In terms of government power, the timing of this outbreak couldn\u2019t be better for the WHO\u2014which may soon be granted the powers to manage laws on global health outbreaks, and which is oddly well-positioned for a monkeypox outbreak following a recent \u201cgerm-games\u201d call, and recent incidents tied to figures including Microsoft billionaire Bill Gates.<\/p>\n<p>The New York Post <a href=\"https:\/\/nypost.com\/2022\/05\/20\/who-convening-emergency-meeting-on-monkeypox\/\">declared<\/a>, \u201cThe World Health Organization is reportedly convening an emergency meeting into the alarming spread of monkeypox around the world\u2014including a possible case in the Big Apple.\u201d The Telegraph <a href=\"https:\/\/www.telegraph.co.uk\/news\/2022\/05\/20\/monkeypox-outbreak-doubles-health-authorities-set-announce-11\/\">reports<\/a> that the <a href=\"https:\/\/www.theepochtimes.com\/t-united-nations\">United Nations<\/a> health authority will be bringing together \u201ca group of leading experts\u201d in the meeting, which is believed to be focused on how the virus is suddenly spreading so widely. It will also allegedly look into the virus\u2019s prevalence among homosexual men and on the \u201cvaccination situation.\u201d<\/p>\n<p>Numbers of infections are by no means high. By May 23, the University of Oxford and Harvard Medical School <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1CEBhao3rMe-qtCbAgJTn5ZKQMRFWeAeaiXFpBY3gbHE\/htmlview?pru=AAABgQa-Cak*Fs8VS8n-_saUePmv3VRICQ#gid=0\">recorded<\/a> 245 cases either confirmed or suspected in the entire world. Sajid Javid, the UK health secretary, <a href=\"https:\/\/twitter.com\/sajidjavid\/status\/1527605469447086081\">wrote on Twitter<\/a>: \u201cMost cases are mild \u2026\u201d<\/p>\n<figure id=\"attachment_3271102\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2020\/03\/13\/woman-in-rome-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-3271102\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2020\/03\/13\/woman-in-rome-600x400.jpg\" alt=\"Epoch Times Photo\" width=\"600\" height=\"400\" \/><\/noscript><\/figcaption><\/a> A woman is seen cycling in a completely empty Navona Square in Rome, Italy, on March 13, 2020. It gives the WHO a chance to show its worth as it\u2019s in the process of trying to get new and expansive powers\u2014under the banner of governing global health emergencies.<\/p>\n<p>The United Nations is <a href=\"https:\/\/www.theepochtimes.com\/premiering-at-730pm-who-plot-for-globalist-control-and-vaccine-passport-end-game-nick-corbishley_4376570.html\">considering various amendments<\/a> to the WHO at its 75th World Health Assembly in Geneva, Switzerland, that could give its Director-General, Tedros Adhanom Ghebreyesus, the unilateral authority to declare a public health emergency with far-reaching powers over the laws of sovereign nations.<\/p>\n<p>Not only would this give Tedros the ability to declare a public health emergency in any nation he wants\u2014using whatever evidence he wants\u2014but it would also allow him to dictate policies that the target country should adopt to respond to the U.N.\u2019s declared emergency. If a country refuses, a proposed amendment could give the WHO the ability to sanction that country.<\/p>\n<p>If you\u2019re wondering whether giving such powers to a U.N. agency, which couldn\u2019t demonstrate its independence from the Chinese Communist Party (CCP), could fly in the face of U.S. law, it seems that President Joe Biden has the answer. Not only is the Biden administration allowing this shift in power to the WHO, but it\u2019s also helping advance it.<\/p>\n<p>The United States proposed amendments to the WHO in January, which will now be considered at the U.N. meeting in Geneva, The Epoch Times <a href=\"https:\/\/www.theepochtimes.com\/biden-seeks-new-unilateral-powers-for-who-chief-to-declare-public-health-emergencies_4472126.html\">reports<\/a>. These included an amendment that would allow the WHO to make public declarations on a health crisis without needing to consult with the target country, and without needing to get verification from local officials. The Biden administration\u2019s proposals would also give $2.47 billion in funding to the Centers for Disease Control and Prevention (CDC) for things including \u201cenhancements to domestic sentinel surveillance programs,\u201d \u201cinvestments in global genomic surveillance approaches,\u201d and other systems.