Longtime officers concurred that the phenomenon is unprecedented.<\/p>\n<p>\u201cThe patrol and other police agencies around the state say they\u2019ve never seen such blatant disregard for their lights and sirens,\u201d Northwest News Network said. \u201cThe change in driver behavior comes after state lawmakers passed strict new rules on when police can engage in pursuits.\u201d<\/p>\n<p>\u201cSomething\u2019s changed. People are not stopping right now,\u201d Sgt. Darren Wright, a WSP spokesperson with three decades of experience, told the outlet. \u201cIt\u2019s happening three to five times a shift on some nights and then a couple times a week on day shift.\u201d<\/p>\n<p>\u201cIt used to be sort of unusual and notable to see someone flee or to see someone simply choose not to stop on a traffic stop. Now it\u2019s becoming incredibly common,\u201d executive director of the Washington Association of Sheriffs and Police Chiefs Steve Strachan added.<\/p>\n<p>Many of the officers pointed to Washington\u2019s <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1054&#038;Initiative=false&#038;Year=2021#documentSection\">HB1054<\/a> \u2014 a piece of legislation enacted last summer that limits police from engaging in vehicular pursuit in many circumstances. The state\u2019s Democratic majority passed the law \u201cin response to the murder of George Floyd in Minneapolis and other high-profile police killings,\u201d according to Northwest News Network. State Rep. Jesse Johnson, a Democrat, said in March that he does not believe \u201cpursuits in a 21st century policing system are needed.\u201d<\/p>\n<p>Strachan referred to a 911 call in which a driver with a suspended license complained that an officer was not permitted to pursue him because of the law. \u201cI\u2019m driving suspended, he\u2019s not going to get me,\u201d the driver said. \u201cIt\u2019s a violation of 1054. He\u2019s not allowed to chase me. You need to tell them to call it off.\u201d<\/p>\n<p>The disregard for law enforcement in Washington corresponds with a rise in shoplifting throughout much of California \u2014 where state law passed in 2014 dictates that shoplifting merchandise worth less than $950 is only a <a href=\"https:\/\/www.hoover.org\/research\/why-shoplifting-now-de-facto-legal-california\">misdemeanor<\/a>. In San Francisco, shoplifting has become so rampant that <a href=\"https:\/\/www.dailywire.com\/news\/shoplifting-skyrockets-in-san-francisco-forcing-retailers-to-close-stores\">retailers are closing stores<\/a>.<\/p>\n<p>Best Buy CEO Corie Barry said last year, for example, that retail thefts in California locations are provoking employees to quit.<\/p>\n<p>\u201cThese are traumatic experiences, and they are happening more and more across the country,\u201d Barry told <a href=\"https:\/\/www.cnbc.com\/2021\/11\/23\/best-buy-ceo-says-rising-theft-is-hitting-profits-could-hurt-employee-retention.html\">CNBC<\/a>. She explained that San Francisco and other California cities represent \u201chot spots\u201d for the thefts.<\/p>\n<p>\u201cWhen we talk about why there are so many people looking for other jobs or switching careers, this of course would be something that would play into my concerns for our people because, again, priority one is just human safety,\u201d she said. \u201cAnd it\u2019s hard to deal with this potentially multiple times in one location.\u201d<\/p>\n<p>Walgreens <a href=\"https:\/\/www.dailywire.com\/news\/walgreens-now-closing-stores-in-san-francisco-following-retail-theft-spike\">shuttered five locations<\/a> in San Francisco at the end of last year. \u201cOrganized retail crime continues to be a challenge facing retailers across San Francisco, and we are not immune to that,\u201d Walgreens spokesman Phil Caruso said. \u201cRetail theft across our San Francisco stores has continued to increase in the past few months to five times our chain average.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Washington State Patrol (WSP) officials are concerned that citizens are no longer stopping for them, according to a Thursday report.
