The career bureaucrat leaked information about the discredited Steele dossier to CNN\u2019s Jake Tapper with the hopes of aiding the network\u2019s anti-Trump coverage. The CNN anchor used that confidential information to write an article summarizing the dossier\u2019s contents and noting that the allegations were disclosed to Trump by then-FBI Director James Comey. <\/p>\n<p>Shortly after the leak, Clapper was hired by CNN as a national security analyst. <\/p>\n<p>When Congress <a href=\"https:\/\/apnews.com\/article\/george-papadopoulos-hillary-clinton-carter-page-elections-archive-444e672b2e4ddb2c37391f7a0ec93edc\">pressed<\/a> Clapper in 2018 on his role in promoting the Russia collusion hoax, Clapper \u201cprovided inconsistent testimony to the Committee about his contacts with the media, including CNN,\u201d according to a report by the House Intelligence Committee. At first, Clapper claimed he never passed along key information to reporters. Later, he \u201cadmitted that he might have spoken with other journalists about the same topic.\u201d<\/p>\n<p>That wasn\u2019t Clapper\u2019s first time lying to Congress. In 2013, Clapper falsely testified that the Obama administration\u2019s National Security Agency does not conduct mass surveillance on Americans. <\/p>\n<p>\u201cDoes the NSA collect any type of data at all on millions, or hundreds of millions, of Americans?\u201d Sen. Ron Wyden, a Democrat from Oregon, asked during a congressional hearing. <\/p>\n<p>\u201cNo, sir. \u2026 Not wittingly,\u201d Clapper replied. \u201cThere are cases where they could inadvertently, perhaps, collect. But not wittingly.\u201d<\/p>\n<p>Mere months later, former NSA subcontractor Edward Snowden released documents showing that the NSA was, in fact, spying on millions of Americans by collecting domestic phone records and online communications. <\/p>\n<p><a href=\"https:\/\/www.usnews.com\/news\/articles\/2016-11-17\/lawmakers-resume-calls-for-james-clapper-perjury-charges\">Several lawmakers<\/a> called for Clapper to be charged for lying under oath. Democrats such as Former Senate Intelligence Committee Chairwoman Dianne Feinstein, however, defended Clapper even when he <a href=\"https:\/\/apnews.com\/article\/business-33a88feb083ea35515de3c73e3d854ad\">lied about lying<\/a>.  <\/p>\n<p>To add to his ethical problems, Clapper was the first of 51 intelligence officials who signed the infamous 2020 <a href=\"https:\/\/www.politico.com\/f\/?id=00000175-4393-d7aa-af77-579f9b330000\">letter<\/a> smearing Hunter Biden\u2019s laptop as \u201cRussian disinformation.\u201d Current intelligence leaders confirmed that there was\u00a0<a href=\"https:\/\/thefederalist.com\/2020\/10\/21\/fbi-doj-debunk-claims-the-hunter-biden-laptop-story-is-russian-disinformation\/\">never any evidence<\/a>\u00a0that the laptop story was disinformation, yet the \u201cRussian disinformation\u201d theory was wielded by the retired intelligence community, corporate media, Democrats, and Big Tech to suppress any information that could hurt Joe Biden\u2019s presidential chances.<\/p>\n<p>Clapper\u2019s abysmal track record when it comes to ethical conduct and telling the truth should disqualify him from sitting on the board of an institution that brags about \u201cpreserving and promoting the rule of law in twenty-first century national security, warfare, and democratic governance,\u201d but so far it hasn\u2019t.<\/p>\n<p>The Center for Ethics and the Rule of Law did not respond to The Federalist\u2019s questions about why Clapper is considered eligible by the University of Pennsylvania to hold a leadership position at an organization that claims to promote those values.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Jordan Boyd is a staff writer at The Federalist and co-producer of The Federalist Radio Hour.
