Security Council (UNSC). <\/span><\/p>\n<p><span>The member uppermost on their minds was Russia, which has used its veto power to block resolutions condemning its own invasion of Ukraine.<\/span><\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p><span>The LDP <\/span><a href=\"https:\/\/www.nippon.com\/en\/news\/yjj2022040500592\/\"><span>drafted<\/span><\/a><span> its first proposal to restrict veto powers on April 5, citing Ukrainian President Volodymyr Zelensky\u2019s critique of the Security Council during an <\/span><a href=\"https:\/\/www.nytimes.com\/2022\/03\/23\/world\/asia\/zelensky-japan-parliament-speech.html\"><span>address<\/span><\/a><span> to the Japanese parliament in March.\u00a0<\/span><\/p>\n<p><span>The final draft of the proposal <\/span><a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20220414_01\/\"><span>submitted<\/span><\/a><span> to Prime Minister Kishida Fumio on Thursday included plans to work with like-minded governments in Germany, Brazil, and India to restrict the veto powers of permanent UNSC members, increase the number of seats on the Council, and remove some elements of the U.N. Charter they find objectionable, such as the designation of Japan and Germany as \u201cenemy states\u201d from World War II.<\/span><\/p>\n<p><span>Japan has <\/span><a href=\"https:\/\/www.wilsoncenter.org\/event\/japans-quest-for-permanent-un-security-council-seat\"><span>argued<\/span><\/a><span> for a permanent UNSC seat since the 1990s, pointing to its status as a major economic power and its rehabilitation from the imperial history that ended with World War II.<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>Prime Minister Kishida <\/span><a href=\"https:\/\/asia.nikkei.com\/Politics\/Ukraine-war\/Japan-PM-to-propose-limits-on-U.N.-Security-Council-vetoes\"><span>pressed the case<\/span><\/a><span> for reform at a parliamentary meeting in March. He mentioned France as a possible ally for Japan\u2019s efforts.\u00a0<\/span><\/p>\n<p><span>France, one of the five permanent Security Council members, has <\/span><a href=\"https:\/\/www.diplomatie.gouv.fr\/en\/french-foreign-policy\/united-nations\/france-and-the-united-nations\/france-and-the-united-nations-security-council\/why-france-wishes-to-regulate-use-of-the-veto-in-the-united-nations-security\/\"><span>long sought<\/span><\/a><span> to limit UNSC veto power in cases such as mass atrocities where urgent U.N. action is needed. France submitted a reform proposal along these lines in 2013 and has since suggested the five permanent members could voluntarily agree to refrain from using their vetoes without needing any changes to the U.N. Charter.<\/span><\/p>\n<p><span>On Thursday, Japan <\/span><a href=\"https:\/\/www.japantimes.co.jp\/news\/2022\/04\/14\/national\/japan-security-council-veto\/\"><span>announced<\/span><\/a><span> it would co-sponsor a U.N. resolution proposed by Liechtenstein that would trigger an automatic meeting of the U.N. General Assembly whenever a Security Council member exercises its veto power.\u00a0<\/span><\/p>\n<p><span>Liechtenstein described its proposed resolution as a \u201cmeaningful step to empower the General Assembly and strengthen multilateralism.\u201d The proposal has 38 co-sponsors, including the United States.<\/span><\/p>\n<p><span>\u201cWe are particularly concerned by Russia\u2019s shameful pattern of abusing its veto privilege over the past two decades, including its vetoes to kill a U.N. observer mission in Georgia, block accountability measures and chemical weapons investigations in Syria, prevent the establishment of a criminal tribunal on the downing of flight MH-17 over Ukraine, and protect President Putin from condemnation over his unprovoked and unjust war of choice against Ukraine,\u201d said U.S. Ambassador Linda Thomas-Greenfield.<\/span><\/p>\n<p><span>\u201cThe government believes permanent members should have utmost self-restraint in exercising veto rights in general,\u201d Japanese Chief Cabinet Secretary Hirokazu Matsuno said when announcing Japan\u2019s support for the measure.<\/span><\/p>\n<p><span>The resolution does not single out Russia, but was rather clearly inspired by Russia\u2019s veto of the resolution against its attack on Ukraine. The General Assembly <a href=\"https:\/\/news.un.org\/en\/story\/2022\/04\/1115782\">voted<\/a> last week to suspend Russia from the U.N.
