Reviews will be required to fully assess climate change impacts of the project.<\/p>\n<p>\u201cRestoring these basic community safeguards will provide regulatory certainty, reduce conflict, and help ensure that projects get built right the first time,\u201d White House Council on Environmental Quality (CEQ) Chair Brenda Mallory <a href=\"https:\/\/www.whitehouse.gov\/ceq\/news-updates\/2022\/04\/19\/ceq-restores-three-key-community-safeguards-during-federal-environmental-reviews\/\">said in a statement<\/a> Tuesday. \u201cPatching these holes in the environmental review process will help projects get built faster, be more resilient, and provide greater benefits\u2013 to people who live nearby.\u201d<\/p>\n<p>The CEQ announcement also calls upon agencies to go even further, saying the regulations were a \u201cfloor\u201d for environmental review. So, this is what you end up with \u2014 a set of regulations that will actually impede improvements in public safety and public health.\u201d<\/p>\n<p>Katz, who previously <a href=\"https:\/\/republicans-oversight.house.gov\/wp-content\/uploads\/2018\/03\/Katz-Heritage-Statement-Federal-Permitting-3-15.pdf\">testified<\/a> about NEPA before Congress, has <a href=\"https:\/\/www.heritage.org\/sites\/default\/files\/2020-08\/BG3524.pdf\">authored<\/a>\u00a0multiple\u00a0<a href=\"https:\/\/www.heritage.org\/sites\/default\/files\/2018-03\/BG3293_0.pdf\">papers<\/a> arguing that the law should be repealed since it has led to arbitrary standards and politicized enforcement.<\/p>\n<p>\u201cHuge own goal here by the Biden admin,\u201d <a href=\"https:\/\/twitter.com\/AlecStapp\/status\/1516452583115743240\">tweeted<\/a> Alec Stapp, the co-founder of the Institute for Progress and director of technology progress at the Progressive Policy Institute. \u201cThis will increase costs &#038; slow down delivery times for projects funded by the infrastructure bill. Baffling that they would sabotage their own signature legislation over an environmental process law that\u2019s been exploited.\u201d<\/p>\n<p>On average, the federal government takes between 4-5 years to complete its review of any given project, according to a Department of Energy study <a href=\"https:\/\/ceq.doe.gov\/docs\/nepa-practice\/CEQ_EIS_Timeline_Report_2020-6-12.pdf#page=7\">published<\/a> in 2020.
