hours worked protecting California Department of Transportation (CalTrans) roadwork crews, receiving the pre-scheduled eight-hour overtime shift if CalTrans crews left after only four to six hours on site. Like in most states, CalTrans pre-paid the CHP for overtime to protect their crews; but finished work early on many occasions. Court documents reveal, pursuant to a 2012 CHP Standard Operating Procedure, the officers in question are required to have CalTrans supervisors sign paperwork indicating when their crews left the scene, and the Officer assigned i<a href=\"https:\/\/laist.com\/news\/chp-east-la-los-angeles-caltrans-alleged-overtime-fraud\">s required to stay on call<\/a> in their district in case the road crew needed them within the remaining hours of the shift.<\/p>\n<p>Put simply, if you paid a contractor for eight hours of work, but you only needed three hours to finish the job, you still have to pay for the hours you scheduled them for. This is why the CalTrans inspector general <a href=\"https:\/\/ig.dot.ca.gov\/-\/media\/ig-media\/documents\/p4000-0412_cozeep_mazeep_ada.pdf\">cited deficiencies<\/a> with CalTrans policies in managing these details, noting that the CHP cited their own \u201cinvestigation\u201d that had supposedly been completed two years prior, for not assisting the Office of Inspector General (OIG) with their report.\u00a0<\/p>\n<p>Regardless, court records show the CHP used millions in taxpayer dollars to terminate the <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/54-california-highway-patrol-officers-charged-overtime-fraud-scheme-rcna16821\">now-charged<\/a> 54 officers, nearly half of the 115 officers serving the high-crime East L.A. station, for the supposed waste of $226,556 in pre-scheduled overtime funds, which averages only $4,195.48 per defendant.\u00a0<\/p>\n<p>\u201cAttorney General Bonta may not have originally bought this but if he does nothing to rectify it becomes his.\u201d said <a href=\"https:\/\/mynewsla.com\/crime\/2021\/12\/17\/charges-dismissed-against-nine-former-chp-officers-but-refiling-expected-2\/\">Joe Weimortz<\/a>, a former deputy district attorney for Ventura County and Los Angeles County who is now defending the CHP officers in their criminal case \u201cHe and us top criminal law advisors should address this immediately if not they are part and parcel of an unprecedented miscarriage of Justice of epic proportion.\u201d<\/p>\n<p>If not they are aiding and abetting in harming dozens of law enforcement families and furthering baseless retaliation by some in CHP management.<\/p>\n<p>Aside from the misplaced priorities related to this case, stunning conflicts of interest and civil rights abuses have emerged in the CHP investigation fueling Bonta\u2019s prosecution. This may have been why the case had not been prosecuted for the last four years by both former Attorney General Becerra and former L.A. County District Attorney <a href=\"https:\/\/theappeal.org\/how-district-attorney-jackie-lacey-failed-los-angeles\/\">Jackie Lacey<\/a>. This is largely because the CHP investigation was conducted by traffic officers and area supervisors, as opposed to assigning such a large-scale case to an Internal Affairs division or Office of the Inspector General \u2013 presenting clear conflicts of interest.<\/p>\n<p>\u201cI spent 40 years as a prosecutor, 27 as a deputy D.A. and 12 as the D.A..\u201d said <a href=\"https:\/\/easyreadernews.com\/steve-cooley-district-attorney\/\">Steve Cooley<\/a>, who served as Los Angeles County district attorney from 2000 to 20012 and is now on the legal team defending<\/p>\n","protected":false},"excerpt":{"rendered":"<p>According to court records, California\u2019s Attorney General is prosecuting 54 decorated Highway Patrolmen to cover up terminations, investigations, and overtime practices at the California Departments of Transportation and Highway Patrol.
