Dan Bishop and Democratic Rhode Island Rep. David Cicilline during the House Judiciary Committee\u2019s Thursday hearing on gun control grew heated over a bill provision stripping young adults of their rights to purchase certain firearms.<\/p>\n<p>Democrats scheduled the emergency hearing in the aftermath of mass shootings committed by 18-year-olds in <a href=\"https:\/\/dailycaller.com\/2022\/05\/14\/buffalo-supermarket-mass-shooting-tops\/\">Buffalo, New York<\/a> and <a href=\"https:\/\/dailycaller.com\/2022\/05\/29\/doj-investigates-uvalde-police-response-shooting\/\">Uvalde, Texas<\/a>. They will mark-up and vote on the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/7910?s=1&#038;r=1\" target=\"_blank\" rel=\"noopener noreferrer\">Protect Our Kids Act<\/a>, introduced by New York Rep. and committee chairman Jerrold Nadler. Even if it passes the House in a party-line vote, the bill is not expected to pass the Senate, where a bipartisan group is <a href=\"https:\/\/dailycaller.com\/2022\/05\/26\/mitch-mcconnell-red-flag-laws-bipartisan-negotiations\/\">working<\/a> on other <a href=\"https:\/\/dailycaller.com\/2022\/05\/31\/senate-democrats-republicans-bipartisan-meeting-gun-violence-uvalde-texas-school-shooting\/\">legislation<\/a>.<\/p>\n<p>The Protect Our Kids Act would prohibit individuals under the age of 21 from purchasing several types of semi-automatic rifles, require gun owners to store weapons using gun safes or other devices and expand regulation of bump stocks. <a href=\"https:\/\/dailycaller.com\/2022\/05\/31\/senate-democrats-republicans-bipartisan-meeting-gun-violence-uvalde-texas-school-shooting\/\"><strong>(RELATED: Senate Democrats, Republicans Meet To Focus On Gun Violence)<\/strong><\/a><\/p>\n<p>However, as Bishop noted, all three key provisions have faced legal <a href=\"https:\/\/news.bloomberglaw.com\/product-liability-and-toxics-law\/bump-stock-ban-remains-as-appeals-court-splits-on-gun-law\">challenges<\/a>, with the first two <a href=\"https:\/\/www.latimes.com\/california\/story\/2022-05-11\/federal-court-rules-california-ban-on-gun-sales-to-people-under-21-unconstitutional\">ruled<\/a> unconstitutional by federal <a href=\"https:\/\/www.law.cornell.edu\/supct\/html\/07-290.ZS.html\">courts<\/a>.<\/p>\n<p><strong>WATCH:<\/strong><\/p>\n<p>\u201cWhen we undertake to \u2018do something,\u2019 in the words of the gentlelady from Texas, isn\u2019t it incumbent on the House Judiciary Committee to consider, to evaluate, what the Constitution allows Congress to do, consistent with the supreme law of the land? So at least two parts of this proposed hodge-podge raise questions about the constitutionality, the ban on the sale of semi-automatic rifles and shotguns to 18-20-year-olds and also the provision about gun storage at home. Heller by the U.S. Supreme Court spoke to that,\u201d Bishop said.<\/p>\n<p>\u201cThere\u2019s a willingness to just ram through this package, and the answer is, \u2018we don\u2019t have any patience for you,\u2019 and the voices are raised, the accusations are made, Republicans are complicit. I can tell you this, and let me be clear, you are not going to bully your way into stripping Americans of fundamental rights,\u201d he continued. \u201cYou don\u2019t care. You\u2019re cavalier about the leak of the draft opinion from the Supreme Court, because you want to pack the Supreme Court.\u201d<\/p>\n<p>Cicilline interrupted, claiming that Bishop mischaracterized the ruling from the Ninth Circuit Court of Appeals related to age limits.<\/p>\n<p>\u201cIf the gentleman would yield, I\u2019d be happy to answer your question,\u201d he said.<\/p>\n<p>\u201cI think I\u2019ve answered the question,\u201d Bishop responded.<\/p>\n<p>\u201cNot accurately,\u201d Cicilline shot back.<\/p>\n<p>\u201cI\u2019m actually bound by the Supreme Court of the U.S., and I\u2019d like to read the quote to you, if you\u2019ll allow me because you raised the question,\u201d he continued. \u201cThe U.S. Supreme Court takes precedence over the Ninth Circuit.\u201d<\/p>\n<p>\u201cI don\u2019t yield, you\u2019ll have plenty of time,\u201d Bishop responded.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An exchange between Republican North Carolina Rep.
