It incorporates this civil action protocol by allowing \u201c[a]ny person, other than the state, its political subdivisions, and any officer or employee of a state or local governmental entity in this state\u201d to bring a civil action against anyone who:<\/p>\n<ol class=\"ol1\">\n<li class=\"li1\"><i>Performs or induces an abortion in violation of this act;<\/i><\/li>\n<li class=\"li1\"><i>Knowingly engages in conduct that aids or abets the performance or inducement of an abortion, including paying for or reimbursing the costs of an abortion through insurance or otherwise, if the abortion is performed or induced in violation of this act, regardless of whether the person knew or should have known that the abortion would be performed or induced in violation of this act; or<\/i><\/li>\n<li class=\"li1\"><i>Intends to engage in the conduct described by paragraph 1 or 2 of this subsection.<\/i><\/li>\n<\/ol>\n<p class=\"p1\">The legislators in the state House <a href=\"https:\/\/www.forbes.com\/sites\/alisondurkee\/2022\/05\/19\/oklahoma-passes-third-abortion-ban-will-outlaw-procedure-even-if-roe-v-wade-isnt-overturned\/?sh=787c4d0520a0\"><span class=\"s1\">passed<\/span><\/a> the bill in a vote tallying at 73 to 16 after the state Senate passed it in April and sent it back to the lower chamber to approve additions.<\/p>\n<p class=\"p1\">States across the country have been creating laws in recent months restricting or permitting abortion ahead of a ruling from the Supreme Court on the Mississippi case\u00a0<i>Dobbs vs. Jackson Women\u2019s Health Organization. <\/i>A recent Supreme Court draft majority opinion on the case showed the high court could very well overturn <i>Roe v. Wade <\/i>and <i>Planned Parenthood v. Casey.<\/i><\/p>\n<p class=\"p1\">In the leaked draft opinion, Justice Samuel Alito <a href=\"https:\/\/www.politico.com\/news\/2022\/05\/02\/supreme-court-abortion-draft-opinion-00029473\"><span class=\"s1\">wrote<\/span><\/a>, \u201cWe hold that\u00a0Roe\u00a0and\u00a0Casey\u00a0must be overruled,\u201d adding, \u201cIt is time to heed the Constitution and return the issue of abortion to the people\u2019s elected representatives.\u201d<\/p>\n<p class=\"p1\">The Oklahoma bill will immediately go into effect once it is signed by Republican Governor Kevin Stitt.<\/p>\n<p class=\"p1\">As The Daily Wire <a href=\"https:\/\/www.dailywire.com\/news\/oklahoma-governor-signs-texas-style-abortion-ban-into-law\"><span class=\"s1\">reported<\/span><\/a>, earlier this month, Stitt signed a bill similar to Texas\u2019 heartbeat bill, which prohibits abortions if a fetal heartbeat is able to be detected. Stitt also <a href=\"https:\/\/www.nytimes.com\/2022\/05\/19\/us\/oklahoma-ban-abortions.html\"><span class=\"s1\">signed<\/span><\/a> legislation in April that will go into effect in August, which bans abortion completely other than to save the mother\u2019s life. The measure passed by the House on Thursday connects the two goals of prohibiting abortion and involving civilians to enforce the law.<\/p>\n<p class=\"p1\">Oklahoma state Representative Wendi Stearman (R), who sponsored the bill, <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/05\/19\/oklahoma-abortion-ban-fertilization\/\"><span class=\"s1\">said<\/span><\/a> in a press release, \u201cIt is my sincere hope that, in addition to the criminal bill passed this session, this civil liability bill will provide strong, additional protection of the life of unborn children in Oklahoma.\u201d<\/p>\n<p class=\"p1\">Planned Parenthood said it would go to court over the bill, <a href=\"https:\/\/twitter.com\/PPact\/status\/1527342938245582849?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1527342938245582849%7Ctwgr%5E%7Ctwcon%5Es1_&#038;ref_url=https:\/\/www.washingtonpost.com\/politics\/2022\/05\/19\/oklahoma-abortion-ban-fertilization\/\"><span class=\"s1\">tweeting<\/span><\/a>, \u201cThe Oklahoma legislature just passed a total ban on abortion, enforced by private citizens,\u201d adding, \u201cThis ban will take effect as soon as the governor signs the bill, making Oklahoma the first state to outlaw abortion entirely \u2014 even while <i>Roe v.