<\/p>\n<p>As The Epoch Times reports, \u201cRespiratory surveillance platforms include video cameras and recorders that alert authorities when members of the public are seen coughing or otherwise acting in a manner that could indicate the presence of an infectious disease or help spread one already present in a population. (Aly Song\/Reuters)<\/figure>\n<p>Whether or not monkeypox poses a large threat to public health, it presents a serious threat to public freedom. The virus could act as a trojan horse, carrying inside it all the justifications to grant the WHO a dictator\u2019s dream of global power, and give the CDC a system of surveillance beyond anything Orwell could have conceived.<\/p>\n<p>Under normal circumstances, monkeypox wouldn\u2019t be a large viral risk. The CDC <a href=\"https:\/\/www.cdc.gov\/poxvirus\/monkeypox\/transmission.html\">states<\/a> that it can be transmitted human-to-human mainly by respiratory droplets that typically don\u2019t travel more than a few feet, and so it notes \u201cprolonged face-to-face contact is required.\u201d<\/p>\n<p>Even Biden is <a href=\"https:\/\/www.insider.com\/biden-monkeypox-walks-back-concerned-remarks-2022-5\">walking back his statements<\/a> that people should be concerned about monkeypox, and is clarifying that it\u2019s not as serious of a threat as <a href=\"https:\/\/www.theepochtimes.com\/t-covid-19\">COVID-19<\/a>.<\/p>\n<p>Regardless of its inability to spread widely under normal circumstances, a global discussion on monkeypox vaccines started in 2021 after Bill Gates warned of a smallpox bioterrorist attack as a potential next pandemic. Gates called on world leaders to hold \u201cgerm games\u201d and give the WHO new powers\u2014similar to the ones they may soon receive\u2014under a new WHO \u201cPandemic Task Force.\u201d<\/p>\n<p>Gates also called for pandemic surveillance systems, which seem eerily similar to what the Biden administration submitted in its proposed amendments for the WHO\u2019s new powers. Sky News <a href=\"https:\/\/news.sky.com\/story\/microsoft-founder-bill-gates-warns-of-bioterrorist-attacks-and-urges-world-leaders-to-use-germ-games-to-prepare-in-interview-with-jeremy-hunt-12459391\">reported<\/a> on Nov. 6, 2021, that Gates said, \u201cIt\u2019ll take probably about $1 billion a year for a pandemic Task Force at the WHO level, which is doing the surveillance and actually doing what I call \u2018germ games\u2019 where you practice.\u201d He added, \u201cYou say, OK, what if a bioterrorist brought smallpox to 10 airports? You know, how would the world respond to that?\u201d<\/p>\n<p>Even though the mention of smallpox by Gates was minor, it was allegedly used to justify new discussions on a smallpox vaccine that could also treat monkeypox. Just several days later, on Nov. 8, 2021, Precision Vaccinations <a href=\"https:\/\/www.precisionvaccinations.com\/gates-germ-game-warning-motivates-smallpox-vaccine-discussions\">reported<\/a>, \u201cGates Germ-Game Warning Motivates Smallpox Vaccine Discussions.\u201d<\/p>\n<p>The \u201cdiscussions\u201d in question were about a Jynneos Smallpox and Monkeypox Vaccine\u2014<a href=\"https:\/\/www.fda.gov\/news-events\/press-announcements\/fda-approves-first-live-non-replicating-vaccine-prevent-smallpox-and-monkeypox\">approved in 2019<\/a>. Precision Vaccinations noted it\u2019s \u201cthe only FDA-approved non-replicating smallpox vaccine and the only FDA-approved monkeypox vaccine for non-military use.\u201d Movement within the CDC began a few days earlier on Nov. 3, 2021. (Frederic Legrand\u2014COMEO\/Shutterstock)<\/figure>\n<p>The Nuclear Threat Initiative (NTI) partnered with the Munich Security Conference to imagine a pandemic scenario with monkeypox. Following the hypothetical warning from Gates, the germ game imagined a strain of monkeypox released through a bioterrorist attack, which had been altered to be resistant to vaccines.<\/p>\n<p>On Nov. 23, 2021, the NTI <a href=\"https:\/\/www.nti.org\/analysis\/articles\/strengthening-global-systems-to-prevent-and-respond-to-high-consequence-biological-threats\/\">published its results<\/a> from the tabletop game, which showed the spread of the virus over the course of 18 months. It states, \u201cBy the end of the exercise, the fictional pandemic resulted in more than three billion cases and 270 million fatalities worldwide.\u201d<\/p>\n<p>In an incredible act of foresight, the exercise from last year imagined that monkeypox would appear almost exactly when it did: in mid-May this year.