Kathy Hochul (D-N.Y.) <a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2021\/s9407?intent=oppose\">signed<\/a> state Senate Bill 9407B on June 6 making the purchase of a bulletproof body vest a class A misdemeanor for first-time offenders and a class E felony thereafter.<\/p>\n<p>The only exceptions to the law will be for those \u201cengaged or employed in an eligible profession\u201d such as police officers, peace officers, military personnel, and professions designated by the Department of State.<\/p>\n<p>Republican state Sen. George Borrello of the 57th senate district, who voted against the package of bills, said the fast-tracked process meant lawmakers didn\u2019t hear from a broader subsection of New Yorkers in professions that sometimes require body armor.<\/p>\n<p>\u201cEverything was rushed at the end of session for political reasons and leaving this for rules to be promulgated by the Department of State as to who and who cannot get them is going to become very political,\u201d he told local media\u00a0<a href=\"https:\/\/spectrumlocalnews.com\/nys\/buffalo\/politics\/2022\/06\/08\/bulletproof-vest-ban-for-civilians-goes-into-effect-in-july\">Spectrum News 1<\/a>.<\/p>\n<p>\u201cI spoke to a group of doctors that actually show up in situations in questionable neighborhoods that want body armor for them to purchase,\u201d he added. \u201cWhat about the taxi driver? What about a guy that works at a convenience store overnight?\u201d<\/p>\n<p>Democrat state Sen. Sean Ryan said when the bill passed that New York lawmakers were taking action because \u201cthe federal government refuse to act.\u201d<\/p>\n<p>The piece of legislation\u00a0was part of a package of 10\u00a0\u201c<a href=\"https:\/\/spectrumlocalnews.com\/nys\/buffalo\/politics\/2022\/06\/08\/bulletproof-vest-ban-for-civilians-goes-into-effect-in-july\">gun safety measures<\/a>\u201d New York state lawmakers pushed through their legislature after mass shootings at a\u00a0Tops supermarket in Buffalo and an elementary school in <a href=\"https:\/\/www.theepochtimes.com\/t-uvalde\">Uvalde<\/a>, Texas.<\/p>\n<figure id=\"attachment_4506532\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/06\/01\/download-2.jpeg\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-4506532\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/06\/01\/download-2-600x392.jpeg\" alt=\"Epoch Times Photo\" width=\"600\" height=\"392\" \/><\/noscript><\/figcaption><\/a> Law enforcement personnel run away from the scene of a shooting near Robb Elementary School in Uvalde, Texas, on May 24, 2022. (Reuters\/Marco Bello)<\/figure>\n<p>Body armor was one of the measures in the package\u00a0that passed the Democrat-controlled state Senate on June 2 before going to Hochul for signing. The body armor bill was\u00a0<span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">sponsored by Democratic state Sen. <\/span><span class=\"r-18u37iz\">Brian Kavanagh of the 26th district.<\/span><\/p>\n<p>\u201cI don\u2019t know anybody who wears body armor unless they\u2019re in law enforcement or security, so there\u2019s been a proliferation of sales, but I\u2019ve never met anybody who walks around with body armor on,\u201d Ryan told Spectrum News 1.<\/p>\n<p>Body armor worn by the Tops supermarket gunman who killed 10 people on May 14 has been cited by police as the reason a retired Buffalo officer working security on site was unable to stop the suspect.<\/p>\n<p>Ryan pointed to this while disputing a common argument that \u201cgood guys\u201d with guns can stop \u201cthe bad guy with the gun.\u201d<\/p>\n<p>\u201cBut in this case, the bad guy with the gun had body armor on and the retired police officer, Officer [Aaron] Salter, could not stop him,\u201d Ryan said.<\/p>\n<p>\u201cWhy\u00a0the heck are we selling body armor to civilians that have nothing to do with public safety?\u201d he added.<\/p>\n<p>The New York state law is expected to become enforceable 30 days after it was signed, on July 6.<\/p>\n<div class=\"author_wrapper\">\n<div class=\"one_author_block round\">\n<div class=\"top_row\">\n\t\t\t\t\t<a href=\"https:\/\/www.theepochtimes.com\/author-caden-pearson\"><img decoding=\"async\" src=\"https:\/\/secure.gravatar.com\/avatar\/38ce23ace09f12718ad757e5cb92eca2\" alt=\"Caden Pearson\" \/><\/a><\/p>\n<p>Follow<\/p>\n<\/div>\n<p>Caden Pearson is a journalist based in Australia.
