Bell, who cited \u201ca crisis with the pandemic\u201d to justify the proposed policy. The bill states that every state resident, starting at age 16, needs to be vaccinated or face financial penalties.\u00a0<\/span><\/p>\n<p><span>\u201cEvery person of at least sixteen (16) years of age who is eligible for immunization against COVID-19 and who resides in the State of Rhode Island, works in the State of Rhode Island, or pays personal income taxes to the State of Rhode Island pursuant to chapter 30 of title 44 shall be required to be immunized against COVID-19,\u201d the bill <\/span><a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText22\/SenateText22\/S2552.pdf\"><span>says<\/span><\/a><span>.\u00a0<\/span><\/p>\n<p><span>The senator also referenced his young son\u2019s lung disease in explaining why he introduced the bill.\u00a0<\/span><\/p>\n<p><span>\u201cThousands of Rhode Islanders have died. I\u2019ve had really painful calls from constituents who can\u2019t go to the store because they\u2019re immuno-compromised, who have lost loved ones to this pandemic, who are really ill and not fully recovered, suffering long-term effects,\u201d Bell <a href=\"https:\/\/www.boston.com\/news\/local-news\/2022\/04\/21\/ri-bill-impose-fines-double-taxes-of-those-who-refuse-covid-19-vaccine\/\">said<\/a>.\u00a0<\/span><\/p>\n<p><span>The measure is opposed by Senate Republican minority whip Jessica de la Cruz of North Smithfield. She called the bill an overreach of power.\u00a0<\/span><\/p>\n<p><span>\u201cI have not, nor will I ever support, legislation that coerces Rhode Islanders into making medical decisions or face steep financial damages,\u201d she stated. \u201cI hear my constituents and others around the state loud and clear \u2013 this is dangerous legislation and sends the message that our government doesn\u2019t trust you to make the right choice for you and your family. This is an unconscionable overreach of legislative powers.\u201d<\/span><\/p>\n<p><span>In addition to a penalty when filing income taxes, the proposal mandates Rhode Island residents who choose not to get vaccinated pay a fine of up to $50 per month and requires that residents take \u201call eligible doses within a multiple dose immunization series.\u201d\u00a0<\/span><\/p>\n<p><span>According to one state vacation tracker, <\/span><a href=\"https:\/\/usafacts.org\/visualizations\/covid-vaccine-tracker-states\/state\/rhode-island\"><span>more<\/span><\/a><span> than 95% of Rhode Island residents have received at least one dose of the COVID-19 vaccine, while another 82% are \u201cfully vaccinated.\u201d\u00a0<\/span><\/p>\n<p><span>In response to the proposal, Bell <\/span><a href=\"https:\/\/www.wpri.com\/news\/politics\/lawmaker-proposes-monthly-fines-for-unvaccinated-rhode-islanders\/\"><span>said<\/span><\/a><span> he had been sent crude messages from people \u201cdivorced from the realities of science\u201d upset with him over the legislation.\u00a0<\/span><\/p>\n<p><span>Another supporter of the bill, Democratic state Senator Tiara Mack, blamed a \u201cdivisive force\u201d for the pushback she has received for the bill.
