This is one of the reasons why the <a href=\"https:\/\/www.theepochtimes.com\/t-chinese-communist-party\">Chinese Communist Party<\/a> is lobbying folks to oppose this bill,\u201d Biden <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2022\/05\/03\/remarks-by-president-biden-on-the-security-assistance-to-ukraine\/\">said<\/a>. \u201cAnd it\u2019s an issue that unites Democrats and Republicans. So let\u2019s get it done.\u201d<\/p>\n<p>The House version of the bill <a href=\"https:\/\/www.theepochtimes.com\/house-passes-controversial-competes-act_4257137.html\">was approved<\/a>\u00a0in February, on a mostly party-line 222\u2013210 vote. In the following month, the Senate bill <a href=\"https:\/\/www.theepochtimes.com\/senate-passes-legislation-to-boost-us-competitiveness-eyeing-china-threat_4368863.html\">was passed<\/a> in a 68\u201328 vote, with 27 of the 28 senators who voted against it being Republicans. The legislation is known as the COMPETES Act, with one of the key provisions being to provide billions to support the U.S. semiconductor industry.<\/p>\n<p>Biden made the remarks in Troy, Alabama, during a tour of a plant belonging to U.S. defense giant Lockheed Martin. The rest of his remarks focused mainly on the Ukraine war.<\/p>\n<p>To make his case about the need for the legislation, Biden pointed to how a single Javelin anti-tank missile requires 200 semiconductors. Ukrainian forces have used the missiles to fight back against the Russian invasion.<\/p>\n<p>\u201cThat\u2019s why we are making it as hard as we can for Russia to get a hold of semiconductors and advanced technologies that it could use to upgrade its military during this conflict, and why we\u2019re taking steps to make it easier to source what we need here in the United States during a global semiconductor shortage,\u201d Biden said.<\/p>\n<p>Now, the two chambers of Congress will start negotiations to reconcile differences in the respective bills before a final version can be sent to the president\u2019s desk.<\/p>\n<p>The White House didn\u2019t respond to a request for comment by press time.<\/p>\n<p>The Chinese regime has publicly criticized the legislation. In February, Zhao Lijian, China\u2019s foreign ministry spokesperson, accused the United States of engaging in \u201chegemonic and bullying practice\u201d through the legislation, when asked to comment on how the House bill was passed.<\/p>\n<p>Some Republicans have voiced concerns about the bill, saying it fails to address challenges posed by China.<\/p>\n<p>On May 3, Sen. <a href=\"https:\/\/www.theepochtimes.com\/t-rick-scott\">Rick Scott<\/a> (R-Fla.) <a href=\"https:\/\/www.rickscott.senate.gov\/2022\/5\/sen-rick-scott-250-billion-competes-bill-is-a-ticking-inflation-bomb\">issued a statement<\/a> saying the measure has many shortcomings.<\/p>\n<p>\u201cThe COMPETES Act is a perfect example of how a broken Washington tries and fails to solve problems,\u201d he stated.<\/p>\n<p>\u201cInstead of combatting the threats posed by [Chinese leader] Xi Jinping and the evil Communist Chinese Party, the COMPETES Act recklessly wastes $250 billion we don\u2019t have on Green New Deal policies, like the UN Green Climate Fund, wild handouts to universities partnering with Communist China and tech companies making record profits.\u201d<\/p>\n<p>Scott claims the bill would provide $8 billion to the U.N. Green Climate Fund. He said the bill also fails to hold China accountable for the COVID-19 pandemic.<\/p>\n<p>\u201cReckless government spending like this fuels inflation.
