Johnson\u2019s wife Carrie and finance minister Rishi Sunak were also fined for that event.<\/p>\n<p>\u201cMany of these events should not have been allowed to happen,\u201d Gray said. \u201cThe senior leadership \u2026 must bear responsibility for this culture.\u201d\n<\/p>\n<p>Johnson, who commissioned the report, said he was appalled by some of the behaviour it had uncovered but that attending leaving events to thank colleagues was part of his job.\n<\/p>\n<p>\u201cSome people will think it was wrong even to do that, I have to say I respectfully disagree,\u201d he told a news conference.\n<\/p>\n<p>Gray\u2019s interim findings were published in January, but details were withheld until the end of a police inquiry that concluded last week with 126 fines handed out.\n<\/p>\n<p>A YouGov opinion poll found 59% of Britons thought Johnson should resign following the report, but just 7% think he will. Three quarters said they believed he knowingly lied about whether he broke COVID-19 rules.<\/p>\n<p>DISMAYING BEHAVIOUR AT \u2018HEART OF GOVERNMENT\u2019\n<\/p>\n<p>Her full report included emails and messages that showed many gatherings were planned in advance, with discussions on who would bring alcohol \u2013 drinks that \u201cwe seem to have got away with\u201d, the then-head of Johnson\u2019s office, Martin Reynolds, said in one message. [L5N2XH35B]\n<p>There were warnings from another official that people should not be \u201cwaving bottles of wine\u201d before a gathering that coincided with a televised news conference when ministers told the public to follow the COVID-19 rules.<\/p>\n<p>At one June 2020 event, Gray said \u201cexcessive alcohol consumption\u201d led to one person being sick and a fight between two others.\n<\/p>\n<p>At another, the night before the April 2021 funeral for Queen Elizabeth\u2019s husband Prince Philip, individuals partied into the early hours and damaged a child\u2019s swing.\n<\/p>\n<p>\u201cThe public have a right to expect the very highest standards of behaviour in such places and clearly what happened fell well short,\u201d Gray said.\n<\/p>\n<p>She cited multiple examples of a lack of respect and poor treatment of security and cleaning staff who had to remove red wine from walls after one event.\n<\/p>\n<p>For months, evidence of the parties has dripped out into the media, forcing Johnson to apologise, change his office team and promise a reset to try to restore his authority.\n<\/p>\n<p>Opposition Labour leader Keir Starmer said Johnson should quit and that the report showed the government believed there was one rule for them and another for everyone else.\n<\/p>\n<p>\u201cYou cannot be a lawmaker and a law-breaker,\u201d Starmer \u2013 himself under police investigation for a possible breach of COVID rules, told parliament. He has said he\u2019ll resign if fined.<\/p>\n<p>Johnson\u2019s immediate fate lies in the hands of his Conservative lawmakers who can call for a confidence vote.
