But like Nina Jankowicz, the Democratic operative Biden named to the now-scuttled \u201cDisinformation Governance Board,\u201d Carpenter was there when Biden needed him to help make the embarrassing story go away.<\/p>\n<p>The recordings involving Biden were\u00a0\u201ca KGB-style disinformation operation tied to pro-Russian forces in Ukraine whose chief aim is to make deceptive noise in the U.S. election campaign to advance the interests of their oligarchic backers, the Kremlin, and the faltering Trump campaign,\u201d Carpenter told the <a href=\"https:\/\/www.washingtonpost.com\/national-security\/for-months-trump-allies-hunted-for-tapes-of-biden-in-ukraine-now-theyre-turning-up\/2020\/06\/30\/f3aeaba8-a67b-11ea-8681-7d471bf20207_story.html\">Washington Post<\/a> prior to the 2020 election.<\/p>\n<p>In a September 2019 call, Trump asked Ukrainian President Volodymyr Zelensky to <a href=\"https:\/\/www.cnn.com\/2019\/09\/25\/politics\/donald-trump-ukraine-transcript-call\/index.html\">\u201clook into\u201d<\/a> how in 2015, then-Vice President Biden allegedly pressured Ukraine to fire a top prosecutor, saying it \u201csounds horrible to me.\u201d Biden\u2019s conduct had significance because the prosecutor he wanted fired was overseeing a corruption probe into Burisma, the oil company that paid Biden\u2019s son, Hunter Biden, up to $83,000 per month.<\/p>\n<p>Democrats impeached Trump over his call, saying he was exerting improper influence on Ukraine.<\/p>\n<p>In mid-2020,\u00a0a Ukrainian lawmaker produced snippets of leaked\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=4ZgtJn62eB0\">audio<\/a> between Biden and then-Ukrainian president Petro Poroshenko that tended to support Trump\u2019s premise, repeatedly illustrating a quid-pro-quo:<\/p>\n<p><em>Poroshenko: Joe, I have a second positive news for you. Yesterday, I met with the General Prosecutor Shokin. And despite of the fact that we didn\u2019t have any corruption charges, we don\u2019t have any information about him doing something wrong, I specially asked him \u2013 no, it was day before yesterday, I specially asked him to resign. \u2026 and one hour ago he bring me the written statement of his resignation.<\/em><\/p>\n<p><em>Biden: Great!<\/em><\/p>\n<p><em>Poroshenko: This is my second step for keeping my promises.<\/em><\/p>\n<p><em>Biden: I agree. \u2026 I\u2019m a man of my word, and now that the new prosecutor general is in place, we\u2019re ready to move forward in signing that new one billion dollar loan guarantee. <\/em><\/p>\n<p><em>Poroshenko: It was a very tough challenge and difficult job\u2026 we not only voted for the new Prosecutor General, which we do in a very short period of time within one day.<\/em><\/p>\n<p>Carpenter had reason to know those tapes were authentic, because he was <a href=\"https:\/\/www.cfr.org\/event\/foreign-affairs-issue-launch-former-vice-president-joe-biden\">sitting on stage<\/a> by Biden\u2019s side at 2018\u00a0<a href=\"https:\/\/www.realclearpolitics.com\/video\/2019\/09\/27\/flashback_2018_joe_biden_brags_at_cfr_meeting_about_withholding_aid_to_ukraine_to_force_firing_of_prosecutor.html\">event<\/a> at the Council for Foreign Relations in which Biden himself had merrily recounted the exchange\u00a0Trump was referring to, and one which jibed with the tape of Biden and Porshenko\u2019s conversation.<\/p>\n<p>\u201cI looked at them and said: I\u2019m leaving in six hours,\u201d Biden boasted to laughter. \u201cIf the prosecutor is not fired, you\u2019re not getting the money. Well, son of a b****. He got fired.\u201d<\/p>\n<p id=\"caption-attachment-386688\" class=\"wp-caption-text\">Michael Carpenter. US Government photo<\/p>\n<p>The media declined to cover the tapes of the Biden-Porshenko conversation, and Ukraine mounted an investigation to find who leaked the tapes to the lawmaker.\u00a0In September 2020, <a href=\"https:\/\/apnews.com\/article\/ukraine-media-social-media-joe-biden-russia-292da15771d83932249b32873774f8ae\">The Associated Press<\/a> lamented that because there is no evidence the recordings were \u201cstolen or were entirely fabricated, they\u2019ve been able to flourish online.\u201d<\/p>\n<p>It quoted <a href=\"https:\/\/www.dailywire.com\/topic\/nina-jankowicz\">Jankowicz<\/a>, a far-left activist and former adviser to the government of Ukraine who it described as a \u201cnonpartisan\u201d disinformation expert:<\/p>\n<p>\u201cIt\u2019s certainly an influence campaign,\u201d Jankowicz said of the recordings. \u201cIt\u2019s misleading to an audience that doesn\u2019t have the full picture.\u201d<\/p>\n<p>The AP said the Biden campaign attempted to get YouTube to remove the recordings \u201con the grounds they had been manipulated to mislead viewers, but the company refused.\u201d<\/p>\n<p>Twitter also refused to remove tweets containing the recordings, since there was no evidence they were illegally obtained. The Associated Press characterized Jankowicz as calling it a \u201cloophole\u201d that a social media company would not remove content that is neither fabricated nor stolen.<\/p>\n<p>\u201cIf you get a piece of information in the hands of the right American, it can absolutely spin out of control and make the national news in a couple of days,\u201d she said.<\/p>\n<p>The <a href=\"https:\/\/www.washingtonpost.com\/national-security\/for-months-trump-allies-hunted-for-tapes-of-biden-in-ukraine-now-theyre-turning-up\/2020\/06\/30\/f3aeaba8-a67b-11ea-8681-7d471bf20207_story.html\">Washington Post<\/a> published a similar story, one that avoided the substance of the tapes and complained instead that Americans had learned of them and were listening to them online.<\/p>\n<p>Carpenter, who did not return a request for comment from The Daily Wire, landed\u00a0an ambassadorship in the Biden administration, serving as the Permanent Representative of the United States of America to the Organization for Security and Cooperation in Europe (OSCE).<\/p>\n<p>His State Department\u00a0<a href=\"https:\/\/osce.usmission.gov\/our-relationship\/our-ambassador\/\">biography<\/a> says that \u201cPrior to assuming his current position, Dr. Carpenter was the Managing Director of the Penn Biden Center for Diplomacy and Global Engagement at the University of Pennsylvania. From 2015-17, Dr. Carpenter served in the Pentagon as Deputy Assistant Secretary of Defense for Russia, Ukraine, Eurasia, and Conventional Arms Control.
