Then it\u2019s going to go to the State Department, and then Biden is going to have to do something.<\/p>\n<\/blockquote>\n<p>Bensman posted a video of the resulting cross-border traffic jams on Friday afternoon:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Three Texas State Troopers did this at the nation\u2019s busiest land port today- Laredo Bridge 4. Greg Abbott <a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-takes-aggressive-action-to-secure-the-border-as-president-biden-ends-title-42-expulsions\" target=\"_blank\" rel=\"noopener\">said<\/a>\u00a0at an April 6 press event. He added:<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<p>With the end of Title 42 expulsions looming next month, Texas will immediately begin taking unprecedented action to do what no state has done in American history to secure our border. The new strategies announced today and next week will further strengthen our already robust response to the Biden border disaster, and we will use any and all lawful powers to curtail the flow of drugs, human traffickers, illegal immigrants, weapons, and other contraband into Texas.<\/p>\n<\/blockquote>\n<p>Abbot signed <a href=\"https:\/\/gov.texas.gov\/uploads\/files\/press\/O-McCrawSteven202204062201.pdf\" target=\"_blank\" rel=\"noopener\">the safety directive<\/a> on April 6, telling the Texas Department of Public Safety:<\/p>\n<blockquote>\n<p>As you have explained, the cartels that smuggle illicit contraband and people across our southern border do not care about the condition of the vehicles they send into Texas any more than they care who overdoses from the deadly fentanyl on board. In response to this threat, which is projected to grow in the coming months, I hereby direct the Department of Public Safety (DPS) to conduct enhanced safety inspections of vehicles as they cross international ports of entry into Texas. These inspections should begin immediately to help ensure that Texans are not endangered by unsafe vehicles and their unsafe drivers.<\/p>\n<\/blockquote>\n<p>Cross-border traffic is falling fast. Frieghtwaves.com <a href=\"https:\/\/www.freightwaves.com\/news\/texas-vehicle-checkpoints-slow-trucks-from-mexico\" target=\"_blank\" rel=\"noopener\">reported<\/a> Friday:<\/p>\n<blockquote>\n<p>At the Pharr-Reynosa International Bridge, 2,516 commercial trucks crossed on Thursday, a 35% decline compared to the same day last week before Abbott\u2019s measures were announced, according to CBP data.<\/p>\n<p>Commercial truck traffic at Laredo\u2019s Colombia-Solidarity Bridge was 2,233 on Thursday, an 11% decline compared to last Thursday.<\/p>\n<\/blockquote>\n<p>Texas\u2019 decision to carefully check the cross-border trucks for drugs will quickly get the angry attention of powerful U.S. business groups, said Bensman. Those groups have outsourced their supply of critical food and manufacturing components to Mexican farms and factories, known as\u00a0maquiladoras.<\/p>\n<p>Trucks can bypass the traffic jams on the Texas border, but only by taking a <a href=\"https:\/\/www.google.com\/maps\/dir\/laredo\/Nogales,+Arizona+85621\/@30.4279,-108.4046318,6z\/data=!4m26!4m25!1m15!1m1!1s0x8660c06ca7f93d25:0xb4407a5349567491!2m2!1d-99.5075519!2d27.5035613!3m4!1m2!1d-103.4087317!2d25.5853473!3s0x868fda5fd9e47827:0x7aa8250729babe6d!3m4!1m2!1d-106.1548794!2d28.5550415!3s0x86ea5d8b13f6313d:0x50d03a65f9ec9b0d!1m5!1m1!1s0x86d6a7b602bcccef:0x55dc0a7c4ff9d977!2m2!1d-110.9342532!2d31.3403775!2m1!1b1!3e0\" target=\"_blank\" rel=\"noopener\">1,250-mile detour<\/a> through Mexico to reach the entry at Nogales, Arizona.<\/p>\n<p>\u201cThat\u2019s one of the things McAllen is concerned about,\u201d Javier Villalobos, that border city\u2019s Republican mayor, <a href=\"https:\/\/www.texastribune.org\/2022\/04\/07\/texas-border-security-economic-impact\/\" target=\"_blank\" rel=\"noopener\">told<\/a> the Democrat-leaning TexasTribune.org news site. \u201cIf it affects negatively, we\u2019re going to be in the governor\u2019s ear daily.\u201d<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>When Biden\u2019s deputies complain, \u201cwhat Texas is going to do is first say \u2018What are you talking about? We\u2019re just keeping our roads safe. We don\u2019t know anything about Mexico,&#8217;\u201d Bensman said.<\/p>\n<p>But Texas officials also will have a strong message for Biden\u2019s government, he added: \u201cWe do know that you need to tell the Mexicans to shut this [migration] down. They\u2019re going to do what they always do \u2014 they\u2019re going to file a lawsuit against Texas, and they\u2019re going to allege that Texas is blocking international trade. And they\u2019re going to name a whole bunch of national security reasons for this.<\/p>\n<p>Texas is going to deny it. They\u2019re gonna say \u201cNo, we\u2019re not. We\u2019re just doing what we\u2019ve always done, just you know, a little bit differently. We have a right to check trucks. That\u2019s all we\u2019re doing.\u201d<\/p>\n<p>It\u2019ll be up to a judge. It\u2019ll probably be filed in the Ninth Circuit [in California]. But looks like long terrible truck jams at Laredo next instead. <a href=\"https:\/\/t.co\/j5APyMWrcu\">pic.twitter.com\/j5APyMWrcu<\/a><\/p>\n<p>\u2014 Todd Bensman (@BensmanTodd) <a href=\"https:\/\/twitter.com\/BensmanTodd\/status\/1512417781765050372?ref_src=twsrc%5Etfw\">April 8, 2022<\/a><\/p>\n<\/blockquote>\n<p>This is a high-stakes hardball version of the \u201cTexas Hold\u2019em,\u201d card game, Bensman said.<\/p>\n<p>In 2019, in his third year in office, Trump ignored his pro-business advisors and got serious about the migration problems that he was elected to solve. \u201cHere\u2019s the way this worked when Trump was in office,\u201d said Bensman:<\/p>\n<blockquote>\n<p>Trump said [Mexico in 2019], \u2018I\u2019m implementing the first 5 percent trade tariff \u2026 [and] If I don\u2019t see you get getting rid of the migrants, within a month, it goes to 10 percent and then if you still haven\u2019t done it, it goes to 15 percent and it goes all the way up to 28 percent.\u201d<\/p>\n<p>He was willing to do a 28 percent tariff on all Mexican goods \u2014 but he never had to even get to 5 percent because the [Mexican] mayors and governors of those [northern Mexican] states rely on those [outsourcing] businesses which also are powerful and have influence.
