In the early months of the COVID-19 pandemic, as we approached November\u2019s general election, he was celebrated as a hero of the effort against the virus. With Joe Biden replacing Donald Trump in the White House, the sudden acknowledgement of scandalous behavior has dragged Cuomo down into the gutter of public opinion, fueled by Democrats keen to distance themselves from the New York governor.<\/span><\/p>\n<p><span>Let\u2019s take a look at Gov. Cuomo\u2019s rise and fall throughout the pandemic, during the twelve months which saw him assume the role of hero and then villain.<\/span><\/p>\n<p><strong>March 1:<\/strong> <span>New York records its first case of COVID-19 after a woman returning from travel in Iran tests positive. \u201cIt\u2019s deep breath time,\u201d says Gov. Cuomo.<\/span><\/p>\n<p><strong>March 2:<\/strong> <span>Cuomo and New York City Mayor Bill De Blasio promise to contact trace New York\u2019s first COVID-19 patient, and are confident in the state\u2019s ability to handle the virus. \u201cEverybody is doing exactly what we need to do,\u201d Cuomo <a href=\"https:\/\/www.governor.ny.gov\/news\/video-audio-photos-rush-transcript-novel-coronavirus-briefing-governor-cuomo-announces-state\">says<\/a>. \u201cWe have been ahead of this since Day 1.\u201d<\/span><\/p>\n<p><strong>March 5:<\/strong> <span>Cuomo announces that the number of cases in New York doubled overnight from 11 to 22.<\/span><\/p>\n<p><strong>March 6:<\/strong> <span>Cases double overnight, from 22 to 45.<\/span><\/p>\n<p><strong>March 7:<\/strong> <span>Cuomo<\/span> <a href=\"https:\/\/www.nytimes.com\/2020\/03\/07\/nyregion\/coronavirus-new-york-queens.html\"><span>declares<\/span><\/a> <span>a state of emergency in New York.<\/span><\/p>\n<p><strong>March 8<\/strong><span>: Cuomo downplays the virus at a briefing, <a href=\"https:\/\/www.politico.com\/states\/new-york\/albany\/story\/2020\/05\/21\/cuomo-de-blasio-blame-ignorance-but-not-themselves-in-wake-of-damning-report-1285383\">saying<\/a> \u201cThere is more fear, more anxiety, than the facts would justify,\u201d and that \u201cThis is not the Ebola virus, this is not the SARS virus, this is a virus that we have a lot of information on.\u201d<\/span><\/p>\n<p><strong>March 10<\/strong><span>: New York orders the first coronavirus containment zone in the country, impacting Westchester County\u2019s New Rochelle.<\/span><\/p>\n<p><strong>March 14:<\/strong><span>&nbsp;Cuomo announces the first two COVID-19 deaths in New York.<\/span><\/p>\n<p><strong>March 16:<\/strong> <span>With cases in New York hitting 950, Gov. Cuomo aligns with the Governors of New Jersey and Connecticut to apply the same rules for closures, criticizing the federal government. \u201cWe need the federal government to do a better job,\u201d Cuomo <a href=\"https:\/\/abcnews.go.com\/Politics\/fema-coronavirus-response\/story?id=69683301\">says<\/a>. \u201cStates don\u2019t have the capacity or the power to make up for the federal government. We\u2019re doing the best we can, but we need the federal government to step up.\u201d<\/span><\/p>\n<p><strong>March 18:<\/strong> <span>Gov. Cuomo signs executive order that mandates all but essential businesses to reduce their workforce density by 50%, with more employees working from home.<\/span><\/p>\n<p><strong>March 19:<\/strong> <span>With cases hitting 4,152, Gov. Cuomo further downscales workforce density to no more than 25%.<\/span><\/p>\n<p><strong>March 20<\/strong><span>: With more than 8,300 statewide cases, Cuomo orders all nonessential businesses closed. Calling the policy New York State on PAUSE, (Policies that Assure Uniform Safety for Everyone) Cuomo <a href=\"https:\/\/www.cnbc.com\/2020\/03\/20\/new-york-gov-cuomo-orders-100percent-of-non-essential-businesses-to-work-from-home.html\">says<\/a> \u201cThis is the most drastic action we can take.