Version: 4.0.47--><p>US defence secretary Lloyd Austin accused China of stepping up coercive behaviour towards Taiwan as he stressed that Washington would maintain its military capacity to resist any force that threatened the country.<\/p>\n<p>Speaking at the IISS Shangri-La Dialogue defence forum in Singapore, Austin said China was engaging in provocative behaviour across the Indo-Pacific region that ranged from dangerous naval and aerial manoeuvres to increasingly assertive military activity around <a href=\"https:\/\/www.ft.com\/topics\/places\/Taiwan\" data-trackable=\"link\">Taiwan<\/a>.<\/p>\n<p>\u201cWe\u2019ve witnessed a steady increase in provocative and destabilising military activity near Taiwan,\u201d Austin said on Saturday. \u201cThat includes PLA aircraft flying near Taiwan in record numbers in recent months. <\/p>\n<p>Addressing an audience that included General Wei Fenghe, China\u2019s defence minister, Austin said there had been an \u201calarming increase\u201d in unsafe aerial intercepts and confrontations at sea by Chinese military ships and aircraft.<\/p>\n<p>Austin referred to recent incidents in which Chinese air force fighter jets <a href=\"https:\/\/www.ft.com\/content\/d213b640-5f82-4d06-8f56-8597ac26560d\" data-trackable=\"link\">conducted \u201cdangerous intercepts\u201d<\/a> in the South China Sea and East China Sea of aircraft flown by US allies \u2014 in a reference to Australia and Canada.<\/p>\n<p>Speaking several weeks after President Joe Biden said in Tokyo that the US would <a href=\"https:\/\/www.ft.com\/content\/f4435be6-61bf-4565-8f19-60b69ebc41de\" data-trackable=\"link\">intervene militarily to defend Taiwan<\/a> from any Chinese attack, Austin said Washington would adhere to the Taiwan Relations Act by ensuring that Taiwan maintained a sufficient defence capability.<\/p>\n<p>\u201cAnd it means maintaining our own capacity to resist any use of force or other forms of coercion that would jeopardise the security or the social or economic system of the people of Taiwan,\u201d he added.<\/p>\n<p>Austin stressed that US policy towards Taiwan had not changed and that the administration remained opposed to any unilateral changes to the status quo across the Taiwan Strait \u2014 from Taipei or Beijing. <\/p>\n<p>His comments came as US officials have grown increasingly worried about the Chinese threat to Taiwan, over which China claims sovereignty. <\/p>\n<p>Austin used his speech to highlight the Biden administration\u2019s efforts to boost co-operation with allies, including the Quad \u2014 a security group that includes the US, Japan, Australia and India \u2014 and the Aukus security pact agreed by the US, UK and Australia last year.<\/p>\n<p>Paul Haenle, director of Carnegie China, a think-tank, said Austin\u2019s speech \u201cstruck the right balance\u201d, noting that the US defence secretary said US policy towards Taiwan had not changed while \u201cstressing that key components of that policy are helping Taiwan maintain a sufficient self-defence capability and maintain a robust US capacity to resist any Chinese use of force\u201d.<\/p>\n<p>Austin spoke one day after meeting Wei, in what was the first senior-level meeting between the militaries since Biden assumed office.<\/p>\n<figure class=\"n-content-image n-content-image--full p402_hide\"><source media=\"(min-width: 1220px)\" \/><source media=\"(min-width: 980px) and (max-width: 1219px)\" \/><source media=\"(min-width:491px) and (max-width: 979px)\" \/><source media=\"(max-width: 490px)\" \/><img decoding=\"async\" src=\"https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/https%3A%2F%2Fd1e00ek4ebabms.cloudfront.net%2Fproduction%2F56291d01-8365-46d9-bcfa-f2bb0e02a1ec.jpg?fit=scale-down&#038;source=next&#038;width=700\" data-id=\"https:\/\/api.ft.com\/content\/56291d01-8365-46d9-bcfa-f2bb0e02a1ec\" data-image-type=\"image\" data-original-image-width=\"2400\" data-original-image-height=\"1600\" alt=\"China\u2019s defence minister General Wei Fenghe walks to attend a bilateral meeting with US defence secretary Lloyd Austin on the sidelines of the Shangri-La Dialogue in Singapore on Saturday\" \/><figcaption class=\"n-content-image__caption\">\n\t\t\t\tChina\u2019s defence minister Wei Fenghe, centre, ahead of a meeting with US defence secretary Lloyd Austin on the sidelines of the Shangri-La forum on Saturday \u00a9 Caroline Chia\/Reuters<br \/>\n\t\t\t<\/figcaption><\/figure>\n<p>Despite putting a positive spin on the meeting between the defence chiefs, China launched a blistering riposte to Austin\u2019s speech.<\/p>\n<p>\u201cThe US has already messed up Europe and the Middle East, do they now also want to mess up Asia? We will absolutely not allow that,\u201d said Lieutenant General Zhang Zhenzhong, deputy chief of the Joint Staff Department of China\u2019s Central Military Commission.<\/p>\n<p>In what the Chinese delegation called Beijing\u2019s official response to Austin, Zhang rejected the US defence secretary\u2019s pledge that Washington was not seeking a new cold war, an Asian Nato or a region split into hostile blocs. <\/p>\n<p>\u201cTheir words do not match their deeds,\u201d Zhang said. \u201cThe true intention of the US is to use this to maintain their hegemonic system. They are trying to create small circles by roping in some countries.\u201d He added that the US Indo-Pacific strategy was one of geopolitical rivalry and bloc competition.<\/p>\n<p>Pointing to the Global Security Initiative, a still-vague security concept <a href=\"https:\/\/www.ft.com\/content\/377cdb02-8a45-4ba2-b6ee-88620eb48f0b\" data-trackable=\"link\">proposed by President Xi Jinping<\/a> in April, Zhang said China was a \u201csustained contributor to and firm supporter of regional peace\u201d and a provider of public goods, in contrast with the US, which he called the \u201cbiggest source of instability\u201d and a \u201cbackstage manipulator\u201d.<\/p>\n<p>Zhang also warned Washington against further support for Taiwan. The US had \u201cseriously hollowed out and undermined\u201d its pledge to stick to a one-China policy, he said, pointing to Washington\u2019s approval on Wednesday of the sale of $120mn worth of spare parts for warships to Taipei.<\/p>\n<p>Steps taken by the US in the past year were a reminder that Taiwan was the one issue with the biggest potential to lead the geopolitical rivals into conflict, Zhang said, adding: \u201cThis is extremely dangerous.\u201d<\/p>\n<p>Wei is scheduled to address the Shangri-La Dialogue on Sunday morning.<\/p>\n<p>Major General Guo Ruobing, commander of the National Security College at the National Defence University, sharply dismissed Austin\u2019s criticism of Chinese intercepts of Australian and Canadian military aircraft. \u201cThey are the ones disturbing stability,\u201d he said, adding that \u201cthe US always says one thing but does another\u201d.
