The Chinese government usually issues about a hundred licenses per month.<\/span><\/p>\n<p><span>A confidential memo from regulatory officials notified Chinese game companies that more \u201cred lines\u201d were being drawn around content, and their products would now be required to transmit \u201ca correct set of values\u201d to players.\u00a0<\/span><\/p>\n<p><span>Incorrect values include leaking Chinese state secrets, challenging various Communist Party dogmas, distorting official Communist Party history, propagating \u201csuperstitions,\u201d portraying homosexuality in a positive light, and encouraging gambling.\u00a0<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>\u201cSome games have blurred moral boundaries. (Photo by Andrea Verdelli\/Getty Images)<\/p>\n<\/div>\n<p><span>Chinese regulators also made it clear they had a dim view of Japan and its signature gaming style, warning creators they should not create any content that glorifies Japanese \u201cmilitarism\u201d and complaining Chinese games were beginning to look too \u201cJapanese.\u201d<\/span><\/p>\n<p><span>The communist regime did not grant any new licenses during the ensuing nine months, which is <\/span><span>roughly<\/span><span> the same length of time China <a href=\"https:\/\/www.polygon.com\/22869159\/china-video-games-crackdown-restrictions-super-buckyball-tournament\">stopped<\/a> issuing game licenses after a previous regulatory overhaul in 2018. Foreign game companies were also blocked from reaching the Chinese market \u2014 most notably by <\/span><a href=\"https:\/\/www.theverge.com\/2021\/12\/25\/22853520\/steam-global-china-banned\"><span>shutting down<\/span><\/a><span> Steam, one of the world\u2019s most popular online game stores, right before Christmas.<\/span><\/p>\n<p><span>The National Press and Publication Administration (NPPA) <\/span><a href=\"https:\/\/www.news9live.com\/technology\/gaming\/medieval-dynasty-review-a-beautiful-and-complex-title-that-is-not-for-everyone-164377?infinitescroll=1\"><span>announced<\/span><\/a><span>\u00a0Monday it would issue 45 new licenses, concluding a drought in which gaming mega-corporations like Tencent posted some of their lowest earnings in over a decade. Analysts <\/span><a href=\"https:\/\/finance.yahoo.com\/news\/china-gaming-crackdown-licensing-freeze-093000016.html\"><span>noted<\/span><\/a><span> none of the approvals went to Tencent or its closest rival, NetEase.<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p><span>On Friday, the National Radio and Television Administration (NRTA) <\/span><a href=\"https:\/\/www.scmp.com\/tech\/policy\/article\/3174401\/china-bans-live-streaming-unauthorised-video-games-tightening\"><span>said<\/span><\/a><span> live-streaming of games would now require its approval, and only live-streaming of licensed games would be permitted.<\/span><\/p>\n<p><span>\u201cThe rise of social issues such as the chaos in live streaming and game addiction among teenagers have attracted widespread attention from the public for some time. Effective measures are urgently needed to regulate strictly,\u201d the Chinese Communist agency said.<\/span><\/p>\n<p><span>Tencent is scrambling to play along with the regulatory crackdown. Last week the company shut down its Penguin e-sports league, and on Wednesday it shut down its \u201cgame booster\u201d service, which helped Chinese gamers bypass the authoritarian regime\u2019s infamous \u201cGreat Firewall\u201d and play forbidden games from overseas.<\/span><\/p>\n<p><span>China\u2019s video game crackdown is the most vigorous in the world, but it is not entirely unique. The <\/span><span>Asia and Pacific Policy Society<\/span><span> at Australian National University <a href=\"https:\/\/www.policyforum.net\/learning-from-chinas-online-gaming-crackdown\/\">noted<\/a> in February that South Korea banned children under 17 from playing computer games after midnight until recently, and still allows parents to request \u201cgame permits\u201d that limit the amount of time their children can play games. Thailand and Vietnam experimented with similar policies, while Australia itself is considering more regulations on video gaming.<\/span><\/p>\n<p><span>The Asia and Pacific Policy Society <a href=\"https:\/\/www.breitbart.com\/national-security\/2022\/01\/17\/china-records-lowest-birth-rate-in-modern-history-in-2021\/\">speculated<\/a> China\u2019s crackdown could be counterproductive for the Communist Party\u2019s <\/span><span>demographic agenda<\/span><span>\u00a0because young Chinese women might become even less willing to have children if the kids cannot be kept busy playing video games.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>China on Monday issued its first new video game licenses in nine months, seemingly backing away from a harsh crackdown on the gaming industry.