\u201d The order took effect on March 22, suspending all elective surgeries while liquor stores were defined as essential services.<\/span><\/p>\n<p><strong>March 23<\/strong><span>: New York City has more than 12,000 cases, amounting to 35% of all COVID-19 cases in the country. Cuomo states that New York has 53,000 hospital beds but needs 140,000, ordering hospitals to double their capacity. \u201cThis is going to get much worse before it gets better,\u201d Cuomo <a href=\"https:\/\/www.nbcnewyork.com\/news\/local\/this-is-not-a-joke-cuomo-rips-nyc-over-crowds-as-tri-state-case-total-nears-20000\/2339351\/\">says<\/a>. \u201cYou are going to see the number of infections \u2026 the number of cases increase dramatically.\u201d<\/span><\/p>\n<p><strong>March 24:<\/strong> <span>Cuomo <a href=\"https:\/\/www.businessinsider.com\/gov-cuomo-sounds-alarm-on-accelerating-coronavirus-cases-higher-apex-2020-3\">states<\/a> that \u201c<\/span><span>The apex is higher than we thought and the apex is sooner than we thought,\u201d and criticized the federal government.<\/span><\/p>\n<p><strong>March 25:<\/strong> <span>New state policy requires nursing homes to accept COVID-19 positive patients who are discharged from hospitals.&nbsp;<\/span><\/p>\n<p><strong>March 29<\/strong><span>: With over 59,000 cases and 965 deaths in the state, Cuomo quotes FDR, <a href=\"https:\/\/twitter.com\/nygovcuomo\/status\/1244305406094118912?lang=en\">tweeting<\/a> \u201cCourage is not the absence of fear, but rather the assessment that something else is more important than fear.\u201d<\/span><\/p>\n<p><strong>March 31:<\/strong> <span>According to the<\/span> <a href=\"https:\/\/www.nytimes.com\/2020\/05\/13\/nyregion\/nursing-homes-coronavirus-new-york.html\"><span>New York Times<\/span><\/a><span>, Cuomo inserts a provision on page 347 of budget negotiations which protect nursing homes, hospitals and other health care facilities from lawsuits which make accusations of failing to protect patients from COVID-19, retroactive to March 7.<\/span><\/p>\n<p><strong>April 3<\/strong><span>: Cuomo signs the state budget which includes the hidden liability provision for nursing homes.<\/span><\/p>\n<p><strong>April 13<\/strong><span>: Cuomo speaks on CNN, rejecting Trump\u2019s claims that \u201cWhen you\u2019re president of the United States, the authority is total, and that\u2019s the way it\u2019s got to be,\u201d <a href=\"https:\/\/www.washingtonpost.com\/nation\/2020\/04\/14\/trump-power-constitution-coronavirus\/\">saying<\/a> \u201cyou don\u2019t become king because there\u2019s a federal emergency.\u201d On the same day, Cuomo also <a href=\"https:\/\/www.nbcnewyork.com\/news\/politics\/he-has-delivered-for-new-york-cuomo-praises-trumps-coronavirus-response\/2371465\/\">praised<\/a> Trump, saying \u201cHe has delivered for New York. He has.\u201d<\/span><\/p>\n<p><strong>April 14<\/strong><span>: Cuomo appears on four cable morning shows, telling MSNBC that Trump \u201cbasically declared himself King Trump.\u201d<\/span><\/p>\n<p><strong>April 17<\/strong><span>: For the first time, the state releases<\/span> <a href=\"https:\/\/www.nytimes.com\/2020\/04\/17\/nyregion\/new-york-nursing-homes-coronavirus-deaths.html\"><span>data<\/span><\/a> <span>on COVID-19 deaths broken down by nursing home facilities.<\/span><\/p>\n<p><strong>April 20:<\/strong> <span>When asked about the state\u2019s policy on forcing nursing homes to admit COVID-19 positive patients, Cuomo<\/span> <a href=\"https:\/\/nypost.com\/2020\/04\/20\/cuomo-didnt-know-coronavirus-patients-are-being-sent-back-to-nursing-homes\/\"><span>responds<\/span><\/a> <span>\u201cThat\u2019s a good question, I don\u2019t know.