On day one, however, President Joe Biden followed through on his campaign promise to launch a regulatory assault against the nation\u2019s oil and gas producers in the name of climate change. <\/p>\n<p>New drilling leases on federal lands were brought to a halt by Biden\u2019s <a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/federal-judge-blocks-biden-s-ban-leases-drilling-public-lands-n1270972\">illegal executive order<\/a>, and Biden unilaterally revoked the cross-border permit for the Keystone XL Pipeline to transport oil from the Canadian Tar Sands to Gulf Refineries. Fifteen months later, an unpopular administration desperate to save political capital and bring down gas prices is <a href=\"https:\/\/thefederalist.com\/2022\/04\/06\/oops-biden-wants-to-import-more-canadian-oil-but-he-killed-the-keystone-pipeline\/\">searching for ways<\/a> to import Canadian crude after the White House terminated the project to accomplish exactly that. <\/p>\n<p>Transport by train or truck presents far more environmental risks than by pipe, also undermining the administration\u2019s decision to cancel the Keystone XL Pipeline. The brief video from Kite and Key Media outlines the importance of pipeline infrastructure below: <\/p>\n<figure class=\"wp-block-embed alignwide is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\">\n<span class=\"E2LvCDZTxXKhyScpgML6o1W7SkztHgvUY0JkNQcdQ958ndwPBHOTWPGYD45V0yO8aeRBbXjKEmnlxM1AF7\"><\/p>\n[embedded content]\n<p><\/span>\n<\/div>\n<\/figure>\n<p>The White House has been doubling down on its decision to cancel the Keystone Pipeline even as West Virginia Democrat Sen. Joe Manchin urges the administration to reverse course under a new name.<\/p>\n<p>\u201cThe brand of the XL pipeline is probably gone,\u201d Manchin told reporters on a visit to Canada Tuesday. \u201cCan it be rebranded, can it be rerouted, can it be these different things?\u201d<\/p>\n<p>\u201cAsked for comment,\u201d The Hill <a href=\"https:\/\/thehill.com\/policy\/energy-environment\/3265966-manchin-floats-rebranded-keystone-xl-pipeline-in-visit-to-canada\/\">reported<\/a>, \u201ca White House spokesperson said that the U.S. is engaging with various oil producing countries to address the current supply imbalance, but also noted that the Keystone pipeline would not have added to current supply.\u201d<\/p>\n<p>At first glance, the White House has a point. The Keystone XL Pipeline would not have transported Canadian crude <a href=\"https:\/\/thehill.com\/policy\/energy-environment\/490419-controversial-keystone-xl-pipeline-construction-to-proceed\/?email=7859355f58d5d4be5b24c6cbb953259a782c4a08&#038;emaila=3b8128efe1270f2db8adfa3282092c51&#038;emailb=b64d60f6f1786d6eceecae2a3126fe7d2e5c3ded15494d154b27a78e28acb35d&#038;utm_source=Sailthru&#038;utm_medium=email&#038;utm_campaign=04.12.22%20EM%20The%20Hill%20-%20Energy%20%26%20Environment\">until 2023<\/a>. Only 8 percent was complete by the time it was cancelled, and TC Energy, the company behind the project, <a href=\"https:\/\/thefederalist.com\/2021\/06\/10\/keystone-xl-pipeline-canceled-one-month-after-biden-energy-secretary-professed-pipe-is-the-way-to-go\/\">walked away<\/a> from the controversial pipeline which had become a political football last summer. <\/p>\n<p>\u201cThe Keystone was not an oilfield \u2014 it\u2019s a pipeline,\u201d White House Press Secretary Jen Psaki <a href=\"https:\/\/dailycaller.com\/2022\/04\/05\/joe-biden-keystone-xl-canada-oil-imports\/\">said<\/a> in March when asked whether Biden would reverse his decision. \u201cThe oil is continuing to flow in, just through other means. So, it actually would have nothing do with the current supply imbalance.\u201d<\/p>\n<p>A broader look at the industry, however, reveals how the administration\u2019s repeal of the pipeline\u2019s permit promising 830,000 daily barrels of crude to Gulf refineries helped drive gas prices through the roof. More important, said Tom Pyle, the president of the American Energy Alliance, is the signal Biden sent by taking an axe to the pipeline as emblematic of the war to come on fossil fuels, chilling Wall Street investment in the capital- and labor-intensive industry and therefore suppressing production.<\/p>\n<p>\u201cBiden\u2019s actions from day one of his presidency and continuing to this day has sent a strong signal to the market that long-term investment in domestic natural gas, oil, and coal projects carries significant political and financial risk,\u201d Pyle told The Federalist. Reversing course on the Keystone Pipeline by itself would not significantly affect gas prices, Pyle said, \u201cBut if construction were to actually resume and Biden reversed course on some or all of the 70-plus additional actions the administration has taken to discourage production, it would definitely move the needle.\u201d<\/p>\n<p>\u201cThis would be irrelevant had the Obama\/Biden pdministration not played politics with Keystone in the first place because oil would be flowing through it by now,\u201d Pyle added, with a reminder President Barack Obama and then-Vice President Joe Biden blocked construction of the pipeline in 2015. <\/p>\n<p>Kathleen Sgamma, the president of the Denver-based industry trade group Western Energy Alliance, concurred. <\/p>\n<p>\u201cThey\u2019ve been trying to put the blame on American producers for high gasoline prices, even though their policies have put countless obstacles in front of us, but it doesn\u2019t get any clearer than the president cancelling the KeystoneXL permit,\u201d Sgamma told The Federalist. \u201cThe president could send a strong signal to the market by reversing course on KeystoneXL and many other anti-oil projects, but he\u2019s too wedded to his Green New Deal agenda and too weak of a leader to do what\u2019s necessary to bring down gasoline prices.\u201d<\/p>\n<p>At full capacity, the KeystoneXL Pipeline would be transporting 30 percent more crude to Gulf refineries today than the United States imported from Russia last year had construction continued under the Obama\/Biden administration. Now the administration has pivoted to blaming overseas adversaries for high gas prices despite increases climbing as soon as Biden took office, <a href=\"https:\/\/thefederalist.com\/2021\/11\/11\/joe-biden-could-bring-down-gas-prices-tomorrow-hes-choosing-not-to\/\">coinciding <\/a>with the White House war on fossil fuels and long before Russia\u2019s invasion of Ukraine. Americans who buy electric cars, administration officials <a href=\"https:\/\/thefederalist.com\/2022\/03\/17\/with-push-for-electric-vehicles-democrats-pursue-the-paris-hilton-strategy-on-energy\/\">argue<\/a>, will be spared the burden at the pump, never mind the $56,400 price tag. <\/p>\n<p>\u201cThere is one simple fact the White House won\u2019t admit,\u201d said Larry Behrens with the energy non-profit Power the Future, \u201cthe Keystone pipeline would\u2019ve been online and producing for us way before the president\u2019s recent executive order to dig up rare earth metals for electric vehicles would produce an ounce of product.\u201d<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Tristan Justice is the western correspondent for The Federalist.
