The current MDM description from DHS takes the word \u2018foreign\u2019 out of the title. It\u2019s clear that MDM, as it\u2019s currently defined, is also looking at domestic communication,\u201d <span class=\"il\">Chad<\/span>\u00a0<span class=\"il\">Wolf<\/span>, former acting secretary of the DHS, told the Daily Caller.<\/p>\n<p>The Cybersecurity and Infrastructure Security Agency (CISA), was created in 2018 under Trump to counter cybersecurity threats. In May of 2018, \u201ca Countering Foreign Influence Task Force (CFITF) was established within CISA\u2019s predecessor agency,\u201d according to CISA\u2019s <a href=\"https:\/\/www.cisa.gov\/mdm\" target=\"_blank\" rel=\"noopener noreferrer\">website,<\/a> and was tasked with \u201chelping the American people understand the risks from\u201d MDM.<\/p>\n<p>CFITF was modified by the Biden administration in 2021 to officially change its name to MDM, and its \u201cmission evolved to reflect the changing information environment,\u201d according to its website.<\/p>\n<p>The Biden-era DHS, its assistant press secretary and the CFITF did not respond to several requests from the Daily Caller to say why the name change was necessary, and what the new \u201cmission\u201d of the MDM is.<\/p>\n<p>The MDM is now \u201ccharged with building national resilience to MDM and foreign influence activities,\u201d the website reads. It also mentions that MDM campaigns are waged by both \u201cforeign and domestic threat actors.\u201d<\/p>\n<p>A \u201cDisinformation Stops With You\u201d resource listed on the website <a href=\"https:\/\/www.cisa.gov\/sites\/default\/files\/publications\/disinformation_stops_with_you_infographic_set_508.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">states<\/a> disinformation can be spread by \u201cforeign states, scammers and extremist groups.\u201d An <a href=\"https:\/\/www.cisa.gov\/sites\/default\/files\/publications\/election-disinformation-toolkit_508_0.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">election MDM resource<\/a> states \u201cRussian, Chinese, and Iranian state-sponsored elements, as well as domestic extremist groups,\u201d are the primary culprits of spreading MDM.<\/p>\n<p>President Joe Biden <a href=\"https:\/\/dailycaller.com\/2022\/05\/04\/biden-maga-supporters-extreme-political-organization-recent-american-history\/\" target=\"_blank\" rel=\"noopener noreferrer\">stated<\/a> May 4 the \u201cMAGA crowd is really the most extreme political organization that\u2019s existed in American history, in recent American history.\u201d<\/p>\n<p>\u201cWhen it comes to disinformation, it\u2019s clear that DHS, under President Biden, is making this a core responsibility \u2013 to include in the domestic context. They are also politicizing the issue as they have established a Disinformation Governance Board in the Secretary\u2019s office. They have taken control of combating foreign influence away from operating components, where decisions were largely made from career civil servants, and moved that power to the Secretary\u2019s office. (Photo by Kevin Dietsch\/Getty Images)<\/p>\n<\/div>\n<p><span class=\"il\">DHS Secretary\u00a0<a href=\"https:\/\/dailycaller.com\/2022\/05\/01\/mayorkas-disinformation-board-infringe-free-speech\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/dailycaller.com\/2022\/05\/01\/mayorkas-disinformation-board-infringe-free-speech\/&#038;source=gmail&#038;ust=1652538130227000&#038;usg=AOvVaw3p5yM1MUEf-EKLGojOMzQZ\">Alejandro<\/a> Mayorkas<\/span>\u00a0<a href=\"https:\/\/thehill.com\/policy\/national-security\/3477628-mayorkas-clarifies-role-of-new-dhs-disinformation-board\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thehill.com\/policy\/national-security\/3477628-mayorkas-clarifies-role-of-new-dhs-disinformation-board\/&#038;source=gmail&#038;ust=1652538130227000&#038;usg=AOvVaw3dU3_-PAZahOotz0HCzQXU\">said<\/a> the Disinformation Governance Board, which he first mentioned April 27 in a Senate hearing, wants to \u201cdevelop guidelines, standards, guardrails to ensure that the work that has been ongoing for nearly 10 years does not infringe on people\u2019s free speech rights, rights of privacy, civil rights and civil liberties.\u201d He echoed Psaki in saying that the \u201cwork\u201d was being done under Trump, and claimed that the board will focus on foreign surveillance, not domestic.<\/p>\n<p>A DHS spokesperson told the Daily Caller \u201cthe Disinformation Governance Board is an internal working group that was established with the explicit goal of ensuring \u2026 Americans\u2019 freedom of speech, civil rights, civil liberties, and privacy,\u201d noting that the group has no \u201coperational authority or capability\u201d and that Psaki has said the DHS has worked to address disinformation \u201cfor years and throughout multiple administrations.\u201d<\/p>\n<p>Acting Deputy Chief of Staff for the DHS under Trump,\u00a0<span class=\"il\">Lora<\/span>\u00a0<span class=\"il\">Ries<\/span>, told the Daily Caller that the Biden administration\u2019s DHS focuses on \u201ccontent\u201d rather than harmful \u201cforeign adversaries,\u201d and that Trump would have never started a Disinformation Governance Board.<\/p>\n<p>Former Deputy DHS Secretary Ken Cuccinelli told the Daily Caller that the board \u201cis an entirely new creation of their own making,\u201d called it the \u201cMinistry of Truth,\u201d and said there is \u201cno way\u201d the Democrats will operate the board \u201cwell.\u201d \u201cIt is one of the most philosophically alarming things produced by this administration,\u201d he added.<\/p>\n<p>\u201cThe Biden Administration has changed the focus from foreign adversaries seeking to harm American cybersecurity and infrastructure to focus on content. This paved the way for this Disinformation Governance Board that will surely be weaponized against Americans. The government should not be the arbiter of truth or \u2018misinformation.\u2019 We Americans have learned the hard way that \u2018misinformation\u2019 is often just information the left doesn\u2019t like,\u201d Ries said.<\/p>\n<p>\u201cInstead of focusing on foreign terror threats and securing the homeland, particularly the border to prevent such threats from entering the U.S., the Biden Administration appears more interested in using the national security state to target concerned parents at school board meetings and Americans rightly skeptical about government\u2019s own coronavirus disinformation. This administration prioritizes the wrong things. Secretary Mayorkas, like the Biden Administration, has turned inward \u2013 away from foreign threats and against Americans, in particular political opponents, who they label as \u2018extremists,&#8217;\u201d she concluded.<\/p>\n<p>The newly appointed leader of the Disinformation Governance Board, Jankowicz, who will be in charge of determining what disinformation is, has been criticized for spreading <a href=\"https:\/\/dailycaller.com\/2022\/05\/04\/mayorkas-jankowicz-hunter-biden-laptop-story\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/dailycaller.com\/2022\/05\/04\/mayorkas-jankowicz-hunter-biden-laptop-story\/&#038;source=gmail&#038;ust=1652538130227000&#038;usg=AOvVaw1X9jqfNIaFheNcPqQDvick\">disinformation<\/a> about Hunter Biden\u2019s laptop.