\u201d&nbsp;<\/span><\/p>\n<p><strong>April 23:<\/strong> <span>Cuomo says that nursing homes \u201c<\/span><span>don\u2019t have a right to object\u201d to the order to admit COVID-19 positive patients, saying \u201cThat is the rule and that is the regulation and they have to comply with that.\u201d<\/span><\/p>\n<p><strong>April 27:<\/strong> <a href=\"https:\/\/scri.siena.edu\/2020\/04\/27\/coronavirus-pandemic-pushes-cuomo-to-record-high-ratings-voters-trust-cuomo-over-trump-on-ny-reopening-78-16\/\"><span>Sienna poll<\/span><\/a> <span>gives Cuomo his highest ever favorability rating.<\/span><\/p>\n<p><strong>April 29:<\/strong> <span>New York Post<\/span> <a href=\"https:\/\/nypost.com\/2020\/04\/29\/ny-state-let-coronavirus-infected-nurses-work-in-nursing-home\/\"><span>reports<\/span><\/a> <span>that New York\u2019s \u201c<\/span><span>Health Department allowed nurses and other staff who tested positive for the coronavirus to continue treating COVID-19 patients at an upstate nursing home.\u201d<\/span><\/p>\n<p><strong>April 30:<\/strong><span>&nbsp;Cuomo announces that New York City subways will be closed between the hours of 1 a.m. and 5 a.m.<\/span><\/p>\n<p><strong>May 5:<\/strong> <span>New York begins posting confirmed and presumed deaths at nursing homes and assisted care facilities.<\/span><\/p>\n<p><strong>May 10:<\/strong> <span>The March 25 order requiring nursing homes to accept COVID-19 positive patients is rescinded, with Cuomo<\/span> <a href=\"https:\/\/www.wsj.com\/articles\/new-york-sent-recovering-coronavirus-patients-to-nursing-homes-it-was-a-fatal-error-11589470773\"><span>blaming<\/span><\/a> <span>nursing homes for accepting patients when they couldn\u2019t be effectively quarantined. Replaces it with an<\/span> <a href=\"https:\/\/www.governor.ny.gov\/news\/no-20230-continuing-temporary-suspension-and-modification-laws-relating-disaster-emergency\"><span>executive order<\/span><\/a> <span>which requires a negative COVID-19 test before nursing homes can admit patients.<\/span><\/p>\n<p><strong>May 20:<\/strong> <span>Cuomo claims that New York was<\/span> <a href=\"https:\/\/www.rev.com\/blog\/transcripts\/andrew-cuomo-new-york-may-20-covid-19-press-conference-transcript\"><span>following<\/span><\/a> <span>federal CDC guidance when it enforced the March 25 nursing home policy.<\/span> <a href=\"https:\/\/www.politifact.com\/factchecks\/2020\/jun\/13\/andrew-cuomo\/new-yorks-nursing-home-policy-was-not-line-cdc\/\"><span>Politifact<\/span><\/a> <span>deemed this often-repeated claim to be \u201cMostly False.\u201d The March 25 directive is<\/span> <a href=\"https:\/\/twitter.com\/jessemckinley\/status\/1263161079074562052\"><span>removed<\/span><\/a> <span>from the Department of Health website.<\/span><\/p>\n<p><strong>May 21:<\/strong> <span>In one of many appearances, Gov. Cuomo speaks with his younger brother, Chris Cuomo, on CNN, and jokes about nasal swabs and the size of his nostrils.<\/span><\/p>\n<p><strong>May 22:<\/strong> <span>The Associated Press <a href=\"https:\/\/apnews.com\/article\/5ebc0ad45b73a899efa81f098330204c\">reports<\/a> that approximately 4,500 COVID-19 patients were sent from hospitals to nursing home facilities, based on AP data after New York declined to release this information.<\/span><\/p>\n<p><strong>June 8<\/strong><span>: Cuomo announces the first phase of the reopening of New York City, saying \u201cWe went from the worst situation in the nation or frankly the world \u2014 we bent the curve and we brought the spread down dramatically,\u201d later describing the first 100 days of the COVID-19 pandemic in New York as \u201chell.\u201d<\/span><\/p>\n<p><strong>July 6:<\/strong> <span>New York state issues a<\/span> <a href=\"https:\/\/www.health.ny.gov\/press\/releases\/2020\/2020-07-06_covid19_nursing_home_report.htm\"><span>report<\/span><\/a> <span>which claims that the high death toll in nursing homes is due to asymptomatic staff and visitors, and not COVID-19 patients being transferred in under the March 25 directive.