That is why I calculate that there is a 50 percent chance that we will have a pandemic of natural origin in the next 20 years, as a consequence of climate change,\u201d Gates said, noting that the pandemic could be a type of coronavirus, a type of flu, or \u201csomething else.\u201d<\/p>\n<p>\u201cIt could be a virus made by man, by a bioterrorist who designed it and intentionally circulated it. That is a very scary scenario because they could try to spread it in different places at once,\u201d he said.<\/p>\n<p>Gates suggested that \u201cgreater investment\u201d was needed in international anti-virus efforts with an expansion of the World Health Organization (WHO).<\/p>\n<p>\u201cWhat I am proposing would require a 25 percent increase in the WHO budget, and with that, we would have a team of about 3,000 people with different profiles. I call it the Global Epidemic Response and Mobilization (GERM) Team,\u201d Gates said.<\/p>\n<p>The former richest person in the world heads the organization that puts the most amount of private funds into global health issues, The Gates Foundation. The foundation spent $1.79 billion on global health initiatives in 2020 and <a href=\"https:\/\/open.who.int\/2020-21\/contributors\/contributor\">financed<\/a>\u00a0about 10 percent of WHO\u2019s operating costs in 2020-21.<\/p>\n<p>Gates\u2019 comments echoed his proposal in his book, \u201cHow to Prevent the Next Pandemic,\u201d published in April. He proposed annual funding of $1 billion to operate GERM as a global <a href=\"https:\/\/www.theepochtimes.com\/bill-gates-proposes-global-surveillance-pact-with-who-to-spot-pandemic-threats_4440510.html\">surveillance pact<\/a> to monitor pandemic threats.<\/p>\n<h2>Monkeypox \u2018Evolving Rapidly\u2019<\/h2>\n<p>Gates\u2019 call for WHO expansion comes amid pending <a href=\"https:\/\/www.theepochtimes.com\/biden-seeks-new-unilateral-powers-for-who-chief-to-declare-public-health-emergencies_4472126.html\">amendments<\/a> to the WHO governing regulations that would give Director-General Tedros Adhanom unilateral powers to declare a public health emergency in any country in the world.<\/p>\n<p>Meanwhile, the WHO issued a statement saying the situation with monkeypox is \u201cevolving rapidly,\u201d and more cases are expected to be identified \u201cas surveillance expands.\u201d A spokesperson from the WHO <a href=\"https:\/\/www.theepochtimes.com\/who-says-monkeypox-epidemic-evolving-rapidly-as-more-cases-reported_4500025.html\">said<\/a> the agency is not concerned about a global pandemic at the moment.<\/p>\n<p>\u201cThe situation is evolving rapidly and WHO expects that there will be more [monkeypox] cases identified as surveillance expands in non-endemic countries, as well as in countries known to be endemic who have not recently been reporting cases,\u201d the WHO stated on May 29, noting that the virus has been reported at\u00a023 non-endemic countries.<\/p>\n<figure id=\"attachment_4488838\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/05\/25\/monkeypox-1200x800.jpeg\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-4488838\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/05\/25\/monkeypox-600x400.jpeg\" alt=\"Epoch Times Photo\" width=\"600\" height=\"400\" \/><\/noscript><\/figcaption><\/a> A treatment room at a monkeypox quarantine area in Zomea Kaka, in the Central African Republic, on Oct. 18, 2018. (Charles Bouessel\/AFP via Getty Images)<\/figure>\n<p>This was not the first time that Gates has predicted a global pandemic, however.<\/p>\n<p>In 2015, Gates said that a pandemic was most likely a potential cause of mass death compared to a war.<\/p>\n<p>\u201cIf anything kills over 10 million people in the next few decades, it\u2019s most likely to be a highly infectious virus rather than a war,\u201d Gates <a href=\"https:\/\/www.youtube.com\/watch?v=6Af6b_wyiwI\">said<\/a> in a Ted Talk in 2015.<\/p>\n<p>And again, since 2021, Gates has been <a href=\"https:\/\/www.theepochtimes.com\/mkt_app\/monkeypox-games-could-lay-groundwork-for-who-pandemic-takeover_4484764.html?utm_source=andshare\">speaking<\/a> about using \u201cgerm games\u201d to practice monitoring and responding to the smallpox virus.<\/p>\n<p>\u201cIt\u2019ll take probably about $1 billion a year for a pandemic Task Force at the WHO level, which is doing the surveillance and actually doing what I call \u2018germ games\u2019 where you practice,\u201d Gates said in 2021 in an <a href=\"https:\/\/www.youtube.com\/watch?v=CZplF4qdwII\">interview<\/a> with think tank Policy Exchange. \u201cYou say, OK, what if a bioterrorist brought smallpox to 10 airports? You know, how would the world respond to that?\u201d<\/p>\n<p>Later in 2021, the Nuclear Threat Initiative (NTI) partnered with the Munich Security Conference to conduct a simulation exercise similar to what Gates described.
