Should that happen, will the United States and China fight a war over the future of Taiwan? In his new book <a href=\"https:\/\/www.amazon.com\/War-Without-Rules-Playbook-Domination\/dp\/0593331044\/ref=sr_1_1?crid=39QS43F3UD4G0&#038;keywords=war+without+rules&#038;qid=1650294394&#038;s=books&#038;sprefix=War+Without+Rules%2Cstripbooks%2C431&#038;sr=1-1\"><em>War Without Rules: China\u2019s Playbook for Global Domination<\/em><\/a>, retired Air Force Brigadier Gen. Robert Spalding says the United States and China are already at war, and it is a war without rules.\u00a0<\/p>\n<p>Spalding\u2019s book doesn\u2019t present any new thesis. Instead, it explains the idea presented by another book published more than two decades ago. That book was titled <a href=\"https:\/\/www.amazon.com\/Unrestricted-Warfare-Chinas-Destroy-America\/dp\/1626543054\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Unrestricted Warfare<\/em><\/a>. It was written by two Chinese People\u2019s Liberation Army (PLA) colonels, Qiao Liang and Wang Xiangsui, published in 1999.\u00a0<\/p>\n<p>In <em>Unrestricted Warfare<\/em>, the two colonels argue that China must learn not to rely on armed forces alone to achieve global dominance. Instead, future warfare is about \u201cusing all means, including armed force or non-armed force, military and non-military, and lethal and non-lethal means to compel the enemy to accept one\u2019s interests.\u201d <\/p>\n<p>The non-military means could include everything from corporate sabotage to manipulation of international laws. Here are a few examples:<\/p>\n<ul>\n<li>Technological warfare (creating monopolies by setting standards independently)<\/li>\n<li>Cultural warfare (leading cultural trends along in order to assimilate those with different views)<\/li>\n<li>Drug warfare (obtaining sudden and huge illicit profits by spreading disaster in other countries)<\/li>\n<li>Media warfare (manipulating what people see and hear in order to lead public opinion)<\/li>\n<li>Psychological warfare (spreading rumors to intimidate the enemy and break his will)<\/li>\n<\/ul>\n<p>In an\u00a0<a href=\"https:\/\/warontherocks.com\/2016\/04\/a-new-generation-of-unrestricted-warfare\/\" target=\"_blank\" rel=\"noreferrer noopener\">interview<\/a>, Qiao summarized the key thesis of <em>Unrestricted Warfare<\/em>\u00a0this way: \u201cthe first rule of unrestricted warfare is that there are no rules, with nothing forbidden.\u201d In such unrestricted warfare, anyone is a soldier, whether he wears a uniform or not, anywhere is a battlefield.\u00a0<\/p>\n<p><em>Unrestricted Warfare<\/em>\u00a0caused quite a stir in China after it was published in 1999. At the time, the Chinese Communist Party (CCP) still followed its paramount leader Deng Xiaoping\u2019s advice, \u201cHide our strength and bide our time.\u201d Deng wanted his comrades to keep a low profile and not disclose the party\u2019s ambition of global dominance but to focus on gaining economic and military strength.\u00a0<\/p>\n<h2>Biding Their Time<\/h2>\n<p>Deng\u2019s advice made sense because China in the \u201990s was still in the early stage of economic growth, and it needed all the help it could get from the west, from investment capital to technical know-how. Chinese leaders didn\u2019t want to reveal their true motives and alarm China\u2019s strategic rivals, such as the United States. Therefore, it was shocking that the party leadership allowed the publication of a book discussing strategies for fighting unrestricted wars with the west so openly and with the bluntness and frankness that is out of the norm of the party\u2019s communication style.<\/p>\n<p>The U.S. government\u2019s Foreign Broadcast Information Service translated <em>Unrestricted Warfare <\/em>from Mandarin into English. But according to Spalding, the book was \u201cnot an easy\u201d read because its Chinese authors have done deep dive into military history and cultural theory. Many of the authors\u2019 metaphors were either lost in translation or unfamiliar to native English speakers. Consequently, many policymakers and defense think tanks didn\u2019t take it very seriously.<\/p>\n<p>Spalding thought otherwise. He believes <em>Unrestricted Warfare<\/em>\u00a0is \u201cthe main blueprint for China\u2019s efforts to unseat America as the world\u2019s economic, political, and ideological leader.\u201d He argues \u201cIf you look closely at everything China has done since 1999 \u2013 at all aspects of its economic, military, diplomatic, and technological relations with the rest of the world \u2013 it\u2019s like watching <em>Unrestricted Warfare<\/em> come to life.