Allen concerning alleged illegal activities tied to foreign lobbying. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Specifically, illegal foreign lobbying on behalf of Qatar.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\"> The investigation is reportedly an effort by the Department of Justice to <a href=\"https:\/\/www.nytimes.com\/2022\/06\/07\/us\/politics\/general-john-allen-lobbying-qatar.html\" target=\"_blank\" rel=\"noopener\">crack down<\/a> on FARA violations.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">FARA is the <a href=\"https:\/\/www.justice.gov\/nsd-fara\" target=\"_blank\" rel=\"noopener\">Foreign Agents Registration Act<\/a>, a transparency effort that requires individuals to disclose when they are working on behalf of a foreign power.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The investigations and, in particular, these allegations against General Allen \u2013 who led the U.S. military in Afghanistan until 2017 \u2013 raise serious questions on the perceived revolving door of political and military influence of those in uniform.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Influence that not only seems to yield considerable power but also substantial financial rewards.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">General Allen appears to be a textbook case of strategic corruption. However, the FBI alleges that <a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/fbi-seizes-retired-generals-data-related-qatar-lobbying-rcna32467\" target=\"_blank\" rel=\"noopener\">emails have surfaced between Mr. Allen<\/a>, who had retired by this time, and then-National Security Advisor, retired Lt. General H.R. He claims he wasn\u2019t acting as a Qatari agent but merely a retired military mind working as a patriot attempting to keep the peace.<\/span><\/p>\n<p><strong>RELATED: <a href=\"https:\/\/thepoliticalinsider.com\/air-force-base-grudgingly-cancels-drag-queen-story-hour-at-base-library\/\" target=\"_blank\" rel=\"noopener\">Air Force Base Grudgingly Cancels \u2018Drag Queen Story Hour\u2019 At Base Library<\/a><\/strong><\/p>\n<h3><span data-preserver-spaces=\"true\">What Exactly Is A Foreign Agent?<\/span><\/h3>\n<p><span data-preserver-spaces=\"true\">Before moving on to the juicy aspects of this story, it\u2019s essential to understand what a foreign agent is. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\"><a href=\"https:\/\/www.justice.gov\/nsd-fara\/frequently-asked-questions#6\" target=\"_blank\" rel=\"noopener\">According to the Department of Justice website<\/a>, a foreign agent or \u2018agent of foreign principle\u2019 is \u201c<\/span><span data-preserver-spaces=\"true\">any person who acts as an agent, representative, employee, or servant, or otherwise acts at the order, request, or under the direction or control of a \u2018foreign principal.&#8217;\u201d<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The agent engages in, among other things influencing U.S. government officials regarding domestic or foreign policy.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">It is required for those who are agents of a foreign principal to be registered with the Justice Department.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">And this is where the story gets sticky.<\/span><\/p>\n<h3><span data-preserver-spaces=\"true\">Caught In An Expanding Investigation<\/span><\/h3>\n<p><span data-preserver-spaces=\"true\">General Allen might not have been caught up in any wrongdoing if not for his ties to two other characters in this intrigue; former ambassador to the UAE and Pakistan Richard G. Olson and political money man Imaad Zuberi.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\"><a href=\"https:\/\/www.nytimes.com\/2022\/06\/07\/us\/politics\/general-john-allen-lobbying-qatar.html\" target=\"_blank\" rel=\"noopener\">Last week Mr. Olson pleaded guilty to federal charges, and Mr. Zuberi<\/a> is currently serving a 12-year prison sentence on corruption charges.\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Brookings hastily shut down its Doha Center\u2014a franchise that was a dark-money portal in Qatar\u2014in August 2021. <\/p>\n<p>This wasn\u2019t long after DOJ sentenced Gen. Allen\u2019s paymaster Imaad Zuberi to 12 years for influence-peddling. <\/p>\n<p>Fascinating. <a href=\"https:\/\/t.co\/UwtU4Sz1ma\">https:\/\/t.co\/UwtU4Sz1ma<\/a><\/p>\n<p>\u2014 David Reaboi, Late Republic Nonsense (@davereaboi) <a href=\"https:\/\/twitter.com\/davereaboi\/status\/1534645809668665349?ref_src=twsrc%5Etfw\">June 8, 2022<\/a><\/p>\n<\/blockquote>\n<p><span data-preserver-spaces=\"true\">Mr. Allen took a trip in 2017 to Qatar with Mr. Olson on Mr. Zuberi\u2019s dime in what appears to be a multi-tasking trip to advise the Qatari government on how to influence U.S. policy in the region, and in the process make a buck or two.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">While on his trip, Mr. Allen advised the Qatari government to \u201cuse the full spectrum\u201d of information operations and to use <a href=\"https:\/\/www.theguardian.com\/us-news\/2022\/jun\/08\/john-allen-qatar-fbi-retired-us-general\" target=\"_blank\" rel=\"noopener\">\u201cblack and white\u201d operations<\/a>. A \u201cblack\u201d operation refers to covert operations that are often illegal and could include such acts as hacking systems for information.