A student who receives a ticket usually has to pay a fine. ProPublica <a href=\"https:\/\/www.propublica.org\/article\/illinois-will-investigate-possible-civil-rights-violations-in-student-ticketing\" target=\"_blank\" rel=\"noopener\">found<\/a> that Hispanics, who make up 26 percent of the student body, have received around half of 120 truancy tickets, while blacks, who make up 6 percent of students, have received 10 percent of tickets.<\/p>\n<p>Amy Meek, the head of the AG&#8217;s Civil Rights Bureau, said districts can still violate civil rights law even if they do not intentionally discriminate against &#8220;certain groups of people,&#8221; ProPublica reported.<\/p>\n<p>Meek&#8217;s office may be taking its cues from university activists, who have argued that\u00a0<a href=\"https:\/\/dailycaller.com\/2016\/04\/16\/professional-educator-grades-showing-up-on-time-are-a-form-of-white-supremacy\/\" target=\"_blank\" rel=\"noopener\">grades<\/a> and <a href=\"https:\/\/www.campusreform.org\/article?id=17806\" target=\"_blank\" rel=\"noopener\">enforcing school rules<\/a> are racist because of disproportionate adverse effects on minority students.<\/p>\n<p>District 211 superintendent Lisa Small said in a statement that punishments are &#8220;implemented regardless of the student&#8217;s race, ethnicity, socioeconomic background, or other factors&#8221; and that the police are involved only when an offender breaks the law or threatens school safety.
