Whether it\u2019s repeatedly <a href=\"https:\/\/thefederalist.com\/2021\/11\/23\/every-biden-gaffe-about-taiwan-is-a-win-for-chinas-communist-regime\/\" target=\"_blank\" rel=\"noreferrer noopener\">fumbling the ball<\/a> on Taiwan or <a href=\"https:\/\/www.foxnews.com\/politics\/doj-ending-china-initiative-national-security-program-bias\" target=\"_blank\" rel=\"noreferrer noopener\">shutting down<\/a> a Department of Justice initiative aimed at identifying and preventing spying activities by the Chinese Communist Party (CCP), Biden\u2019s administration has been at the forefront of empowering an increasingly aggressive China that seeks to replace the United States as a regional and global hegemon.<\/p>\n<p>On Monday, Biden decided to add another item to his ever-expanding list of policies that strengthen the CCP, with the Democrat president <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/06\/06\/declaration-of-emergency-and-authorization-for-temporary-extensions-of-time-and-duty-free-importation-of-solar-cells-and-modules-from-southeast-asia\/\" target=\"_blank\" rel=\"noreferrer noopener\">declaring an emergency<\/a> under the Tariff Act of 1930 that exempts \u201ccertain solar cells and modules\u201d originating from several Southeast Asian countries from new tariffs for the next two years. <\/p>\n<p>\u201cIn recent years, the vast majority of solar modules installed in the United States were imported, with those from Southeast Asia making up approximately three-quarters of imported modules in 2020,\u201d the emergency declaration reads.\u00a0\u201cRecently, however, the United States has been unable to import solar modules in sufficient quantities to ensure solar capacity additions necessary to achieve our climate and clean energy goals, ensure electricity grid resource adequacy, and help combat rising energy prices.\u201d<\/p>\n<p>\u201cThis acute shortage of solar modules and module components has abruptly put at risk near-term solar capacity additions that could otherwise have the potential to help ensure the sufficiency of electricity generation to meet customer demand,\u201d it added.<\/p>\n<p>While the declaration and <a href=\"https:\/\/thefederalist.com\/2022\/06\/07\/bidens-latest-abuse-of-power-will-make-energy-more-expensive\/\" target=\"_blank\" rel=\"noreferrer noopener\">Biden\u2019s subsequent abuse<\/a> of the Defense Production Act to boost domestic solar panel production will undoubtedly evoke cheers from climate alarmists, the emergency order simultaneously undercuts a significant ongoing <a href=\"https:\/\/www.msn.com\/en-us\/news\/us\/bidens-solar-energy-emergency-explained\/ar-AAYdmWJ\" target=\"_blank\" rel=\"noreferrer noopener\">investigation<\/a> by the Commerce Department \u201cinto whether Chinese companies are circumventing existing tariffs on Chinese imports to the U.S. by setting up shop in [Cambodia, Thailand, Vietnam, and Malaysia] to finish products whose life begins in China.\u201d <\/p>\n<p><a href=\"https:\/\/www.nbcnews.com\/politics\/white-house\/boost-solar-biden-looks-way-potential-chinese-trade-violations-rcna32234\" target=\"_blank\" rel=\"noreferrer noopener\">Required by law<\/a>, the investigation was first launched on April 1 at the behest of Auxin Solar, a U.S.-based solar module manufacturer that alleges Beijing conducts such actions as a means to \u201cavoid the U.S. tariffs\u201d by claiming that the components weren\u2019t manufactured in China.<\/p>\n<p>While Biden\u2019s emergency declaration doesn\u2019t halt the investigation outright, it does allow for CCP-connected businesses to go unpunished for skirting existing tariffs. As reported by <a href=\"https:\/\/www.nbcnews.com\/politics\/white-house\/boost-solar-biden-looks-way-potential-chinese-trade-violations-rcna32234\" target=\"_blank\" rel=\"noreferrer noopener\">NBC News<\/a>, \u201cBiden\u2019s move Monday effectively takes the issue off the table for two years by ensuring no new solar tariffs on the Southeast Asian countries regardless of what the investigation determines.\u201d<\/p>\n<p>\u201cAssistant Commerce Secretary Lisa Wang said that if the investigation finds new tariffs are in order, they\u2019d kick in after the two-year period,\u201d the NBC News report reads.<\/p>\n<p>Axium CEO Mamun Rashid was quick to blast Biden over the emergency declaration, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-06\/us-solar-firm-blasts-biden-for-interfering-in-trade-case?sref=Hpp1MmFS\" target=\"_blank\" rel=\"noreferrer noopener\">saying<\/a> in a statement that the president \u201cis significantly interfering in Commerce\u2019s quasi-judicial process.\u201d<\/p>\n<p>\u201cBy taking this unprecedented \u2014 and potentially illegal \u2014 action, he has opened the door wide for Chinese-funded special interests to defeat the fair application of US trade law,\u201d Rashid said.<\/p>\n<p>The Monday announcement from Biden came a day after Commerce Secretary Gina Raimondo revealed that the administration is <a href=\"https:\/\/www.foxnews.com\/politics\/biden-relax-china-tariffs-ease-inflation\" target=\"_blank\" rel=\"noreferrer noopener\">considering<\/a> a reduction of tariffs on various Chinese goods \u201cin an effort to combat record-high inflation in the U.S.\u201d<\/p>\n<p>\u201cWe are looking at it. In fact, the president has asked us on his team to analyze that,\u201d Raimondo said. \u201cAnd so we are in the process of doing that for him and he will have to make that decision.\u201d<\/p>\n<h2>Under Biden, China Wins and America Loses<\/h2>\n<p>Rather than boosting U.S. domestic production of oil and liquified natural gas as a means to lower <a href=\"https:\/\/thefederalist.com\/2022\/06\/09\/biden-white-house-shrugs-as-its-energy-policies-drive-gas-prices-to-record-high-4-97\/\" target=\"_blank\" rel=\"noreferrer noopener\">rising energy costs<\/a> and provide the country with a reliable source of efficient energy, Biden has instead opted to put the craven demands of radical climate alarmists above the general well-being of the American public. Even if it means granting the communist Chinese government, whose members have committed<a href=\"https:\/\/thefederalist.com\/2022\/04\/18\/virtue-signaling-elites-who-dont-care-about-chinas-abuses-dont-really-care-about-human-rights\/\" target=\"_blank\" rel=\"noreferrer noopener\"> some of the most heinous human rights abuses in world history<\/a>, economic alleviation, Biden is willing to throw his own countrymen under the bus in pursuit of his nonexistent, 100 percent renewable energy utopia.<\/p>\n<p>While China\u2019s state-owned solar manufacturers will flourish under Biden\u2019s energy policies, U.S. fossil fuel producers and the American people will continue to suffer under the leadership of a confused, senile man, whose short presidency has completely destroyed the energy independence and sustainability of the United States.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Shawn Fleetwood is an intern at The Federalist and a graduate of the University of Mary Washington.
