Obtaining cells and modules duty-free, according to the senior administration official, will ensure the U.S. maintains access to enough solar modules to satisfy current electricity generation needs.<\/p>\n<figure id=\"attachment_4509718\" class=\"wp-caption alignnone\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4509718 size-large\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/06\/03\/GettyImages-1400489921-1200x800.jpg\" alt=\"Epoch Times Photo\" width=\"640\" height=\"427\" \/><\/noscript><\/figcaption>\u00a0<\/p>\n<p>U.S. President Joe Biden at the Eisenhower Executive Office Building in Washington on June 1, 2022. (Kevin Dietsch\/Getty Images)<\/figure>\n<p>The administration will take other steps to promote clean energy, including approving more green projects on public lands, bolstering clean energy in cities and rural areas, supporting a diverse solar workforce, and investing in renewable electricity in Puerto Rico.<\/p>\n<p>\u201cThe president is signing several executive actions that together will mean that we are building the strength of our clean energy,\u201d the administration official said in a call, adding that the private sector has already committed more than $100 billion in new private capital to produce electric vehicles and batteries domestically.<\/p>\n<p>This is the moment for the United States to deploy its clean energy arsenal with ally nations, \u201cespecially in the face of Putin\u2019s war in Ukraine,\u201d the senior administration official said.<\/p>\n<p>\u201cThe stakes are high and the president is taking action. And he\u2019s taking action just as he calls on Congress to quickly pass tax cuts and additional investments that will further advance U.S. clean energy manufacturing and deployment,\u201d the source added.<\/p>\n<p>The suite of actions is expected to triple U.S. solar manufacturing capacity by 2024 to 22.5 gigawatts. When Biden took office, U.S. solar manufacturing capacity was just 7.5 gigawatts.<\/p>\n<h2>Commerce Department Investigations<\/h2>\n<p>In March, the Department of Commerce announced that it would be investigating whether solar panel part firms in four Southeast Asian markets are using these companies to circumvent U.S. <a href=\"https:\/\/www.theepochtimes.com\/t-tariffs\">tariffs<\/a> slapped on Chinese firms. The purpose behind these anti-dumping duties is to punish China for subsidizing and implementing predatory pricing measures for the last decade.<\/p>\n<p>Cambodia, Malaysia, Thailand, and Vietnam account for about 80 percent of annual solar imports.<\/p>\n<p>This has created a tense situation for the White House as it tries to juggle between advancing the president\u2019s climate agenda and remaining distant from the Commerce Department\u2019s probes.<\/p>\n<p>The president will tap an emergency under <a href=\"https:\/\/uscode.house.gov\/view.xhtml?req=granuleid:USC-prelim-title19-section1318&#038;num=0&#038;edition=prelim\">Section 318 A of the Tariff Act<\/a> that allows the Secretary of Commerce to facilitate certain imports and take other action to respond appropriately.<\/p>\n<p>\u201c[It] allows him to recognize emergency circumstances and provide and take action as a result of that,\u201d the senior official noted. \u201cHe\u2019s using that authority to ensure the reliable supply of solar components from Southeast Asian countries Cambodia, Malaysia, Thailand, and Vietnam, that play a key role in in the reliable supply of this solar as a bridge.\u201d<\/p>\n<p>The industry response has been mixed since reports surfaced that Biden will provide a 24-month tariff suspension.<\/p>\n<p>\u201cThe president\u2019s action is a much-needed reprieve from this industry-crushing probe,\u201d said Abigail Ross Hopper, chief executive officer of the Solar Energy Industries Association (SEIA), in a <a href=\"https:\/\/seia.org\/news\/president-bidens-action-saves-solar-jobs-invests-american-solar-manufacturing\">statement<\/a>. \u201cDuring the two-year tariff suspension window, the U.S. solar industry can return to rapid deployment while the Defense Production Act helps grow American solar manufacturing.\u201d<\/p>\n<p>But Auxin Solar, the company that urged the Commerce Department to establish the investigation, accused the administration of interfering in the investigation, callingthe move \u201cunprecedented\u201d and a \u201cpotentially illegal action.\u201d<\/p>\n<p>Officials note that the White House could reintroduce tariffs on panels imported from these markets once the 24-month period is over. But applying these levies retroactively are not on the table, officials confirm.<\/p>\n<p>Market analysts believe that the 24-month pause might not offer enough clarity for the sector since a resolution to the case is more important.<\/p>\n<p>\u201cThis approach allows the Biden team to appear to be responsive to repeated requests for intervention.
