he said on his campaign&nbsp;<a href=\"https:\/\/joebiden.com\/empowerworkers\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/joebiden.com\/empowerworkers\/&amp;source=gmail&amp;ust=1613764734315000&amp;usg=AFQjCNGBJsepK0-1QyXh7iPuz9tXKjVCpA\">website<\/a>, adding that on his first day in office he would &#8220;direct his agencies to bargain with federal employee unions over non-mandatory subjects of bargaining.&#8221;<\/p>\n<p>The administration\u2019s decision comes after over 100 progressive advocacy groups, including Indivisible, the Daily Kos, and Citizens for Responsibility and Ethics in Washington, sent a&nbsp;<a href=\"https:\/\/unitedwedream.org\/wp-content\/uploads\/2021\/02\/02.16.2021-NGO-Letter-to-DHS.pdf\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/unitedwedream.org\/wp-content\/uploads\/2021\/02\/02.16.2021-NGO-Letter-to-DHS.pdf&amp;source=gmail&amp;ust=1613764734315000&amp;usg=AFQjCNF9kYbGFbKdzb78n5tB3boUNe_AyQ\">letter<\/a>&nbsp;to DHS secretary Alejandro Mayorkas urging him to repeal the contract before the 30-day deadline on Feb. 18.<\/p>\n<p>The groups argued that the DHS agreement with the 7,000-member National ICE Council conferred &#8220;enormous power and benefits&#8221; onto border control workers that could have allowed them to interfere with Biden\u2019s immigration agenda.
