Wade<\/em>, but there was a time when his views were different.<\/p>\n<p>The <a href=\"https:\/\/www.nytimes.com\/2019\/03\/29\/us\/politics\/biden-abortion-rights.html\">New York Times<\/a> reported in 2019 that when Biden was serving in the U.S. Senate, he supported a proposed Constitutional amendment that would have allowed individual states to overturn the <em>Roe v. Wade<\/em> decision. That <a href=\"https:\/\/www.congress.gov\/bill\/97th-congress\/senate-joint-resolution\/110\/actions\">amendment<\/a>, called the \u201cHatch Amendment\u201d after its author, the late Senator Orrin Hatch of Utah, stated:<\/p>\n<blockquote>\n<p><em>A right to abortion is not secured by this Constitution. The Congress and the several States shall have the concurrent power to restrict and prohibit abortions: Provided, That a law of a State which is more restrictive than a law of Congress shall govern.<\/em><\/p>\n<\/blockquote>\n<p>In <a href=\"https:\/\/www.nytimes.com\/1981\/12\/17\/us\/anti-abortion-bill-voted-4-0.html\">December 1981<\/a>, the amendment passed the Senate Judiciary Subcommittee on the Constitution 4-0. Hatch, along with fellow subcommittee members, Iowa Republican Senator Chuck Grassley, South Carolina Republican Strom Thurmond, and Arizona Democratic Senator Dennis DeConcini, voted to approve the amendment. Vermont Democratic Senator Patrick Leahy abstained. The amendment was then handed up to the full Judiciary Committee, where it passed on <a href=\"https:\/\/www.nytimes.com\/1982\/03\/11\/us\/abortion-curbs-endorsed-10-7-by-senate-panel.html\">March 10, 1982<\/a>, by a vote of 10-7.\u00a0Eight Republicans voted for the amendment, along with two Democrats: DeConcini, who voted for it in the subcommittee, and Joe Biden.<\/p>\n<p>\u201cI\u2019m probably a victim, or a product, however you want to phrase it, of my background,\u201d Biden said of the vote, adding that he was not sure he had a \u201cright to impose\u201d his personal moral and religious views on others and that the vote was \u201cthe single most difficult vote I\u2019ve cast as a U.S. senator.\u201d The amendment was reported to the full Senate in June, and placed on the calendar, but it was never brought to consideration and was withdrawn on September 15. A <a href=\"https:\/\/www.congress.gov\/bill\/98th-congress\/senate-joint-resolution\/3\">similar amendment<\/a> was considered in the Senate in 1983, but Biden voted against it.<\/p>\n<p>The 2019 article goes on to discuss Biden\u2019s evolution on the issue, from his first term in the Senate in 1973, when he reportedly said he believed that the Supreme Court went \u201ctoo far\u201d in its decision in the <em>Roe v. Wade<\/em> case, until recently, when Biden told the Catholic magazine America: \u201cI\u2019m prepared to accept that at the moment of conception there\u2019s human life and being, but I\u2019m not prepared to say that to other God-fearing, non-God-fearing people that have a different view.\u201d<\/p>\n<p>Biden issued a <a href=\"https:\/\/twitter.com\/POTUS\/status\/1521485987133771782?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1521485987133771782%7Ctwgr%5E%7Ctwcon%5Es1_&#038;ref_url=https%3A%2F%2Fwww.dailywire.com%2Fnews%2Fbiden-issues-response-to-leaked-supreme-court-opinion-draft\">statement<\/a> Tuesday calling on lawmakers in Congress to protect abortion rights after a <a href=\"https:\/\/www.dailywire.com\/news\/breaking-supreme-court-strikes-down-roe-v-wade-decision-in-draft-of-majority-opinion-report-says\">draft of an opinion<\/a> in the case of <em>Dobbs v. Jackson<\/em>\u00a0<em>Women\u2019s Health Organization<\/em> was leaked to Politico. \u201c[If] the Court does overturn <em>Roe,\u00a0<\/em>it will fall on our nation\u2019s elected officials at all levels of government to protect a woman\u2019s right to choose,\u201d Biden said in his statement. \u201cAnd it will fall on voters to elect pro-choice officials this November.
