Ted Kennedy.<\/p>\n<p>\u201cIf anyone thinks this can be done right before the August recess, they are not playing with a full deck,\u201d Manley told the <i>Washington Examiner.<\/i><\/p>\n<p>\u201cI don\u2019t know how you can look at the last couple of months and think that Congress is going to process a major piece of legislation designed to boost Democrats months before the election,\u201d Manley said. \u201cHopefully, I\u2019m wrong. But I just don\u2019t see it.\u201d<\/p>\n<p>Speaking to reporters Tuesday, Democratic Sen. Joe Manchin was quick to temper expectations. He reiterated his concern that any bill should score bipartisan approval.<\/p>\n<p>Legislation tackling \u201cmajor social changes\u201d must move through the regular Senate process and \u201cbuild consensus,\u201d Manchin said.<\/p>\n<p>And the West Virginia lawmaker tamped down the swell of Build Back Better talk. &#8220;There\u2019s not a Build Back Better revival,\u201d Manchin said. \u201cThere\u2019s not.\u201d<\/p>\n<p>Democrats\u2019 sweeping social spending legislation has narrowed considerably since last summer, cleaved in half to $2 trillion after the bipartisan infrastructure law captured some proposals. And it could shrink even further if talks resume.<\/p>\n<p>Senior administration officials <a class=\"Link\" href=\"https:\/\/www.washingtonpost.com\/us-policy\/2022\/04\/26\/white-house-manchin-biden\/\">told<\/a> the <i>Washington Post<\/i> that there is \u201creal fear\u201d inside the White House that Democrats will fail to strike a deal in time with Manchin.<\/p>\n<p>His dance with the White House over the package came to a head in December last year <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/bidens-legislative-agenda-stymied-by-appeals-to-the-left-democrats-say\">before collapsing<\/a> as the negotiations spilled into public view.<\/p>\n<p>Manchin\u2019s reluctance to bend toward his party has appeared to bolster his political standing at home. The senator, who recently <a class=\"Link\" href=\"https:\/\/www.cnbc.com\/2022\/04\/18\/nelson-peltz-hosted-joe-manchin-for-fundraiser-featuring-republican-megadonors.html\">told donors<\/a> that he intends to run for reelection, has seen his popularity surge in the past year.<\/p>\n<p>In <a class=\"Link\" href=\"https:\/\/morningconsult.com\/2022\/04\/25\/joe-manchins-approach-paying-off\/\">surveys<\/a> conducted between Jan. 1 and March 31 by Morning Consult, 57% of West Virginia voters approved of Manchin\u2019s job performance, up from 40% one year earlier \u2014 an increase bigger than any other senator.<\/p>\n<p>Manley said he thought Manchin\u2019s growing popularity could hamper prospects for a deal.<\/p>\n<p>\u201cHe doesn\u2019t feel the need to bow to the desires of the president of his own party or the members of his caucus,\u201d Manley said.\u00a0<\/p>\n<p><b><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/b><\/p>\n<p>While the senator has said in recent weeks that he supports a push to lower prescription drug prices, spending on energy and climate measures, and a tax hike to cut the federal deficit, he\u00a0insisted Tuesday that any final proposal remained far off.<\/p>\n<p>\u201cThere\u2019s nothing formal,\u201d he told reporters. \u201cI want to make sure y\u2019all understand: There\u2019s no false hopes here.\u201d<\/p>\n<\/p><\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Build Back Better has returned as Democrats look to arm themselves ahead of the midterm elections.
