Though we don\u2019t know the specifics yet, we do know the effort will fail as it conflicts with many basic rules of economics.<\/p>\n<p>Most buyback programs work the same way: The police set up a day and time where people show up and hand over their unwanted guns, no questions asked. Of the weapons collected, the ones that turn out to be stolen or connected to a crime are confiscated, and the rest are either melted down or recycled in some non-weapon form.<\/p>\n<p>The first problem is that buybacks attract people least likely to be involved in criminality. More than a decade ago, Oakland police <a href=\"https:\/\/marginalrevolution.com\/marginalrevolution\/2008\/02\/gun-buyback-mis.html\">offered<\/a> $250 per gun\u00a0\u201cno questions asked, no ID required.\u201d\u00a0Among those taking advantage were out-of-state retirees with trunkfuls of old weapons and gun dealers who were trading in their cheapest guns for a profit. \u00a0You\u2019re not getting firearms \u201coff the streets,\u201d you\u2019re getting a rusty gun out of some geezer\u2019s attic. In 2012, after another buyback, Oakland police were <a href=\"https:\/\/www.eastbaytimes.com\/2012\/12\/17\/nearly-600-firearms-collected-during-gun-buybacks-in-oakland-and-san-francisco\/\">bragging<\/a> about collecting a rifle with a bayonet and a 3-inch derringer. When police pay for largely out-of-commission rifles and revolvers, all buyback programs do is increase the value of old guns.<\/p>\n<p>Indeed, if buyback programs offer less than market value, a gun owner can simply take their weapon to a dealer. When Tucson ran a buyback program, the city collected around 200 firearms, most of them out of commission. Why? \u201cA few hundred feet away,\u201d <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2013\/01\/12\/gun-buybacks-popular-but-ineffective\/1829165\/\">reported<\/a> the Cincinnati Enquirer, \u201cgun dealers set up tables and offered cash for any guns in good enough condition to resell.\u201d When Seattle put on a buyback program, <a href=\"https:\/\/www.seattletimes.com\/seattle-news\/impromptu-gun-show-tarnishes-buyback\/\">signs<\/a> like \u201c$$ For Assault Rifles\u201d or \u201cFast Cash For Your Gun!\u201d began appearing nearby.<\/p>\n<p>Then again, if the state offers <em>above<\/em> market value for a firearm, sellers can take the profit <a href=\"https:\/\/twitter.com\/CairnsKcairns\/status\/1074759034513838081?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1074759034513838081%7Ctwgr%5E%7Ctwcon%5Es1_&#038;ref_url=https%3A%2F%2Ffoxbaltimore.com%2Fnews%2Flocal%2Fhappening-today-baltimore-citys-gun-buyback-program-kicks-off\">and buy a new gun<\/a>. Buyback programs may well be putting more modern guns in the hands of civilians.<\/p>\n<p>What buyback programs don\u2019t do is attract the kind of guns that are used in the vast majority of murders. Criminals aren\u2019t handing back their 9mm handguns because black market firearms are likely worth considerably more than $250 or $500. Buyback programs exemplify the downside of focusing on guns rather than criminals. What they do not do, as virtually every study on the program has shown, is <a href=\"https:\/\/www.nber.org\/system\/files\/working_papers\/w28763\/w28763.pdf\">mitigate criminality or suicide<\/a>.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<div class=\"article-author-description fst-italic\">\n  David Harsanyi is a senior editor at The Federalist.
