It means that the Chinese government could technically initiate invasions of foreign territory while claiming that the operations are not actually war.\n<\/p>\n<p>According to a <a href=\"https:\/\/www.globaltimes.cn\/page\/202206\/1268037.shtml\">report<\/a> by the state-run Global Times newspaper, the Chinese People\u2019s Liberation Army now has the legal authority to \u201csafeguard China\u2019s national sovereignty, security and development interests.\u201d\n<\/p>\n<p>\u201cChinese President Xi Jinping, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, recently signed an order to promulgate a set of trial outlines on military operations other than war, which will take effect on Wednesday,\u201d The Global Times reports.<\/p>\n<p>\u201cThe outlines will standardize, and provide the legal basis for Chinese troops to carry out, missions like disaster relief, humanitarian aid, escort, and peacekeeping, and safeguard China\u2019s national sovereignty, security and development interests, experts said.<strong>\u201d<\/strong>\n<\/p>\n<p>The tactic seems remarkably similar to Russian President Vladimir Putin\u2019s efforts to justify his invasion of Ukraine, first signing a decree that recognized the independence of the self-styled people\u2019s republics of Donetsk and Luhansk in Ukraine. The Russian president also first described his so-called \u201cspecial military operation\u201d in Ukraine that soon followed the decree as a \u201c<a href=\"https:\/\/www.theguardian.com\/world\/2022\/feb\/21\/ukraine-putin-decide-recognition-breakaway-states-today\">peacekeeping<\/a>\u201d mission.<\/p>\n<p><strong>Global Economic Impact Bigger Than Ukraine War<\/strong>\n<\/p>\n<p>If China goes ahead with an <a href=\"https:\/\/www.19fortyfive.com\/2021\/10\/yes-china-could-invade-taiwan\/\">invasion<\/a> of Taiwan, regardless of whether China officially considers it an invasion, it could have a substantial impact on global trade.\n<\/p>\n<p><a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/china-attack-taiwan-would-hit-global-trade-more-than-ukraine-war-says-taiwan-2022-06-14\/\">Speaking to Reuters<\/a> on Tuesday, Taiwan\u2019s top trade negotiator John Deng warned that the move would have a bigger impact on global trade than the Russian invasion of Ukraine for one simple reason: microchips.\n<\/p>\n<p>While the Russian invasion of Ukraine has <a href=\"https:\/\/www.19fortyfive.com\/2022\/06\/6-a-gallon-soon-gas-prices-were-a-big-driver-in-mays-inflation-numbers\/\">driven up<\/a> the cost of <a href=\"https:\/\/www.19fortyfive.com\/2022\/06\/why-gas-prices-arent-done-going-up\/\">fuel<\/a>, with the United States and several NATO countries implementing <a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/putins-next-sanctions-disaster-more-companies-keep-leaving-russia\/\">sanctions<\/a> against Russian energy, the invasion of Taiwan could worsen an already serious semiconductor shortage globally.\n<\/p>\n<p>During the interview, Deng said that the economic impact of a Chinese invasion would be \u201cmuch more significant\u201d than the impact of the Russian invasion of Ukraine.\n<\/p>\n<p>\u201cThe disruption to international supply chains; disruption on the international economic order; and the chance to grow would be much, much (more) significant than this one,\u201d Deng said. \u201cThere would be a worldwide shortage of supply.\u201d<\/p>\n<p><strong>How China Could Make the Semiconductor Shortage Worse<\/strong>\n<\/p>\n<p>Taiwan <a href=\"https:\/\/www.reuters.com\/investigates\/special-report\/taiwan-china-chips\/\">presently accounts<\/a> for 92% of the world\u2019s semiconductor manufacturing capacity, and should China invade the sovereign territory, those manufacturing facilities may wind up destroyed.\n<\/p>\n<p>Last year, American academics recommended that Taiwan threaten to destroy its own factories to deter a Chinese invasion.\n<\/p>\n<p>Describing the move as a \u201cbroken nest\u201d strategy, academics Jared McKinney and Peter Harris <a href=\"https:\/\/press.armywarcollege.edu\/parameters\/vol51\/iss4\/4\/\">argued in a piece<\/a> published in the U.S. Army War College Quarterly \u201cParameters\u201d that Taiwan should prevent a full-scale war with China by threatening to destroy its own factories.\n<\/p>\n<p>Such a move would cause significant economic turbulence, hurting the global economy including China. It would also remove perhaps the second-biggest motivating factor for China\u2019s plans to invade.<\/p>\n<p>If China calls Taiwan\u2019s bluff, however, the move would make the global semiconductor shortage even more impactful than it already is. The global semiconductor shortage impacts virtually every industry in the world, with low-margin processors \u2013 used in toasters and washing machines \u2013 becoming harder for manufacturers to find. It doesn\u2019t just mean a shortage of products, but higher prices for consumers.