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Before taking his first-class flight to Qatar, Mr. Allen emailed Mr. Olson and Mr. Zuberi, <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/06\/08\/john-allen-brookings-qatar\/\" target=\"_blank\" rel=\"noopener\">suggesting he get paid $20,000 as a \u2018speaker fee\u2019<\/a> for his work. He ended up not getting his $20,000, but he did go on to state they should \u201cwork out a fuller arrangement of a longer-term relationship.\u201d\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">So what did he do wrong other than what appears to be a self-concerned retired General? He never registered with the Department of Justice. Thus making it seem like he was a confidential or secret agent of the Qatari government.<\/span><\/p>\n<p><strong>RELATED: <a href=\"https:\/\/thepoliticalinsider.com\/bidens-green-military-is-absolute-nonsense\/\" target=\"_blank\" rel=\"noopener\">Biden\u2019s \u2018Green Military\u2019 Is Absolute Nonsense<\/a><\/strong><\/p>\n<h3><span data-preserver-spaces=\"true\">It\u2019s Good To Be A Retired General<\/span><\/h3>\n<p><span data-preserver-spaces=\"true\"><a href=\"https:\/\/apnews.com\/article\/politics-john-r-allen-qatar-middle-east-united-arab-emirates-5c30827587d2295012549d5d65fc806e\" target=\"_blank\" rel=\"noopener\">FBI agent Babak Adib said there is \u201csubstantial evidence\u201d<\/a> that Allen willfully and knowingly violated FARA. Moreover, there is more besides the email evidence and other documentary proof of his trip to Qatar and his relationship with Mr. Olson and Mr. Zuberi.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\"><a href=\"https:\/\/www.npr.org\/2022\/06\/07\/1103629580\/fbi-seizes-retired-generals-data-related-to-qatar-lobbying\" target=\"_blank\" rel=\"noopener\">The affidavit says<\/a>:<\/span><\/p>\n<blockquote>\n<p><span data-preserver-spaces=\"true\">\u201cAt the same time he was lobbying U.S. government officials on behalf of Qatar, Allen pursued at least one multi-million dollar business deal with the Qatari government on behalf of a company on whose board of directors he served.\u201d<\/span><\/p>\n<\/blockquote>\n<p><span data-preserver-spaces=\"true\">Mr. Allen had sat on the board of a Texas artificial intelligence company called SparkCognition. Had he gotten the credit, he would\u2019ve earned a $1 million commission.<\/span><\/p>\n<h3><span data-preserver-spaces=\"true\">A Never-Ending Cycle of Influence<\/span><\/h3>\n<p><span data-preserver-spaces=\"true\">The news of this investigation and the allegations against retired General Allen raises fresh questions about how our defense and political systems operate. Besides all the positions above and opportunities afforded Mr. Allen thanks to his service, until this week, he was the President of the premier <a href=\"https:\/\/www.sourcewatch.org\/index.php\/Brookings_Institution\" target=\"_blank\" rel=\"noopener\">Democratic think-tank<\/a> Brookings Institute.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\"><a href=\"https:\/\/vigourtimes.com\/brookings-think-tank-places-retired-general-on-leave-amid-fbi-probe\/\" target=\"_blank\" rel=\"noopener\">Mr. Allen earned $1 million a year for his position at Brookings<\/a>. Up until 2019, Brookings was <a href=\"https:\/\/responsiblestatecraft.org\/2022\/06\/08\/feds-accuse-brookings-president-gen-allen-of-illegally-lobbying-for-qatar\/\" target=\"_blank\" rel=\"noopener\">receiving donations<\/a> from none other than Qatar.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">While it appears that Mr. Allen didn\u2019t follow proper \u2018protocol\u2019 with his dealing in Qatar, his activity isn\u2019t necessarily unique to retired military Generals.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\"><a href=\"https:\/\/www.cnn.com\/2017\/08\/02\/politics\/mattis-advised-uae-military\/index.html\" target=\"_blank\" rel=\"noopener\">Retired General and former Secretary of Defense James Mattis<\/a> received approval to work as an adviser for the UAE and was a fellow at the Hoover Institution.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\"><a href=\"https:\/\/www.politico.com\/newsletters\/national-security-daily\/2022\/06\/08\/general-disorder-another-four-star-tries-to-cash-in-00037081\" target=\"_blank\" rel=\"noopener\">Retired General and former National Security Advisor James Jones<\/a> received approval to work with Ironhand Security which does business with Saudi Arabia.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">And finally, retired <a href=\"https:\/\/thehill.com\/policy\/defense\/529893-five-things-to-know-about-lloyd-austin-bidens-pentagon-pick\/\" target=\"_blank\" rel=\"noopener\">General and Secretary of Defense Lloyd Austin<\/a> was on the board of defense contractor Raytheon. Additionally, he was a partner at Pine Island Capital Partners, which regularly gobbles up small defense contracting companies, and on the board of directors for Nucor.