&nbsp;<\/span><\/p>\n<p><strong>July 24:<\/strong> <span>Cuomo<\/span> <a href=\"https:\/\/www.rev.com\/blog\/transcripts\/ny-governor-cuomo-covid-19-press-conference-transcript-july-24\"><span>boasts<\/span><\/a> <span>that New York is 35th in the nation in terms of nursing home deaths as a percentage of total COVID-19 deaths.<\/span><\/p>\n<p><strong>August 3:<\/strong> <span>New York state commissioner of the Department of Health, Howard Zucker, refuses to provide the state legislature with data on COVID-19 nursing home deaths, with the Empire Center for Public Policy submitting a<\/span> <a href=\"https:\/\/www.empirecenter.org\/nursinghomes\/\"><span>FOIL request<\/span><\/a> <span>for this data on the same day. New York also<\/span> <a href=\"https:\/\/www.nbcnewyork.com\/news\/local\/ny-rolls-back-legal-immunity-for-hospitals-nursing-homes\/2549003\/\"><span>rolls<\/span><\/a> <span>back part of the increased immunity for nursing home facilities.<\/span><\/p>\n<p><strong>August 12:<\/strong> <span>The Associated Press <a href=\"https:\/\/apnews.com\/article\/ap-top-news-understanding-the-outbreak-new-york-andrew-cuomo-health-212ccd87924b6906053703a00514647f\">reports<\/a> that New York\u2019s actual nursing home death total could be more than 11,000, far higher than the 6,600 reported by the state.<\/span><\/p>\n<p><strong>August 17:<\/strong> <span>Cuomo<\/span> <a href=\"https:\/\/www.nbcnews.com\/video\/watch-gov-andrew-cuomo-s-full-speech-at-the-2020-dnc-90225221989\"><span>speaks<\/span><\/a> <span>at the Democratic National Convention, saying \u201c<\/span><span>We climbed the impossible mountain, and right now we are on the other side,\u201d that the federal government \u201cwatched New York get ambushed by their negligence and then watch New York suffer but all through it learned absolutely nothing,\u201d and that \u201cwe will wear masks because we are smart and because I care about you and because you care about me.\u201d<\/span><\/p>\n<p><strong>August 18:<\/strong> <span>Crown Publishing Group<\/span> <a href=\"https:\/\/deadline.com\/2020\/08\/ny-gov-andrew-cuomo-book-covid-19-october-1203016286\/\"><span>announces<\/span><\/a> <span>that Cuomo would be releasing a book called \u201cAmerican Crisis, Leadership Lessons From The COVID-19 Pandemic.\u201d<\/span><\/p>\n<p><strong>August 20<\/strong><span>: Cuomo<\/span> <a href=\"https:\/\/apnews.com\/article\/d2cb49bb1259075b4aea4ab688efe6b6\"><span>appears<\/span><\/a> <span>to downplay concerns regarding the undercounting of nursing home deaths, saying \u201cIf you die in the nursing home, it\u2019s a nursing home death. If you die in the hospital, it\u2019s called a hospital death.\u201d&nbsp;<\/span><\/p>\n<p><strong>August 26:<\/strong> <span>The federal Department of Justice<\/span> <a href=\"https:\/\/www.justice.gov\/opa\/pr\/department-justice-requesting-data-governors-states-issued-covid-19-orders-may-have-resulted\"><span>requests<\/span><\/a> <span>nursing home data, with the Cuomo administration asking for more time to respond in September.<\/span><\/p>\n<p><strong>September 18:<\/strong> <span>The Empire Center<\/span> <a href=\"https:\/\/www.empirecenter.org\/nursinghomes\/\"><span>sues<\/span><\/a> <span>for the release of nursing home death data.<\/span><\/p>\n<p><strong>September 30<\/strong><span>: In response, Cuomo accuses critics of politicizing the COVID-19 deaths,<\/span> <a href=\"https:\/\/spectrumlocalnews.com\/nys\/central-ny\/ny-state-of-politics\/2020\/09\/30\/cuomo-again-defends-nursing-home-policies-during-pandemic\"><span>saying<\/span><\/a> <span>\u201cHaving someone who lost a loved one, saying to them, well, this was a government mess up, this was unnecessary, your father could be alive, your mother could be alive, your grandmother could be alive, that\u2019s just untrue. And frankly, it\u2019s mean.