The move is the latest in a <a href=\"https:\/\/www.justice.gov\/opa\/pr\/global-disruption-three-terror-finance-cyber-enabled-campaigns\">series of actions<\/a> by the U.S. government to target Hamas\u2019 illicit financial network around the globe. <\/p>\n<p>The individuals and entities sanctioned by Treasury were Ahmed Sharif Abdallah Odeh, Usama Ali, Hisham Yunis Qafisheh, \u2018Abdallah Yusuf Faisal Sabri, Trend GYO, Anda Company, Agrogate Holding, Al-Rowad Real Estate Development, Sidar Company and Itqan Real Estate JSC. <\/p>\n<p>All were found by Treasury to be involved in concealing and laundering funds for Hamas. <\/p>\n<p>Treasury noted that Hisham Yunis Qafisheh played an \u201cimportant role\u201d in the transfer of Hamas funds. He also managed several companies operated by Hamas, including Agrogate Holding, Al-Rowad Real Estate Holding and Turkey-based Trend GYO. <\/p>\n<p>From documents obtained by <em>FDD\u2019s Long War Journal<\/em>, Qafisheh was also a <a href=\"https:\/\/www.longwarjournal.org\/wp-content\/uploads\/2022\/05\/HishamBoard.jpg\">board member<\/a> of another Turkish real estate company called IYS. That information was not included in Treasury\u2019s report and IYS was not mentioned as having any connection to Hamas in Tuesday\u2019s announcement. <\/p>\n<p>Also not mentioned in Treasury\u2019s report is Qafisheh\u2019s change of name. <\/p>\n<p>From the documents obtained by <em>FDD\u2019s Long War Journal<\/em>, Qafisheh <a href=\"https:\/\/www.longwarjournal.org\/wp-content\/uploads\/2022\/05\/HishamNameChange.jpg\">changed his name<\/a> to Hasmet Aslan, though it is unclear on what date that occurred and the reason behind it.<\/p>\n<p>Other Treasury-designated individuals include Ahraf Sharif Abdallah Odeh, who is described as a \u201cJordanian national\u201d who \u201coversaw the Investment Office on behalf of Hamas\u2019 Shura Council\u201d and \u201cregularly met with Hamas officials.\u201d Odeh also \u201ccoordinated financial transfers\u201d on behalf of Hamas, according to Treasury\u2019s report. <\/p>\n<p>Like Odeh, Usama Ali was involved in investments on behalf of Hamas. Treasury charged that Ali was a \u201cHamas operative\u201d and \u201cmaintained direct contact with senior Hamas leaders, including Political Bureau Chief Ismail Haniyeh, Political Bureau Deputy Chief Salih al-Aruri, financial official Zahar Jabarin, and others.\u201d <\/p>\n<p>Treasury also implicated \u2018Abdallah Yusuf Faisal Sabri as an \u201cimportant figure\u201d in Hamas and noted his efforts in expanding the organization\u2019s \u201creach in the region.\u201d Treasury\u2019s report also said that Sabri managed \u201cHamas\u2019s operational expenses\u201d including \u201ctransfers from Iran and Saudi Arabia, which he sent to Hamas members, units, and industries.\u201d<\/p>\n<p>Lastly, Treasury\u2019s designated six companies either allegedly controlled by Hamas or used to illicitly transfer funds. Companies that were noted such as Sidar Company and Itqan Real Estate JSC were used to fund Hamas\u2019 so-called military arm, al-Qassam Brigades, which is based in Gaza and also active in the West Bank and the Palestinian camps of Lebanon. <\/p>\n<p>While the designation is a positive development in targeting the jihadist organization\u2019s funds, it also reveals Hamas\u2019 increasingly sophisticated efforts to evade sanctions by using individuals and companies to support its illicit financial network across the globe. <\/p>\n<p class=\"author\">Joe Truzman is a contributor to FDD&#8217;s Long War Journal.<\/p>\n<p><em><b>Are you a dedicated reader of FDD&#8217;s Long War Journal? <\/b>Has our research benefitted you or your team over the years?
