Others, though, have said that simplifying and expediting the process for construction is necessary for green energy projects. <\/p>\n<div class=\"Enhancement\">\n<div class=\"Enhancement-item\"><\/div>\n<\/p><\/div>\n<p><b><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/energy-environment\/daily-on-energy-greens-face-another-setback-with-leasing-resumption\" target=\"_blank\" rel=\"noopener\">DAILY ON ENERGY: GREENS FACE ANOTHER SETBACK WITH LEASING RESUMPTION<\/a><\/b> <\/p>\n<p>The White House&#8217;s Council on Environmental Quality issued a final rule Tuesday laying out that agencies have a broad &#8220;discretion to consider a variety of factors&#8221; when evaluating a project, including how it might contribute to climate change. <\/p>\n<p>The new rule enables agencies doing the NEPA review to consider the \u201cdirect,\u201d \u201cindirect,\u201d and \u201ccumulative\u201d impacts of their actions in approving a project, including the approval&#8217;s potential for contributing to climate change or additional local pollution. <\/p>\n<p>A third change enables agencies to &#8220;tailor their NEPA procedures &#8230;
