We don\u2019t know what the map will look like, but \u2026 it\u2019s not gonna be one that leads to significant Democratic gains in all likelihood,\u201d Kyle Kondik, managing editor of election forecaster Sabato\u2019s Crystal Ball, told the Daily Caller News Foundation.<\/strong><\/li>\n<\/ul>\n<p>The Democratic Party\u2019s hopes of gaining seats from redistricting have been crushed as court decisions and an increasingly aggressive GOP produced more Republican-friendly maps.<\/p>\n<p>Democrats were initially <a href=\"https:\/\/www.axios.com\/2022\/02\/04\/democrats-redistricting-gerrymandering-census-elections\" target=\"_blank\" rel=\"noopener noreferrer\">optimistic<\/a> that they could mitigate projected midterm losses in the House when it appeared they were poised to score wins in the redistricting process. However, the party\u2019s hopes have been dashed after key losses in major states erased their redistricting advantage.<\/p>\n<p>The biggest hit to Democrats\u2019 redistricting dreams occurred when the Democrat-drawn map in New York was struck down by a state court, with the ruling being <a href=\"https:\/\/dailycaller.com\/2022\/04\/27\/new-york-court-rejects-congressional-map-gerrymandering-democrats\/\" target=\"_blank\" rel=\"noopener noreferrer\">upheld<\/a> by the higher courts. The development, on top of the aggressive map Florida Gov. Ron DeSantis <a href=\"https:\/\/dailycaller.com\/2022\/04\/21\/florida-legislature-passes-congressional-map-redistricting\/\" target=\"_blank\" rel=\"noopener noreferrer\">pushed through his state\u2019s legislature<\/a>, reversed what could have been a very positive outcome for the Democratic Party.<\/p>\n<p>\u201cNew York state is the big one Democrats tried to gerrymander there. DeSantis came out on top, signing into law a map that could result in a 20-8 seat advantage for Republicans, <a href=\"https:\/\/twitter.com\/redistrict\/status\/1482882276413386755?lang=en\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to Cook Political Report\u2019s (CPR) senior editor David Wasserman.<\/p>\n<p>\u201cThe last decade, the Florida Supreme Court did eventually force changes to a Republican-drawn map \u2026 but that didn\u2019t happen until the 2016 election cycle,\u201d Kondik told the DCNF. \u201cBut also, the general belief is that the Florida Supreme Court is more conservative now than it used to be and so might be more willing to go along with a Republican gerrymander.\u201d<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">We\u2019re down to two possible outcomes of 2022 redistricting: a partisan wash or a modest GOP gain, depending on the final ruling on Dems\u2019 NY congressional map.<\/p>\n<p>Predictions from a few months ago of a much less skewed House map now look premature.<\/p>\n<p>\u2014 Dave Wasserman (@Redistrict) <a href=\"https:\/\/twitter.com\/Redistrict\/status\/1519302618908086273?ref_src=twsrc%5Etfw\">April 27, 2022<\/a> <\/p>\n<\/blockquote>\n<p>At the start of the redistricting cycle, Republicans were predicted to benefit the most because they controlled the process in more states than Democrats, <a href=\"https:\/\/dailycaller.com\/2022\/01\/05\/cook-political-report-david-wasserman-congress-redistricting\/\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to Wasserman. The GOP, however, focused on shoring up support for incumbents within the party, as opposed to making aggressive moves.<\/p>\n<p>Liberals, on the other hand, were initially more brazen, such as in Illinois, where the Democratic advantage went from 13-5 to 14-3 seats, Wasserman <a href=\"https:\/\/www.cookpolitical.com\/analysis\/house\/redistricting\/new-map-and-2022-ratings-illinois\" target=\"_blank\" rel=\"noopener noreferrer\">wrote<\/a>.<\/p>\n<p>\u201cDemocrats unabashedly gerrymandered Illinois, New Mexico and Oregon. They scored highly favorable maps from commissions in California and New Jersey, and to a lesser extent Michigan,\u201d Wasserman <a href=\"https:\/\/www.cookpolitical.com\/analysis\/house\/house-overview\/2022-house-overview-still-gop-advantage-redistricting-looks-wash\" target=\"_blank\" rel=\"noopener noreferrer\">wrote<\/a> in January.<\/p>\n<p>The more aggressive Republican maps were also initially struck down by the courts, like in Ohio, where the Supreme Court <a href=\"https:\/\/dailycaller.com\/2022\/01\/14\/ohio-supreme-court-republican-congressional-map\/\" target=\"_blank\" rel=\"noopener noreferrer\">ordered a new map<\/a> be drawn to limit partisan gerrymandering. While the Democrat-drawn map in New York also faced legal challenges and was struck down by a Trump-appointed judge, the ruling was <a href=\"https:\/\/twitter.com\/Redistrict\/status\/1509651332965314564\" target=\"_blank\" rel=\"noopener noreferrer\">expected to be overturned<\/a> due to \u201cless GOP-friendly higher courts.\u201d<\/p>\n<p>\u201cWe\u2019re moving down the route of appeasement of the minority in our state,\u201d Republican state Sen. Bill Eigel of Missouri said while his state was considering new maps in January, Politico <a href=\"https:\/\/www.politico.com\/news\/2022\/01\/20\/republicans-redistricting-more-ruthless-527445\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Illinois update: this Dem 14D-3R gerrymander is both uglier *and* less effective than I\u2019d have expected. <a href=\"https:\/\/twitter.com\/hashtag\/IL03?src=hash&#038;ref_src=twsrc%5Etfw\">#IL03<\/a> Newman: Biden +6<a href=\"https:\/\/twitter.com\/hashtag\/IL14?src=hash&#038;ref_src=twsrc%5Etfw\">#IL14<\/a> Underwood: Biden +8<a href=\"https:\/\/twitter.com\/hashtag\/IL17?src=hash&#038;ref_src=twsrc%5Etfw\">#IL17<\/a> OPEN (Bustos): Biden +6<\/p>\n<p>All of these seats are potentially flippable in a good midterm for Rs. <a href=\"https:\/\/t.co\/toEaok7day\">pic.twitter.com\/toEaok7day<\/a><\/p>\n<p>\u2014 Dave Wasserman (@Redistrict) <a href=\"https:\/\/twitter.com\/Redistrict\/status\/1449056333735530500?ref_src=twsrc%5Etfw\">October 15, 2021<\/a> <\/p>\n<\/blockquote>\n<p>\u201cIf you look at what goes on in Illinois, those guys cut the hearts out of two Republicans,\u201d Republican Rep. Don Bacon of Nebraska told Politico. \u201cIt seems to me the Democrats appear to be more ruthless in this redistricting effort.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2022\/05\/05\/dem-turnout-craters-in-ohio-as-gop-votes-soar\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Was Ohio\u2019s Primary A Sign Dems Are Heading For A Midterm Massacre?)<\/a><\/strong><\/p>\n<p>Democrats were eventually projected to gain four to five seats in Congress, based on analysis by CPR. As the redistricting cycle continued, however, Republicans <a href=\"https:\/\/dailycaller.com\/2022\/03\/30\/democrats-lose-redistricting-maryland-ohio\/\" target=\"_blank\" rel=\"noopener noreferrer\">started to have court victories<\/a> that shifted the process\u00a0in their favor.<\/p>\n<p>The timeline for Ohio\u2019s legal process meant only slight changes were made to the Republican-drawn map, while a new map that was more favorable to Republicans was ordered to be drawn in Maryland.
