In operation since 1941 to produce ammunition for the U.S. Army, the government contracts with the private firm Winchester to run the enterprise and sell any excess supplies on the open market. The plant also produces XM855 and XM193 ammunition.<\/p>\n<p>Mark Oliva, a spokesman for the National Shooting Sports Foundation (NSSF), told The Federalist \u201cWinchester was informed that the government is considering restricting the manufacturing and commercial sale of legal ammunition produced at the Lake City, Mo., facility.\u201d<\/p>\n<p>Such restrictions, Oliva said, would place 400 to 500 jobs in immediate jeopardy, reduce available ammunition in the market, and sever the nation\u2019s wartime readiness. <\/p>\n<p>\u201cThis policy to deny the sale of excess ammunition not only would freeze over 30 percent of the 5.56mm\/.223 caliber ammunition used by law-abiding gun owners,\u201d Oliva said, \u201cit risks the ammunition industry\u2019s ability to surge production capacity for national defense if the costs to maintain the present workforce isn\u2019t recouped through sales to the civilian market.\u201d<\/p>\n<p>The White House did not respond to The Federalist\u2019s request for comment. <\/p>\n<p>In 2015, the Obama\/Biden administration sought to prohibit sales of M855\/SS109, also known as \u201cgreen tip ammo,\u201d through a <a href=\"https:\/\/thefederalist.com\/2015\/03\/09\/the-obama-administrations-m855-ammo-ban-is-blatantly-lawless\/\" target=\"_blank\" rel=\"noreferrer noopener\">backdoor bureaucratic ban<\/a> with the federal Bureau of Alcohol, Tobacco, and Firearms (ATF). The ATF tried to amend the definition of the popular ammo \u2014 which is <a href=\"http:\/\/www.thetruthaboutguns.com\/2013\/01\/robert-farago\/marine-223-may-not-be-lethal-enough-for-civilians\/\" target=\"_blank\" rel=\"noreferrer noopener\">far less lethal<\/a> than other types of common rifle ammunition on the market \u2014 as \u201carmor-piercing\u201d to fit a federal statute warranting restrictions. The ensuing controversy led to the early retirement of ATF Director B. Todd Jones, who became the first ATF chief to step down since the position required Senate confirmation, <a href=\"https:\/\/www.nraila.org\/articles\/20220616\/treachery-white-house-moves-to-strangle-us-ammunition-supply\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to the National Rifle Association. <\/p>\n<p>Behind-the-scenes gun laws are a favorite pattern of President Biden, whose administration has overseen a <a href=\"https:\/\/thefederalist.com\/2022\/06\/03\/500-percent-spike-in-biden-administration-shutting-down-gun-retailers-over-typos\/\" target=\"_blank\" rel=\"noreferrer noopener\">500 percent spike<\/a> in firearm retail licensure revocations over typos. <\/p>\n<p>Meanwhile, on Sunday, a group of bipartisan senators \u2014 which included at least 10 Republicans and would pass the threshold to overcome a filibuster \u2014 announced an agreement for a framework on new gun legislation promoting \u201cred flag\u201d laws and expanded background checks. Details of the bill remain in flux as senators also pledge more money for school safety and mental health resources. The framework has drawn support from Republican Minority Leader Mitch McConnell. <\/p>\n<p>Turbulence in negotiations surfaced Thursday, however, when Texas Republican Sen. John Cornyn, who initially endorsed the proposal, walked out on Capitol Hill. <\/p>\n<p>\u201cIt\u2019s fish or cut bait,\u201d Cornyn told reporters, <a href=\"https:\/\/www.theguardian.com\/us-news\/2022\/jun\/16\/top-republican-negotiator-john-cornyn-senate-gun-reform\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to The Guardian while other senators remained negotiating. \u201cI don\u2019t know what they have in mind, but I\u2019m through talking.\u201d <\/p>\n<p>Cornyn said he had not abandoned talks but for now, is headed back to Texas. <\/p>\n<p>The Biden administration\u2019s plan to take an ax to the nation\u2019s ammo supplies, however, threatens to further undermine efforts in the Senate on a compromise as Democrats reveal their true intentions. <\/p>\n<p>\u201cThis policy of ceasing the sale of excess ammunition is ill-timed and jeopardizes the fragile negotiations of the framework deal that was agreed to by the bipartisan group of senators,\u201d Oliva told The Federalist. \u201cSenators specifically requested the White House allow the Senate negotiate in good faith and without interference to arrive at their agreement.\u201d<\/p>\n<p>Days before Democrat lawmakers <a href=\"https:\/\/twitter.com\/ChrisMurphyCT\/status\/1536013606365569024?s=20&#038;t=cQqBb5LWtjiE5xTPzjh5Ew\" target=\"_blank\" rel=\"noreferrer noopener\">touted<\/a> the reform effort\u2019s resources for mental health, Connecticut Sen. Chris Murphy, a lead negotiator on the legislation, told reporters to \u201cSpare me the bullsh-t about mental illness.\u201d <\/p>\n<p>As Federalist Senior Editor David Harsanyi <a href=\"https:\/\/thefederalist.com\/2022\/06\/13\/there-are-many-potential-problems-with-the-bipartisan-gun-deal\/\" target=\"_blank\" rel=\"noreferrer noopener\">points out<\/a>, however, \u201cin virtually every recent shooting, from Parkland to Uvalde, the murderer exhibited violent antisocial behavior that was crying out for intervention.\u201d<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Tristan Justice is the western correspondent for The Federalist.
