Darin LaHood (R-Ill.), a member of the House Permanent Select Committee on Intelligence, discussed potential costs and benefits of decoupling from <a href=\"https:\/\/www.theepochtimes.com\/t-china\">China<\/a> at a June 14 American Enterprise Institute (AEI) forum dedicated to countering \u201cChinese subversion.\u201d<\/p>\n<p>\u201cChina has a plan to replace us\u2014but we are tied to them economically,\u201d said LaHood, who suggested that the countries were moving toward a \u201c<a href=\"https:\/\/www.theepochtimes.com\/t-cold-war\">Cold War<\/a> mentality.\u201d<\/p>\n<p>\u201cI\u2019m not generally a fan of <a href=\"https:\/\/www.theepochtimes.com\/t-tariffs\">tariffs<\/a>, but the tariffs that were implemented by President Trump got the attention of the Chinese,\u201d LaHood said when asked about China\u2019s continued financial dealings with Russia in the midst of U.S. sanctions against that country.<\/p>\n<p>\u201cThere is a consensus that we can\u2019t have business as usual\u2014but \u2026 there is not a consensus about what to do,\u201d said Derek Scissors, a senior fellow at AEI.<\/p>\n<p>He drew attention to the economic costs of doing business with China, such as intellectual property theft.<\/p>\n<p>\u201cYou\u2019re a target just as much as you are a partner,\u201d he said. \u201cXi Jinping isn\u2019t going to leave, and he isn\u2019t going to change.\u201d<\/p>\n<p>While Scissors struck a more aggressive tone than LaHood on the necessity of decoupling, he sounded less than hawkish on the prospect of a confrontation on the fate of Taiwan.<\/p>\n<p>\u201cIf we were to get into a conflict with China over Taiwan, the damage caused by the Russian invasion of Ukraine to supply chains would be dwarfed in comparison\u2014and I\u2019m not sure the U.S. is ready for that,\u201d he said.<\/p>\n<p>James Palmer, a deputy editor at Foreign Policy, argued that Chinese barbs directed at the United States could reveal real vulnerabilities\u2014for example, our dependence on rare earths that are mined and processed in that country.<\/p>\n<p>\u201cWe should be acting to re-shore those chains in a much more serious way,\u201d he said.<\/p>\n<p>Adolfo Urso, a leader of the Italian parliament\u2019s intelligence committee who served in the government of former Prime Minister Silvio Berlusconi, made similar comments during the panel discussion.<\/p>\n<p>Speaking through a translator, he argued that the West must ensure that strategic technology, including \u201cgreen technology,\u201d becomes concentrated in friendly hands.<\/p>\n<p>Palmer claimed that American businesses are greatly tempted by the \u201cenormous profits\u201d that can be made in China.<\/p>\n<p>\u201cWe can see how tempting they are by the fact that American businesses stay committed even after all the stuff they take from the CCP (Chinese Communist Party),\u201d he said.<\/p>\n<p>The CCP\u2019s growing power over American corporations and politicians has been amply documented in many sources, including the 2019 Hoover Institution <a href=\"https:\/\/www.hoover.org\/sites\/default\/files\/research\/docs\/diamond-schell_chineseinfluence_oct2020rev.pdf\">publication<\/a> \u201cChina\u2019s Influence &#038; America\u2019s Interests.\u201d<\/p>\n<p>It noted the key role of China\u2019s primary internal vector for commercial influence in the United States, the China General Chamber of Commerce (CGCC).<\/p>\n<p>American politicians linked to the CGCC include Illinois Governor J.B. Pritzker, a Democrat.<\/p>\n<p>Pritzker spoke at the organization\u2019s 2019 gala, as reported on its <a href=\"https:\/\/cgccchicago.org\/2019-annual-gala-2\/\">website<\/a> and in the blog <a href=\"https:\/\/capitolfax.com\/2019\/09\/17\/pritzker-slowly-reemerging\/\">CapitolFax<\/a>.<\/p>\n<p>CapitolFax and <a href=\"https:\/\/www.prnewswire.com\/news-releases\/trade--collaboration-business-leaders-from-china-and-us-to-gather-in-chicago-september-17-300917987.html\">Cision<\/a> both reported that the gala took place at a Hyatt Regency hotel in downtown Chicago.<\/p>\n<p>The billionaire Pritzker family has long had ties to the Hyatt name. J.B. Pritzker\u2019s father, Donald Pritzker, has been described as a founder or co-founder of the Hyatt Corporation. The Hyatt Corporation\u2019s current executive chairman is J.B.