John R. Allen, who led U.S. and NATO forces in Afghanistan before being tapped in 2017 to lead the influential Brookings Institution,\u201d the Associated Press <a href=\"https:\/\/apnews.com\/article\/politics-john-r-allen-qatar-middle-east-united-arab-emirates-5c30827587d2295012549d5d65fc806e\">reported<\/a>. \u201cIt\u2019s part of an expanding investigation that has ensnared Richard G.
