He thinks the war is necessary for security guarantees for the Russian Federation. He doesn\u2019t trust the international community,\u201d he said. \u201cHe blames Ukrainians for genocide in the Donbas region.\u201d\n<\/p>\n<p>He also said that Putin \u201cbelieves he is winning the war.\u201d<\/p>\n<p>During a <a href=\"https:\/\/www.businessinsider.com\/austrian-leader-not-particularly-optimistic-after-talks-with-putin-2022-4\">press conference in Moscow<\/a> earlier this week, Nehammer also revealed that he was \u201cnot particularly optimistic\u201d after his call with the Russian president and insisted that he doesn\u2019t share Putin\u2019s view that it is a \u201cspecial military operation.\n<\/p>\n<p>\u201cI call it the war,\u201d he said, adding that Putin believes the invasion is a \u201ckind of self-defense operation.\u201d<\/p>\n<p><strong>Putin\u2019s Excuse for Invading Ukraine<\/strong>\n<\/p>\n<p>Since the beginning of the Ukraine invasion, Putin has claimed that the operation was defensive and designed to protect the people living in the contested Donbas region of Ukraine. In February, Putin claimed that a \u201cgenocide\u201d was taking place in the region, where Russia-backed rebels have been fighting with the Ukrainian military since 2014.\n<\/p>\n<p>During a joint press conference with German Chancellor Olaf Scholz on February 15, just over a week before the invasion begin, Putin accused the Ukrainian military of committing acts of genocide against the people of the Donbas region.\n<\/p>\n<p>\u201cIn our view what is now happening in Donbas is genocide,\u201d <a href=\"https:\/\/www.bbc.com\/news\/live\/world-60372815?ns_mchannel=social&#038;ns_source=twitter&#038;ns_campaign=bbc_live&#038;ns_linkname=620bbb3f571bfc64f8e6429d%26Putin%20accuses%20Ukraine%20of%20genocide%20in%20Donbas%262022-02-15T14%3A47%3A18.311Z&#038;ns_fee=0&#038;pinned_post_locator=urn:asset:465aed6f-1c42-48a4-b66d-eb1eaab47fad&#038;pinned_post_asset_id=620bbb3f571bfc64f8e6429d&#038;pinned_post_type=share\">Putin said.<\/a>\n<\/p>\n<p>It was a similar justification to the one used by Russia in 2014 when the Crimean peninsula was annexed, Putin claimed at the time that ethnic Russians in the region were being threatened by the Ukrainian military, but the assertions were challenged by the United States and most Western nations.\n<\/p>\n<p>U.S. President Barack Obama at the time said that Russia was not protecting ethnic Russians, but \u201cseeking, through force, to exert influence on a neighboring country.\u201d<\/p>\n<p>\u201cThat is not how international law is supposed to operate,\u201d <a href=\"https:\/\/www.washingtonpost.com\/news\/post-politics\/wp\/2014\/03\/04\/obama-putins-moves-are-not-a-sign-of-strength\/\">Obama said. <\/a>\n<\/p>\n<p><strong>Is Putin Really Winning?<\/strong>\n<\/p>\n<p>Russian troops have been withdrawing from Kiev and refocusing their efforts on capturing the besieged and destroyed city of Mariupol, as well as the Donbas region. With heavy losses of life, military equipment, and armored vehicles, Russia is widely considered to be losing the war in Ukraine.\n<\/p>\n<p>Retired 4-star general Barry McAffrey told NBC News on Saturday that Putin has \u201c<a href=\"https:\/\/www.today.com\/video\/-putin-strategically-lost-the-war-already-retired-us-general-says-137852485920\">strategically lost the war already<\/a>\u201d and that there is \u201czero chance of Russia effectively threatening the rest of NATO.\u201d\n<\/p>\n<p>Also on Saturday, Russian Major General Vladimir Frolov, the deputy commander of the 8<sup>th<\/sup> Guards Combined Arms unit, was given a military funeral in the Russian city of St Petersburg. Frolov\u2019s cause of death is unknown, but <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-10724673\/Russia-loses-eighth-general-34th-colonel-Ukraine-latest-blow-Putins-botched-invasion.html\">reports suggest<\/a> that he was killed within the last week.<\/p>\n<p>Former Russian legislator Ilya Ponomarev, who left Russia for Kiev in 2016 and remains in the Ukrainian capital city today, <a href=\"https:\/\/www.businessinsider.com\/former-russian-lawmaker-fighting-ukraine-says-putin-will-lose-war-2022-4\">told CNN on Wednesday<\/a> that he believes Putin has already lost the war and his days in power are numbered.\n<\/p>\n<p><em>Jack Buckby is a British author, counter-extremism researcher, and journalist based in New York.