\u2019s cousin, Thomas Pritzker.<\/p>\n<p>The Epoch Times has reached out to J.B. Pritzker for comment.<\/p>\n<p>Foreign Policy\u2019s Palmer claimed that the Chinese government is skilled at \u201creaching out to and massaging the egos\u201d of American businessmen when they visit the country.<\/p>\n<p>\u201cYou effectively turn yourself into a lobbyist for them,\u201d he said at the June 14 AEI panel discussion.<\/p>\n<p>Urso highlighted his opposition to Italy\u2019s involvement with China\u2019s Belt and Road Initiative despite his prior support for the country\u2019s 2001 accession to the World Trade Organization.<\/p>\n<p>\u201cChina is today poised to become the major global power\u2014not one of many superpowers, but the one,\u201d Urso said, pointing out that China had moved to <a href=\"https:\/\/www.theepochtimes.com\/will-chinese-leader-xi-jinping-serve-for-life-analysts-make-their-predictions_2467303.html\">eliminate term limits<\/a> for its presidents in 2018, potentially enabling Xi to remain president for life.<\/p>\n<p>At the time, some China experts speculated that Xi\u2019s move may have been made within the broader context of what they then saw as a disunited CCP.<\/p>\n<p>\u201cXi is likely to have promised the party elite that he would not wreck the institution of political succession by staying in power for life,\u201d wrote Deng Yuwen of the Charhar Institute in a South China Morning Post editorial on March 14, 2018, <a href=\"https:\/\/www.theepochtimes.com\/will-chinese-leader-xi-jinping-serve-for-life-analysts-make-their-predictions_2467303.html\">as reported in<\/a> The Epoch Times.<\/p>\n<p>Asked by LaHood about the prospect of decoupling, Palmer argued that the Chinese government\u2019s \u201cinternal paranoia\u201d about American cultural influence has often been an expedient means of pulling the powers apart.<\/p>\n<p>\u201cPost-Ukraine in particular, we\u2019ve seen a doubling down on measures inside China that are aimed at attempting to snip some of these ties,\u201d he said.<\/p>\n<p>He cited the government\u2019s increasingly stringent limits on which American films can be seen in China, arguing that it was beginning to influence decision-making in Hollywood.<\/p>\n<p>Scissors, of AEI, said that a 2018 Committee on Foreign Investment in the United States (CFIUS) reform bill could provide a model for distancing the United States from China.<\/p>\n<p>\u201cWe had a lot of people worried about overreach, which was a legitimate concern that mostly got handled at the congressional level,\u201d Scissors said.<\/p>\n<p>While the final version met with strong bipartisan support, passing 85-10 in the Senate and 400-2 in the House, commentators have pointed out that it removed an earlier provision that would have let CFIUS review technology transfers that occur in joint ventures of U.S. companies and foreign companies.<\/p>\n<p>It instead authorized the U.S. Department of Commerce to screen \u201cemerging and foundational technologies.\u201d<\/p>\n<p>The Epoch Times has reached out to Commerce regarding the existence of that list.<\/p>\n<p>Commerce did participate in a National Science and Technology Council subcommittee on \u201cCritical and Emerging Technologies\u201d that released <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/02\/02-2022-Critical-and-Emerging-Technologies-List-Update.pdf\">a list<\/a> of such technologies in February 2022.<\/p>\n<p>Technology categories and subcategories on the list included \u201cdirected energy,\u201d \u201cengineering of viral and viral delivery systems,\u201d \u201chypersonics,\u201d and, under \u201cspace technologies and systems,\u201d \u201ccryogenic fluid management.\u201d<\/p>\n<div class=\"author_wrapper\">\n<div class=\"one_author_block round\">\n<div class=\"top_row\">\n\t\t\t\t\t<a href=\"https:\/\/www.theepochtimes.com\/author-nathan-worcester\"><\/a><\/p>\n<p>Follow<\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>House Intelligence Committee member LaHood: Trump\u2019s tariffs &#8216;got the attention of the Chinese&#8217;Speakers including Rep.
