He&#8217;s also a top Biden donor.<\/p>\n<p>Biden tapped Dominic Ng, the chairman of East West Bank, to represent the United States on the Asia-Pacific Economic Cooperation\u2019s Business Advisory Council, a group of business leaders that advises governments on issues in the Asia-Pacific region. Ng, who has led the East West Bank since 1992, contributed $100,000 to the Biden Victory Fund and $35,500 to the Democratic National Committee in October 2020, according to\u00a0<a id=\"E71\" contenteditable=\"false\" href=\"https:\/\/www.fec.gov\/data\/receipts\/?data_type=processed&#038;committee_id=C00010603&#038;committee_id=C00703975&#038;committee_id=C00744946&#038;contributor_name=ng%2C+dominic\" target=\"_blank\" rel=\"noopener\"><span id=\"E72\">campaign finance disclosures<\/span><\/a><span id=\"E73\">.<\/span><\/p>\n<p id=\"E76\" class=\"x-scope qowt-word-para-2\"><span id=\"E77\">Ng\u2019s appointment means the United States will be represented by a consistent defender of some of Beijing\u2019s most controversial policies. The role could also provide a boost for Ng\u2019s bank, which lends heavily to businesses in Asia. Ng has endorsed China\u2019s infrastructure program, the Belt and Road Initiative, and criticized the United States for refusing to join the program. He has sided with Beijing on other hot-button issues such as the origins of the coronavirus. Ng also criticized two Biden-backed bills to make the United States more competitive with China. <\/span><\/p>\n<p>Ng is the latest Biden ally to land a prestigious administration appointment. Biden\u00a0<a id=\"E84\" contenteditable=\"false\" href=\"https:\/\/freebeacon.com\/biden-administration\/biden-cronys-presidential-appointment-could-pose-conflict-of-interest\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E85\">tapped<\/span><\/a><span id=\"E86\"> his longtime friend, Chris Dodd, to serve as special envoy for the Summit of the Americas, a triennial meeting of government and business leaders from the Western hemisphere. Dodd signed an ethics agreement for the position, the <\/span><em><span id=\"E87\">Washington Free Beacon<\/span><\/em><span id=\"E88\"> <\/span><a id=\"E89\" contenteditable=\"false\" href=\"https:\/\/freebeacon.com\/biden-administration\/biden-cronys-presidential-appointment-could-pose-conflict-of-interest\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E90\">reported<\/span><\/a><span id=\"E91\">, because his lobbying firm represents several countries taking part in the summit. Biden also<\/span><a id=\"E92\" contenteditable=\"false\" href=\"https:\/\/freebeacon.com\/biden-administration\/biden-donor-awarded-white-house-job-fed-contracts\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E93\"> <\/span><\/a><a id=\"E94\" contenteditable=\"false\" href=\"https:\/\/freebeacon.com\/biden-administration\/biden-donor-awarded-white-house-job-fed-contracts\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E95\">appointed<\/span><\/a><span id=\"E96\"> his friend and campaign supporter Joe Kiani to serve on the Council of Advisors on Science and Technology. Kiani has given $1 million to Biden\u2019s family charity and bundled $1 million in donations for Biden\u2019s campaign. <\/span><\/p>\n<p>Ng served as chairman of the Committee of 100, a group of Chinese-American business and government leaders that one Hong Kong columnist <a id=\"E102\" contenteditable=\"false\" href=\"https:\/\/hongkongfp.com\/2019\/05\/01\/committee-100-beijings-bidding-us\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E103\">has called<\/span><\/a><span id=\"E104\"> &#8220;a pro-Beijing group, concerned almost exclusively with the interests aligned with those of the Chinese Communist Party.&#8221; <\/span><\/p>\n<p>Chinese president Xi Jinping <a id=\"E109\" contenteditable=\"false\" href=\"http:\/\/www.chinadaily.com.cn\/world\/2015xivisitus\/2015-09\/24\/content_21964069.htm\" target=\"_blank\" rel=\"noopener\"><span id=\"E110\">praised<\/span><\/a><span id=\"E111\"> the committee as one of the &#8220;friendly groups&#8221; that has championed positive U.S.-China relations. As chairman of the committee, Ng hosted Xi during a 2012 visit to Washington, D.C. The banker <\/span><a id=\"E112\" contenteditable=\"false\" href=\"https:\/\/committee100.typepad.com\/committee_of_100_newslett\/2012\/02\/c-100-chair-dominic-ng-and-los-angeles-mayor-anthony-villaraigosa-co-host-chinese-vice-president-xi-.html\" target=\"_blank\" rel=\"noopener\"><span id=\"E113\">said<\/span><\/a><span id=\"E114\"> Xi was &#8220;easy-going&#8221; and &#8220;attentive to his <\/span>suggestions&#8221; to encourage Chinese businesses to invest in the United States.