\n<\/p>\n<p>The semiconductor shortage <a href=\"https:\/\/www.cnbc.com\/2021\/05\/07\/chip-shortage-is-starting-to-have-major-real-world-consequences.html\">has hit the automotive sector the hardest<\/a>, too. Ford, Jaguar Land Rover, and Volkswagen \u2013 three of the biggest car manufacturers in the world \u2013 have shut down factories over the last year, reduced vehicle production, and laid off thousands of workers.\n<\/p>\n<p><strong>Taiwan Warns Of Missile Strike On China<\/strong>\n<\/p>\n<p>In response to the news from China, Taiwanese officials warned that the country is armed with missile systems capable of striking Chinese territory.\n<\/p>\n<p>Speaking to Taiwanese media outlet <a href=\"https:\/\/news.ltn.com.tw\/news\/politics\/breakingnews\/3957585\">Liberty Times Net<\/a>, the president of Taiwan\u2019s Legislative Assembly, You Si Kun, said that the country wouldn\u2019t shy away from a conflict with China and would use its Yun Feng supersonic cruise missiles to defend its borders.<\/p>\n<p>The most recent variant of the Taiwanese Yung Feng missiles is capable of striking targets as far away as 1,200 miles, meaning Taiwan could theoretically strike Beijing \u2013 just 50 miles short of the maximum range of the missile.\n<\/p>\n<p>You told Taiwanese media that, unlike in the Russia-Ukraine conflict, China would need to cross the Taiwan Strait to invade the country, meaning soldiers would ultimately \u201cfight on the beachhead.\u201d\n<\/p>\n<p>\u201cIf the landing is successful, everyone in Taiwan must be as determined to die as Ukraine,\u201d <a href=\"https:\/\/www.foxnews.com\/world\/taiwan-warns-china-missile-capable-strike-beijing\">You said.<\/a> \u201cGo out and never let China swallow Taiwan.\u201d\n<\/p>\n<p>Should China go ahead with an invasion of Taiwan, the country may also receive military support from the United States \u2013 not only making the conflict more dangerous but potentially worsening the economic impact of an invasion even more.\n<\/p>\n<p>\u201cI believe that the U.S. would help Taiwan in a robust manner far beyond what the Biden Administration is doing for Ukraine right now,\u201d explained <a href=\"https:\/\/twitter.com\/grecianformula\">Harry J. Kazianis<\/a>, <a href=\"https:\/\/www.foxnews.com\/person\/k\/harry-j-kazianis\">President of the Rogue States Project<\/a> and author of the book the <em>Tao of A2\/AD<\/em>, a look at <a href=\"https:\/\/www.theamericanconservative.com\/articles\/u-s-hegemony-could-end-in-a-swarm-of-cheap-chinese-missiles\/\">China\u2019s vast military modernization<\/a>. \u201cThat would put China in a position of having to consider unleashing its vast weapons arsenal against U.S. convoys and aircraft trying to bring aid into Taiwan.\u201d<\/p>\n<p>Kazianis continued: \u201cMy gut tells me Beijing would be hard pressed not to strike U.S. forces hard, going far beyond just ships and planes bringing in aid. That means actually launching a full-out assault to lay waste to U.S. command and control assets in a sort of Chinese style \u2018shock and awe\u2019 to get Washington to back down or pay a high cost.\u201d\n<\/p>\n<p>It is not clear, however, how seriously the Chinese Communist Party takes President Joe Biden\u2019s repeated claims that he remains committed to the One China Policy, and his support of Taiwan\u2019s independence.\n<\/p>\n<p>Zhou Bo, a senior fellow at the Tsinghua University\u2019s Center for International Strategy and Security Studies, said recently that the United States is merely paying \u201clip service.\u201d\n<\/p>\n<p>The \u201cOne China\u201d policy is the cornerstone of Chinese-U.S. relations. It is a diplomatic recognition that there is only one Chinese government and that Taiwan is an \u201c<a href=\"https:\/\/www.iasparliament.com\/article\/one-china-policy#:~:text=One%20China%20Policy%201%20The%20One%20China%20policy,part%20of%20one%20China.%20...%20More%20items...%20\">inalienable<\/a>\u201d part of China.\n<\/p>\n<p>\u201cWe believe he is actually paying lip service to this One China policy,\u201d\u00a0Zhou Bo said recently. It was not clear, however, what the Chinese academic meant by \u201cwe.\u201d\n<\/p>\n<p>U.S. undersecretary for defense policy Colin Kahl, however, made it clear this week that any Chinese \u201cact of aggression\u201d in Taiwan would draw a similar response as Russia has seen over the last three months.\n<\/p>\n<p>\u201cWhere the world is now, the Ukraine scenario is a much more likely outcome,\u201d <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3181846\/pentagon-official-says-act-aggression-china-will-draw-global\">Kahl said.<\/a>\n<\/p>\n<p>China\u2019s decision in Taiwan will ultimately depend on several major diplomatic, economic, and geopolitical factors ranging from the United States\u2019 commitment to the One China Policy and the likelihood of Western military involvement in a future invasion, as well as the potential economic damage that could hit China.\n<\/p>\n<p><em>Jack Buckby is a British author, counter-extremism researcher, and journalist based in New York.
