Prior to Russia\u2019s invasion of Ukraine, President Vladimir Putin <\/span><a href=\"https:\/\/www.npr.org\/2022\/03\/08\/1085248170\/putin-has-threatened-to-use-his-nuclear-arsenal-heres-what-its-actually-capable-\"><span>warned<\/span><\/a><span>\u00a0that any interfering country would \u201cface consequences greater than any faced in history.\u201d Putin also elevated Russia\u2019s nuclear weapons to high-alert status. While experts and officials largely agree that nuclear escalation is unlikely, there are scenarios that could push Putin in that direction. Russia\u2019s nuclear arsenal has remained a top priority for its government since the fall of the Soviet Union. <\/span>\n<\/p>\n<p><span>With thousands of nuclear weapons at its disposal, Russia\u2019s threats cannot be <a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/did-russia-just-threaten-finland-with-nuclear-weapons\/\">shrugged off<\/a> as <a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/why-russia-would-start-a-nuclear-war-over-ukraine\/\">symbolic<\/a>.\u00a0<\/span>\n<\/p>\n<p><strong>Russia Has Thousands of Nukes<\/strong><\/p>\n<p><span>Following the Soviet Union\u2019s collapse in 1991, Russia inherited the USSR\u2019s expansive arsenal of weapons, including nuclear warheads. Today, experts put Moscow\u2019s count at 5,977 nuclear warheads. While the majority of this arsenal reportedly comprises smaller, short-range nuclear weapons, Russia probably <\/span><a href=\"https:\/\/www.bbc.com\/news\/world-europe-60564123\"><span>possesses<\/span><\/a><span> at least 1,000 intercontinental ballistic missiles and 800 submarine-launched ballistic missiles. Russia and the U.S. combine to own over <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-12\/world-nuclear-powers-to-reverse-post-cold-war-drop-in-arsenals#xj4y7vzkg\"><span>90%<\/span><\/a><span> of all nuclear weapons on Earth.\u00a0<\/span>\n<\/p>\n<p><span>Two years following the fall of the Soviet Union, Russia said that it would only permit use of its nuclear weapons if the country\u2019s existence was threatened. However, this policy evolved when Putin became secretary of the National Security Council in 2000. According to a report published by the <\/span><a href=\"https:\/\/www.usni.org\/magazines\/proceedings\/2017\/february\/escalate-de-escalate\"><i><span>U.S. Naval Institute<\/span><\/i><\/a><i><span>, <\/span><\/i><span>Russia\u2019s current military doctrine allows for nuclear use in a conventional conflict.\u00a0<\/span><\/p>\n<p><span>\u201cThe Russian Federation reserves the right to use nuclear weapons in response to the use of nuclear and other types of weapons of mass destruction against it and (or) its allies, as well as in response to large-scale aggression utilizing conventional weapons in situations critical to the national security of the Russian Federation and its allies,\u201d USNI explains.<\/span>\n<\/p>\n<p><strong>We Don\u2019t Know Moscow\u2019s Red Line<\/strong>\n<\/p>\n<p><span>Despite Putin\u2019s threats and <a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/retired-russian-colonel-the-whole-world-is-against-us-in-ukraine\/\">Russia\u2019s nuclear doctrine<\/a>, conventional wisdom holds that Russia is very unlikely to use nuclear weapons. In April, Russian Foreign Minister Sergei Lavrov claimed Moscow was <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-04-19\/russia-will-not-use-nuclear-weapons-in-ukraine-lavrov-says#xj4y7vzkg\"><span>committed<\/span><\/a><span> to avoiding nuclear war. Additionally, CIA Director William Burns stated that no <\/span><a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/will-biden-putin-goes-nuclear-experts-say-nuclear-response-unlikely-no-rcna32756?utm_source=facebook&#038;utm_medium=news_tab\"><span>practical evidence<\/span><\/a><span> indicates Putin is planning to use nuclear weapons.\u00a0<\/span>\n<\/p>\n<p><span>However, no one knows where Russia\u2019s red line for justifying nuclear use lies. If Russian forces lose ground in Ukraine, Putin could escalate the conflict. While no country besides North Korea has tested a nuclear weapon in this century, this tactic remains a possibility for Russia.\u00a0<\/span>\n<\/p>\n<p><span>In late April, U.S. President Joe Biden announced a massive new aid package for Ukraine. The <\/span><a href=\"https:\/\/www.businessinsider.com\/all-the-weapons-us-approved-to-send-ukraine-fight-russia-2022-4#:~:text=President%20Joe%20Biden%20unveiled%20a,worth%20of%20weapons%20and%20supplies.\"><span>$20.4 billion<\/span><\/a><span> dollar package includes a litany of weapons ranging from anti-aircraft missiles and drones to artillery rounds. The West\u2019s commitment to aiding Ukraine\u2019s defensive mission has Putin on edge.