\u201d He points to many examples of how the CCP has fought unrestricted warfare outside of battlefields, including:<\/p>\n<ul>\n<li>The CCP seized on Covid as a weapon to be used to their benefit, not a humanitarian crisis to be solved.<\/li>\n<li>The CCP viewed the climate change issue as a bargaining chip to win them economic concessions from global elites in return for reforms that they never intend to make.<\/li>\n<\/ul>\n<p>Spalding decided to re-introduce insights from <em>UW<\/em> to Americans because he believes \u201cour leaders have a moral obligation to understand what\u2019s happening,\u201d and \u201cIt\u2019s time for every influential person in America \u2013 policy makers, diplomats, business executives, investors, journalists, scientists, academics, and more \u2013 to become part of the resistance to the Chinese Communist Party.\u201d<\/p>\n<p>In his book, <em>War Without Rules<\/em>, Spalding excerpts essential parts of <em>Unrestricted Warfare<\/em>\u00a0and explains them in ways that \u201ccapture the writing style and ideas of the two literary colonels while paring down some long and sometimes confusing digression.\u201d Such an approach makes it easier for native English speakers to grasp <em>Unrestricted Warfare\u2019s<\/em> key insights fully. <\/p>\n<p>Spalding is probably one of the most qualified people to interpret\u00a0<em>UW<\/em>\u00a0for non-Mandarin speakers because he is fluent in Mandarin, and has a long and distinguished career in the defense sector. Besides his military services, he is a former China strategist for the chairman of the Joint Chiefs of Staff, the Joint Staff at the Pentagon, and senior defense official and defense attach\u00e9 to China. Under the Trump administration, he was credited as the chief architect of the\u00a0<a href=\"http:\/\/nssarchive.us\/wp-content\/uploads\/2020\/04\/2017.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2017 U.S. National Security Strategy<\/a>, which introduced fresh thinking and a new approach to the Sino-U.S. relationship based on realism.\u00a0<\/p>\n<h2>Resistance to the CCP<\/h2>\n<p>I share Spalding\u2019s concerns that too many Americans, from political leaders to business elites, misunderstand or ignore the CCP\u2019s war without rules. He points out that \u201cthe Biden administration, despite some positive moves, is seriously underestimating the malevolence and power of the Chinese threat,\u201d an assessment I couldn\u2019t agree with more.\u00a0<\/p>\n<p>Arguing that \u201cthe United States has never confronted anything quite like modern China,\u201d and \u201cwe are already at war with China,\u201d Spalding presented recommendations on what Americans should do to fight the CCP\u2019s unrestricted warfare in his final chapter. Here his emphasis that the United States is only at war with the CCP, not the Chinese people, is laudable.<\/p>\n<p>The book\u2019s final chapter is where I disagreed with Spalding on some issues. For example, under \u201cEducation,\u201d he suggests preventing Chinese students from using any Chinese apps like WeChat in the United States. Those apps \u201care indeed censored and curated by the CCP.\u201d Still, it is unrealistic to prevent Chinese students from using them because most foreign apps are banned in China, and WeChat is the only means for many Chinese students to keep in touch with their families.<\/p>\n<p>If the U.S. government is serious about minimizing the CCP\u2019s influence through apps, I would recommend banning TikTok, the made-in-China app widely popular among American youth. There are enough\u00a0<a href=\"https:\/\/thefederalist.com\/2020\/08\/04\/what-tiktok-hides-beneath-its-addicting-little-videos-should-scare-you\/\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a>\u00a0of TikTok serving as a tool for the CCP\u2019s censorship and surveillance. U.S. Sen. Marco Rubio, R-Florida,\u00a0<a href=\"https:\/\/twitter.com\/marcorubio\/status\/1181907273918099457?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1181909057755475968%7Ctwgr%5E&#038;ref_url=https%3A%2F%2Fwww.businessinsider.com%2Ftiktok-senator-marco-rubio-investigation-censorship-china-bytedance\" target=\"_blank\" rel=\"noreferrer noopener\">requested<\/a>\u00a0the Committee on Foreign Investment in the United States to investigate TikTok in October 2019. Banning TikTok rather than WeChat will do way more to protect America\u2019s national security interests and safeguard millions of Americans\u2019 privacy and freedom of expression.\u00a0<\/p>\n<p>Despite a few disagreements such as this, I welcome Spalding\u2019s timely book. It is a reminder that in an age of unrestricted warfare with the CCP, Americans can no longer rely on our military alone.