\u201d<\/span><\/p>\n<p><strong>October 12:<\/strong> <span>Zucker is asked again about the status of the full nursing home death count, who says that the state will release the data once it is \u201c<\/span><a href=\"https:\/\/nystateofpolitics.com\/state-of-politics\/new-york\/ny-state-of-politics\/2020\/10\/12\/zucker--state-will-have-nursing-home-data\"><span>accurate<\/span><\/a><span>.\u201d&nbsp;<\/span><\/p>\n<p><strong>October 28:<\/strong> <span>Department of Justice announces that it is expanding its inquiry into New York specifically, as the state was the only in the country which did not include COVID-19 patients transferred to nursing homes from hospitals as part of its nursing home death count.<\/span><\/p>\n<p><strong>November 20:&nbsp;<\/strong>International Emmy Awards honors Cuomo with its 2020 Founders Award for \u201chis effective use of television during the pandemic.\u201d<\/p>\n<p><strong>January 28:<\/strong> <span>State Attorney General Letitia James releases a <a href=\"https:\/\/ag.ny.gov\/press-release\/2021\/attorney-general-james-releases-report-nursing-homes-response-covid-19\">report<\/a> which estimates that New York undercounted COVID-19 deaths in nursing homes and long-term care facilities by as much as 50%. That same evening, Zucker releases a statement saying that New York\u2019s death count in nursing homes was 12,473 when those transferred from hospitals were included, far more than the 8,700 deaths reported on the Department of Health Website.<\/span><\/p>\n<p><strong>February 3:<\/strong> <span>It is ruled by a state judge that New York<\/span> <a href=\"https:\/\/nypost.com\/2021\/02\/03\/cuomos-doh-illegally-withheld-covid-nursing-home-death-toll-judge\/\"><span>illegally<\/span><\/a> <span>withheld nursing home data requested by the Empire Center.<\/span><\/p>\n<p><strong>February 6:<\/strong> <span>New York\u2019s Department of Health website is updated to include nursing home deaths that occurred in hospitals, with the count rising to 13,163.<\/span><\/p>\n<p><strong>February 10:<\/strong> <span>The Cuomo administration meets privately with Democratic lawmakers, who later release the information provided which showed that the total COVID-19 death count in nursing homes and long-term care facilities was 15,049 through February 9.<\/span><\/p>\n<p><strong>February 11:<\/strong> <span>The New York Post<\/span> <a href=\"https:\/\/nypost.com\/2021\/02\/11\/cuomo-aide-admits-they-hid-nursing-home-data-from-feds\/\"><span>reports<\/span><\/a> <span>on Secretary Governor Melissa DeRosa\u2019s apology to Democratic legislators for intentionally hiding COVID-19 death data out of fear of federal prosecutors.<\/span><\/p>\n<p><strong>February 12:&nbsp;<\/strong>Cuomo <a href=\"https:\/\/newyork.cbslocal.com\/2021\/02\/12\/cuomo-meets-with-biden-harris-at-white-house-to-discuss-covid-relief\/\">meets<\/a> with President Biden and Vice President Harris to discuss COVID-19 relief.<\/p>\n<p><strong>February 16:&nbsp;<\/strong>Cuomo admits that he made a \u201c<a href=\"https:\/\/www.cbsnews.com\/news\/cuomo-nursing-home-deaths-withholding-data-new-york\/\">mistake<\/a>\u201d in not providing timely access to COVID-19 nursing home death data, while continuing to defend his administration\u2019s handling of the pandemic.<\/p>\n<p><strong>February 17:&nbsp;<\/strong>The FBI and federal prosecutors are <a href=\"https:\/\/abcnews.go.com\/Politics\/york-gov-andrew-cuomo-investigation-nursing-home-deaths\/story?id=75960261\">investigating<\/a> Cuomo\u2019s COVID-19 response, focusing on their early handling of nursing homes.<\/p>\n<p><em>Ian Haworth is an Editor and Writer for The Daily Wire.
