The Ukrainian military is also <a href=\"https:\/\/www.19fortyfive.com\/2022\/04\/putins-new-ukraine-war-plan-is-clear-conquer-or-destroy-donbas\/\">sending troops<\/a> and arms to the Donbas in expectation of the <a href=\"https:\/\/www.19fortyfive.com\/2022\/04\/putin-desperate-britain-claims-russia-will-use-retired-soldiers-in-ukraine\/\">Russian assault<\/a>.<\/p>\n<p><strong>Preparing For the Next Phase of the War\u00a0<\/strong><\/p>\n<p>In its daily estimate of the war, the British Ministry of Defense stated that the\u00a0<a href=\"https:\/\/www.msn.com\/en-us\/news\/world\/us-official-russia-appoints-new-ukraine-war-commander\/ar-AAW3WnL\">Russian military<\/a>\u00a0is trying to fill up manpower gaps created after more than a month of war in Ukraine by targeting former soldiers and\u00a0<a href=\"https:\/\/www.businessinsider.com\/ukraine-russia-recruits-retired-soldiers-due-to-mounting-losses-says-uk-2022-4\">recruiting pro-Russian fighters from separatist regions<\/a>.\n<\/p>\n<p>\u201cIn response to mounting losses, the Russian armed forces seek to bolster troop numbers with personnel discharged from military service since 2012. Efforts to generate more fighting power also include trying to recruit from the unrecognised Transnistria region of Moldova,\u201d the British Military Intelligence assessed.<\/p>\n<p>In a sense, Russian President <a href=\"https:\/\/www.19fortyfive.com\/2022\/04\/does-putin-think-he-is-already-at-war-with-nato\/\">Vladimir Putin<\/a> has created a trap for himself. By calling the invasion a \u201cspecial military operation,\u201d Putin has placed himself in a corner because he can\u2019t call on the Russian reserves because he hasn\u2019t declared war on Ukraine. However, as the war enters its second phase and Russian casualties continue to mount, the Kremlin might shift tack and embrace a more \u201ctotal war\u201d approach that would enable Putin to use the full extent of the Russian military.\n<\/p>\n<p>The Ukrainian Ministry of Defense\u00a0<a href=\"https:\/\/twitter.com\/KyivIndependent\/status\/1513065890060902404\/photo\/1\">claimed<\/a>\u00a0that as of Sunday, Ukrainian forces have killed approximately 19,300 Russian troops (and wounded approximately thrice that number), destroyed 152 fighter, attack, and transport jets, 137 helicopters, 722 tanks, 342 artillery pieces, 1,911 armored personnel carriers, 108\u00a0<a href=\"https:\/\/www.thedrive.com\/the-war-zone\/44479\/the-truth-about-russias-terrifying-tos-1a-thermobaric-rocket-launchers-now-in-ukraine\">Multiple Launch Rocket Systems (MLRS)<\/a>, seven boats, 1,384 vehicles, 76 fuel tanks, 55 anti-aircraft batteries, 112 unmanned aerial systems, 25 special equipment platforms, such as bridging vehicles, and four mobile Iskander ballistic missile systems.<\/p>\n<p><strong>Indiscriminate Targeting of Civilians\u00a0<\/strong>\n<\/p>\n<p>From the beginning of the war, the\u00a0<a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/04\/10\/russia-ukraine-war-news-putin-live-updates\/?itid=hp-top-table-high\">Russian military campaign<\/a>\u00a0has been characterized by the indiscriminate use of long-range fires that are killing and maiming civilians.\n<\/p>\n<p>\u201cRussia\u2019s departure from northern Ukraine leaves evidence of the disproportionate targeting of non-combatants, including the presence of mass graves, the fatal use of hostages as human shields, and mining of civilian infrastructure. Russian forces continue to use IEDs to inflict casualties, lower morale, and restrict Ukrainian freedom of movement. Russian forces also continue to attack infrastructure targets with a high risk of collateral harm to civilians, including a nitrate acid tank at Rubizhne,\u201d the British Ministry of Defense stated.\n<\/p>\n<p>The attack at a railway station at\u00a0<a href=\"https:\/\/www.nytimes.com\/live\/2022\/04\/10\/world\/ukraine-russia-war-news#kramatorsk-reels-after-the-train-station-attack-the-town-is-dead-now\">Kramatorsk<\/a>\u00a0on Friday, which left more than 50 civilians dead and hundreds wounded, is the latest example of the Russian military\u2019s indiscriminate shelling approach.\n<\/p>\n<p>\u201cThe attack on a Ukrainian train station is yet another horrific atrocity committed by Russia, striking civilians who were trying to evacuate and reach safety. We will continue our security assistance and weapons deliveries to help Ukraine defend their country.