<\/p>\n<p>The Committee of 100 has <a id=\"E119\" contenteditable=\"false\" href=\"https:\/\/www.committee100.org\/press_release\/committee-of-100-denounces-false-narrative-in-fox-news-story\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E120\">vehemently denied<\/span><\/a><span id=\"E121\"> allegations that it is linked to the Chinese Communist Party. But officials inside CCP-controlled influence groups have worked closely with the Committee of 100. Ng <\/span><a id=\"E122\" contenteditable=\"false\" href=\"https:\/\/www.committee100.org\/conference\/2019china\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E123\">gave<\/span><\/a><span id=\"E124\"> a keynote speech at the committee\u2019s 2019 gala, which was attended by the vice chairman of the Chinese People\u2019s Association for Friendship with Foreign Countries, a group the State Department <\/span><a id=\"E125\" contenteditable=\"false\" href=\"https:\/\/www.reuters.com\/article\/us-usa-china-pompeo\/u-s-designates-chinese-body-a-foreign-mission-quits-local-cooperation-agreement-idUSKBN27D305\" target=\"_blank\" rel=\"noopener\"><span id=\"E126\">cut ties with<\/span><\/a><span id=\"E127\"> over its links to the Chinese Communist Party. <\/span><\/p>\n<p>The Committee of 100 is also linked to the China-United States Exchange Foundation, a Hong Kong-based think tank suspected of working as a front group for the Chinese Communist Party. Tung Chee-hwa, the founder of the foundation, has been <a id=\"E132\" contenteditable=\"false\" href=\"https:\/\/www.committee100.org\/events\/c100-meetings-with-chinese-officials-in-greater-china\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E133\">described<\/span><\/a><span id=\"E134\"> as a &#8220;supporter&#8221; of the Committee of 100. Ronnie Chan, who <\/span><a id=\"E135\" contenteditable=\"false\" href=\"https:\/\/freebeacon.com\/national-security\/ex-china-official-a-top-donor-to-d-c-think-tank\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E136\">serves<\/span><\/a><span id=\"E137\"> on the governing board of the foundation, is also a member of the Committee of 100. <\/span><\/p>\n<p>Ng has also served on the board of directors for the Asia Society, a U.S.-based nonprofit that receives funding from several Chinese state-owned companies. Asia Society has <a id=\"E142\" contenteditable=\"false\" href=\"https:\/\/freebeacon.com\/campus\/china-backed-confucius-institute-rebrands-to-avoid-scrutiny\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E143\">partnered with<\/span><\/a><span id=\"E144\"> China\u2019s Confucius Institutes, which allegedly promote pro-Beijing propaganda at American colleges and high schools. <\/span><\/p>\n<p id=\"E147\" class=\"x-scope qowt-word-para-0\"><span id=\"E148\">Ng has espoused views on U.S.-China relations that seemingly put him in closer agreement with Beijing than with Biden. <\/span><\/p>\n<p>Last month, Ng criticized the Make it in America Act and America COMPETES Act, two Biden-backed bills meant to make the United States more competitive with China. Ng <a id=\"E153\" contenteditable=\"false\" href=\"https:\/\/www.eastwestbank.com\/ReachFurther\/en\/News\/Article\/Dominic%E2%80%99s-Take-Put-Our-Strengths-and-Values-First\" target=\"_blank\" rel=\"noopener\"><span id=\"E154\">said<\/span><\/a><span id=\"E155\"> the measures would &#8220;inadvertently hurt&#8221; American competitiveness and innovation, citing a provision in one bill that requires American companies to report investments in certain Chinese industries. China\u2019s National People\u2019s Congress <\/span><a id=\"E156\" contenteditable=\"false\" href=\"https:\/\/english.news.cn\/20220208\/1ea0f93b244f42a6908b22641cd89a14\/c.html\" target=\"_blank\" rel=\"noopener\"><span id=\"E157\">slammed<\/span><\/a><span id=\"E158\"> the bills, saying they were &#8220;steeped in Cold War mentality&#8221; and designed to undercut China\u2019s economy. <\/span><\/p>\n<p>Ng has also praised China\u2019s handling of the coronavirus pandemic while dismissing the theory that the virus emerged from a lab accident in Wuhan. He <a id=\"E163\" contenteditable=\"false\" href=\"https:\/\/www.eastwestbank.com\/ReachFurther\/en\/News\/Article\/Dominics-Take-American-and-Chinese-citizens-show-their-Covid-19-cooperation\" target=\"_blank\" rel=\"noopener\"><span id=\"E164\">wrote<\/span><\/a><span id=\"E165\"> in June 2020 that Chinese authorities took &#8220;crucial first steps&#8221; to contain the virus. He also said President Donald Trump had pushed false theories that the virus sprung from a Chinese lab. <\/span><\/p>\n<p>The banker has <a id=\"E170\" contenteditable=\"false\" href=\"https:\/\/www.eastwestbank.com\/ReachFurther\/News\/Article\/Belt-and-Road-Initiative-Connecting-the-Economic-Dots\" target=\"_blank\" rel=\"noopener\"><span id=\"E171\">defended<\/span><\/a><span id=\"E172\"> China\u2019s Belt and Road Initiative, an infrastructure program that Beijing <\/span><a id=\"E173\" contenteditable=\"false\" href=\"https:\/\/freebeacon.com\/national-security\/pla-expanding-power-belt-road-initiative\/\" target=\"_blank\" rel=\"noopener\"><span id=\"E174\">uses<\/span><\/a><span id=\"E175\"> to expand its economic and military influence across the globe. Ng said the U.S. government\u2019s opposition to the program was a &#8220;missed opportunity.&#8221; He also said he had met with groups to discuss ways to get American companies involved in Belt and Road. <\/span><\/p>\n<p>In 2018, Ng <a id=\"E180\" contenteditable=\"false\" href=\"https:\/\/www.eastwestbank.com\/ReachFurther\/en\/News\/Article\/How-Americans-Can-Benefit-from-Chinese-Innovation\" target=\"_blank\" rel=\"noopener\"><span id=\"E181\">touted<\/span><\/a><span id=\"E182\"> Chinese companies including Beijing Genomics Institute and Tencent. The U.S. government has since sanctioned Beijing Genomics Institute for collecting DNA from Uyghurs in <\/span>western China. Tencent has come under scrutiny for censoring China\u2019s Internet at the behest of the Chinese Communist Party.<\/p>\n<p>The State Department referred the <em>Free Beacon<\/em> to the White House for comment.