<\/p>\n<p>The NTI also <a href=\"https:\/\/www.nti.org\/wp-content\/uploads\/2021\/11\/NTI_Paper_BIO-TTX_Final.pdf\">published a detailed report<\/a> on its results. According to a timeline on page 12 of the report, it imagined that in May 2022, the initial outbreak of monkeypox would infect 1,421 people and kill four people. By Jan. 2023, it would spread to 83 countries, infect 70 million, and kill 1.3 million. At this time, it would be discovered that monkeypox had been engineered to be vaccine-resistant, and supply chain challenges would make response more difficult. After one year, on May 10, 2023, it was predicted to infect 480 million people and kill 27 million, and it would be revealed that a bioterror attack on a civilian biolab had been the origin. Then by Dec. 1, 2023, the virus would be estimated to infect 3.2 billion people and kill 271 million.<\/p>\n<p>Of course, the important caveat with their estimates is that the monkeypox strain they imagined was one that had been engineered to be vaccine-resistant. Accurate or not, the exercise gives authorities a predictive scenario to justify \u201cpandemic response\u201d policies. (Chris Livingston\/Getty Images)<\/figure>\n<p>A very similar \u201cgerm game\u201d was held just before the outbreak of COVID-19, with many of the same figures involved now making noise about monkeypox and a new \u201cpandemic.\u201d<\/p>\n<p>New York Magazine <a href=\"https:\/\/nymag.com\/intelligencer\/2020\/02\/a-simulated-coronavirus-pandemic-in-2019-killed-65-million.html\">reported<\/a> in February 2020 that \u201ctwo months before the coronavirus that causes COVID-19 emerged in central China, a group of public-health experts gathered in New York City for a simulation.\u201d It also noted, \u201cThe characteristics of the virus currently causing global havoc are remarkably similar to the one proposed in the simulation, dubbed \u2018Event 201.\u2019\u201d<\/p>\n<p>Partners on the exercise included the <a href=\"https:\/\/www.theepochtimes.com\/t-world-economic-forum\">World Economic Forum<\/a> and the Bill &#038; Melinda Gates Foundation.<\/p>\n<p>Similar to the monkeypox \u201cgerm game\u201d before the monkeypox outbreak, the coronavirus \u201cgerm game\u201d before the coronavirus outbreak made predictions of a mass fatality scenario. It estimated that 65 million people would die.<\/p>\n<p>The Center for Health Security <a href=\"https:\/\/www.centerforhealthsecurity.org\/news\/center-news\/2020\/2020-01-24-Statement-of-Clarification-Event201.html\">issued a statement<\/a> on its coronavirus exercise on Jan. 24, 2020. It stated that they were not predicting that COVID-19 would kill 65 million people, as the simulated virus was different from the <a href=\"https:\/\/www.theepochtimes.com\/giving-the-right-name-to-the-virus-causing-a-worldwide-pandemic-2_3277200.html\">CCP virus<\/a>.<\/p>\n<p>Yet the important thing wasn\u2019t the specifics of the \u201cgerm game,\u201d but instead, how the game and its participants went on to inform government policy.<\/p>\n<p>And now with monkeypox, we\u2019ve arrived at a similar impasse. A \u201cgerm game\u201d imagined the potential impact of the virus, and produced inflated numbers of deaths and infections by an imaginary version of monkeypox as the model, which was resistant to vaccines. Most importantly, this also comes right as the international community is weighing whether the WHO should be granted powers to govern global health emergencies.<\/p>\n<p>Among the trends of COVID-19 is that governments may now be more inclined to use a seasonal virus, already declared as endemic, to justify an indefinite global emergency. And remember that under the Trump administration, the WHO <a href=\"https:\/\/www.theepochtimes.com\/trump-warns-who-of-permanent-funding-cut-unless-action-taken-to-show-independence-from-china_3356171.html\">was shown<\/a> unable to demonstrate its independence from the CCP.<\/p>\n<p>Health emergency response is also no longer limited to just medicine. The COVID-19 model included mass changes to election systems that undermined the basic integrity of elected government, and widespread censorship under the narrative of fighting \u201cdisinformation\u201d and \u201cmisinformation.\u201d Remember that at the beginning of the pandemic, the WHO and various U.N. agencies <a href=\"https:\/\/www.who.int\/news\/item\/23-09-2020-managing-the-covid-19-infodemic-promoting-healthy-behaviours-and-mitigating-the-harm-from-misinformation-and-disinformation\">declared<\/a> there was also an \u201cinfodemic\u201d that required controls and censorship of public information.<\/p>\n<p>In the backdrop of the monkeypox scare, the world is preparing to hand the keys to the kingdom to the WHO.
