Kevin Stitt signed a bill on Tuesday that bans the use of nonbinary as a gender option on state birth certificates.<\/p>\n<p>The new law, <a href=\"http:\/\/webserver1.lsb.state.ok.us\/cf_pdf\/2021-22%20SUPPORT%20DOCUMENTS\/BILLSUM\/House\/SB1100%20ENGR%20BILLSUM.PDF\" target=\"_blank\" rel=\"noopener\">SB 1100<\/a>, requires all birth certificates to allow only male or female as gender options.<\/p>\n<p>The text of the law states that it \u201crequires the biological sex designation on a birth certificate to be either male or female and prohibits a nonbinary or any symbol representing a nonbinary designation.\u201d<\/p>\n<p>SB 1100 also prohibits people from changing the gender on their birth certificates.<\/p>\n<p>\u201cPeople are free to believe whatever they want about their identity, but science has determined people are either biologically male or female at birth,\u201d Oklahoma Republican state Rep. Sheila Dills, the House sponsor of the bill, said in a <a href=\"https:\/\/www.usnews.com\/news\/politics\/articles\/2022-04-26\/oklahoma-governor-signs-ban-on-nonbinary-birth-certificates\" target=\"_blank\" rel=\"noopener\">statement<\/a> after the bill passed the House last week.<\/p>\n<p>\u201cWe want clarity and truth on official state documents. Information should be based on established medical fact and not an ever-changing social dialogue,\u201d she added.<\/p>\n<p>The move follows an <a href=\"https:\/\/www.sos.ok.gov\/documents\/executive\/2014.pdf\" target=\"_blank\" rel=\"noopener\">executive order<\/a> Stitt signed in November 2021 that directed the Oklahoma Health Department to stop issuing or changing birth certificates with nonbinary as a gender option.<\/p>\n<p>The state\u2019s Department of Health had previously reached <a href=\"https:\/\/www.theepochtimes.com\/oklahoma-bans-nonbinary-indicators-on-birth-certificates_4430012.html?utm_medium=social&#038;utm_source=twitter&#038;utm_campaign=digitalsub\" target=\"_blank\" rel=\"noopener\">an agreement<\/a> in May 2021 allowing a person to change a birth certificate gender to nonbinary.<\/p>\n<p>The bill stands in contrast with a growing number of states that have specifically allowed a person to designate a gender other than male or female on a birth certificate. The National Center for Transgender Equality has <a href=\"https:\/\/transequality.org\/\" target=\"_blank\" rel=\"noopener\">observed<\/a> that 15 states currently allow the option, with Vermont becoming the 16th state when its new law goes into effect in July.<\/p>\n<p class=\"p1\">As The Daily Wire\u00a0<a href=\"https:\/\/www.dailywire.com\/news\/biden-admin-rolls-out-gender-neutral-passports-americans-can-now-identify-as-x\"><span class=\"s1\">reported<\/span><\/a> in March, starting this month, U.S. citizens can select \u201cX\u201d as their gender on their passport instead of choosing male or female.<\/p>\n<p class=\"p1\">Jessica Stern, U.S. special diplomatic envoy for LGBTQ rights,\u00a0<a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-politics-and-policy\/gender-neutral-x-passports-will-available-april-rcna22292\"><span class=\"s1\">stated<\/span><\/a>\u00a0that humans \u201cdo not always fit within a male or female category around the world,\u201d during her announcement about the rollout of the \u201cX\u201d addition.<\/p>\n<p class=\"p1\">\u201cThe addition of a third gender marker propels the U.S. forward toward ensuring that our administrative systems account for the diversity of gender identity, gender expression and sex characteristics among U.S. citizens,\u201d she added.<\/p>\n<p>The Daily Wire also recently <a href=\"https:\/\/www.dailywire.com\/news\/study-estimated-1-4-nonbinary-lgbtq-adults-in-u-s-might-request-gender-x-on-passports\" target=\"_blank\" rel=\"noopener\">reported<\/a> that\u00a0TSA is also\u00a0<a href=\"https:\/\/thehill.com\/changing-america\/respect\/diversity-inclusion\/3258443-nearly-17000-americans-may-request-gender-x-passport-this-year\/\"><span class=\"s1\">updating<\/span><\/a>\u00a0its policy for gender markers on its \u201cTSA PreCheck\u201d system.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">The TSA\u00a0<a href=\"https:\/\/www.tsa.gov\/transgender-passengers\"><span class=\"s1\">stated<\/span><\/a>, \u201cBeginning in April 2022, a TSA PreCheck\u00ae applicant\u00a0can select the gender they would like saved in their\u00a0TSA\u00a0PreCheck\u00ae record simply by selecting \u2018M\u2019 or \u2018F\u2019 during the enrollment \/ renewal process.
