Version: 4.0.47--><div><\/div>\n<p>President Joe Biden signed an executive order aimed at reforming policing and criminal justice practices Wednesday.<\/p>\n<p>The signing comes on the two-year anniversary of the death of\u00a0<a href=\"https:\/\/dailycaller.com\/2022\/05\/04\/judge-accepts-derek-chauvins-plea-deal-george-floyd\/\">George Floyd<\/a>\u00a0and is the administration\u2019s second option after <a href=\"https:\/\/dailycaller.com\/2021\/04\/20\/biden-harris-senate-george-floyd-act\/\">continued<\/a> disagreements among lawmakers <a href=\"https:\/\/dailycaller.com\/2021\/03\/04\/lawmakers-pass-sweeping-george-floyd-police-reform-bill\/\">sunk<\/a> the George Floyd Justice in Policing Act. <strong><a href=\"https:\/\/dailycaller.com\/2021\/06\/25\/van-jones-derek-chauvin-sentence-cnn\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: \u2018A Punch In The Gut\u2019: Van Jones Calls\u00a0<span class=\"il\">Derek<\/span>\u00a0<span class=\"il\">Chauvin<\/span> Sentence \u2018Very Disappointing\u2019)<\/a><\/strong><\/p>\n<p>In September 2021, the president <a href=\"https:\/\/dailycaller.com\/2021\/09\/22\/biden-vows-executive-action-after-republicans-kill-dem-police-reform-bill\/\">vowed<\/a> to consider using executive action after the George Floyd bill failed.<\/p>\n<p><span id=\"subtitle2536\" class=\"subtitle processed\" data-id=\"2536\" data-start=\"1770431\" data-end=\"1772800\">\u201cI don\u2019t know any good cop who<\/span> <span id=\"subtitle2539\" class=\"subtitle processed\" data-id=\"2539\" data-start=\"1772800\" data-end=\"1773901\">likes a bad cop,\u201d Biden said just prior to signing his executive order Wednesday. \u201c<\/span><span id=\"subtitle2542\" class=\"subtitle processed\" data-id=\"2542\" data-start=\"1773901\" data-end=\"1775670\">But for many people, including<\/span> <span id=\"subtitle2545\" class=\"subtitle processed\" data-id=\"2545\" data-start=\"1775670\" data-end=\"1777773\">many families here, such<\/span> <span id=\"subtitle2548\" class=\"subtitle processed\" data-id=\"2548\" data-start=\"1777772\" data-end=\"1779840\">accountability is all too rare.\u201d<\/span><\/p>\n<p><span id=\"subtitle2578\" class=\"subtitle processed selfragment\" data-id=\"2578\" data-start=\"1802999\" data-end=\"1805034\">\u201cSome ask why I haven\u2019t done this<\/span> <span id=\"subtitle2581\" class=\"subtitle processed\" data-id=\"2581\" data-start=\"1805034\" data-end=\"1805801\">executive order earlier.<\/span> <span id=\"subtitle2584\" class=\"subtitle processed\" data-id=\"2584\" data-start=\"1805801\" data-end=\"1808105\">If I had done it, I was worried\u00a0<\/span><span id=\"subtitle2587\" class=\"subtitle processed\" data-id=\"2587\" data-start=\"1808105\" data-end=\"1809672\">it would undercut the effort to<\/span> <span id=\"subtitle2590\" class=\"subtitle processed\" data-id=\"2590\" data-start=\"1809671\" data-end=\"1811941\">get the law passed,\u201d Biden added, referring to the George Floyd bill, which he referenced multiple times in his remarks.<\/span><\/p>\n<p>Biden\u2019s executive order focuses on federal law enforcement groups and doesn\u2019t apply to local agencies \u2013 though it includes incentives for local police departments to change various, often controversial tactics like chokeholds.<\/p>\n<p>Under the order, federal law enforcement agencies will be banned from using chokeholds \u201cunless deadly force is authorized,\u201d <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/05\/25\/fact-sheet-president-biden-to-sign-historic-executive-order-to-advance-effective-accountable-policing-and-strengthen-public-safety\/\">according<\/a> to the White House. No-knock warrants will also face new restrictions.<\/p>\n<p><strong>WATCH:<\/strong><\/p>\n<p>\u201cThe EO [executive order] orders all\u00a0Federal LEAs [law enforcement agencies] to adopt policies that ban chokeholds and carotid restraints unless deadly\u00a0force is authorized and restricts the use of no knock entries to a limited set of\u00a0circumstances, such as when an announced entry would pose an imminent threat of\u00a0physical violence,\u201d the White House noted in a fact sheet.<\/p>\n<p>Federal law enforcement agencies will also have to participate in \u201ca new national database of police misconduct\u201d and new standards will be implemented regarding use of force. The database will track officer misconduct and disciplinary records, and federal agencies will be required to refer to it amid the hiring process.<\/p>\n<p>Local agencies have the option of using and adding to the list, according to the White House.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">I\u2019ve called on Congress to pass the George Floyd Justice in Policing Act, but Senate Republicans have stood in the way of progress. That\u2019s why this afternoon, I\u2019m taking action and signing an Executive Order that delivers the most significant police reform in decades.<\/p>\n<p>\u2014 President Biden (@POTUS) <a href=\"https:\/\/twitter.com\/POTUS\/status\/1529528850660610048?ref_src=twsrc%5Etfw\">May 25, 2022<\/a><\/p>\n<\/blockquote>\n<p>\u201cThe EO orders all Federal LEAs to adopt use of force policies with requirements that meet or exceed those in the Department of Justice\u2019s updated use-of-force policy, which authorizes force only when no reasonably effective, safe, and feasible alternative appears to exist; authorizes deadly force only when necessary; and emphasizes de-escalation,\u201d the White House fact sheet reads.<\/p>\n<p>Biden\u2019s executive order doesn\u2019t stop at new rules and regulations.
