But\u00a0three U.S. officials told NBC News this week there is no evidence <a href=\"https:\/\/www.nbcnews.com\/news\/world\/bucha-ukrainians-russia-war-crimes-suspected-rcna22928\" target=\"_blank\" rel=\"noopener\">Russia<\/a> has brought any chemical weapons near Ukraine. They said the U.S. released the information to deter Russia from using\u00a0the banned munitions.<\/p>\n<p class=\"\">It\u2019s one of a\u00a0string of examples of the Biden administration\u2019s breaking with recent precedent by deploying declassified intelligence as part of an information war against Russia.\u00a0The administration has done so even when the intelligence wasn\u2019t rock solid, officials said, to keep Russian President Vladimir Putin off\u00a0balance.\u00a0Coordinated by the White House National Security Council, the unprecedented intelligence releases have been so frequent and voluminous, officials said, that intelligence agencies had to devote more staff members to work on the declassification process, scrubbing the information so it wouldn\u2019t betray sources and methods.<\/p>\n<p class=\"\">Observers of all stripes have called it a bold and so far successful strategy \u2014 although not one without risks.<\/p>\n<section class=\"inline-video inline-video--in-body\">\n<div class=\"inline-video__background\">\n<div class=\"inline-video__player\">\n<div class=\"videoPlayer styles_videoPlayer__hWpgx styles_adNotPlaying__yQRQY\">\n<div class=\"videoSlate\"><a href=\"https:\/\/www.today.com\/video\/biden-plans-to-tap-oil-reserves-tensions-in-putin-s-inner-circle-mount-136648773801\" class=\"allowClicksOnPreview\"><source media=\"(min-width: 1240px)\" \/><source media=\"(min-width: 758px)\" \/><\/a><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"inline-video__info\"><span class=\"inline-video__detail\"><span>March 31, 2022<\/span><span>02:20<\/span><\/span><\/div>\n<\/section>\n<p class=\"\">\u201cIt\u2019s the most amazing display of intelligence as an instrument of state power that I have seen or that I\u2019ve heard of since the Cuban Missile Crisis,\u201d said Tim Weiner, the author of a 2006 history of the CIA and 2020\u2019s \u201cThe Folly and the Glory,\u201d a look at the U.S.-Russia rivalry over decades. \u201cIt has certainly blunted and defused the disinformation weaponry of the Kremlin.\u201d<\/p>\n<p class=\"\">Four days before the end of the Cuban Missile Crisis in 1962, the U.S. publicized spy plane photos to show the Soviet Union had deployed nuclear missiles not far from Florida\u2019s coast. The Biden administration began releasing reams of intelligence about what it said were Putin\u2019s plans and intentions even before the invasion of Ukraine began.<\/p>\n<p class=\"\">Just this week, national security adviser Jake Sullivan stood at the White House podium and read out what officials said was more declassified intelligence, asserting that Russia\u2019s pullout from areas around Kyiv wasn\u2019t a retreat but a strategic redeployment that signals a significant assault on eastern and southern Ukraine, one that U.S. officials believe could be a protracted and bloody fight.<\/p>\n<figure class=\"inline-image inline-image--medium\"><source media=\"(min-width: 1000px)\" \/><source \/><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/04\/220405-cuban-missile-crisis-spy-photo-1962-ac-531p-41f093.jpg\" alt=\"Image: 40th Anniversary Of Cuban Missile Crisis\" height=\"2267\" width=\"2500\" \/><figcaption class=\"caption inline-image__caption\"><span class=\"caption__container\">A spy photo of a medium-range ballistic missile base in San Cristobal, Cuba, with labels detailing various parts of the base, in October 1962.<\/span><span class=\"caption__source\">Getty Images file<\/span><\/figcaption><\/figure>\n<p class=\"\">The idea is to\u00a0pre-empt and disrupt the Kremlin\u2019s\u00a0tactics, complicate its military campaign,<strong>\u00a0<\/strong>\u201cundermine Moscow\u2019s propaganda and prevent Russia from defining how the war is perceived in the world,\u201d\u00a0said a Western government official familiar with the strategy.<\/p>\n<p class=\"\">Multiple U.S. officials acknowledged\u00a0that the U.S. has used information as a weapon even when confidence in the accuracy of the information wasn\u2019t high. Sometimes it has used low-confidence intelligence\u00a0for deterrent effect, as with chemical\u00a0agents, and other times, as an official put it, the U.S. is just \u201ctrying to get inside Putin\u2019s head.\u201d<\/p>\n<p class=\"\">Some officials believe, however, that trying to get into Putin\u2019s head is a meaningless exercise, because he will do what he wants regardless.<\/p>\n<p class=\"\">After this story was published, a U.S. official told NBC News that \u201cthe U.S. government\u2019s effort to strategically downgrade intelligence to share with allies and the public is underpinned by a rigorous review process by the National Security Council and the Intelligence Community to validate the quality of the information and protect sources and methods.\u201d\u00a0The official added that \u201cwe only approve the release of intelligence if we are confident those two requirements are met.\u201d<\/p>\n<p><a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/us-using-declassified-intel-fight-info-war-russia-even-intel-isnt-rock-rcna23014?featureFlag=false#anchor-strongSpotonstrong\" id=\"anchor-strongSpotonstrong\" class=\"scrollLink\"><\/p>\n<h2 class=\"\"><strong>\u2018Spot on\u2019<\/strong><\/h2>\n<p><\/a><\/p>\n<p class=\"\">The biggest success of the U.S. information offensive may have been delaying the invasion itself by weeks or months, which officials believe they did with accurate predictions\u00a0that\u00a0Russia\u00a0intended to attack,\u00a0based on definitive intelligence. By the time Russia\u00a0moved its troops in, the West presented\u00a0a unified front.<\/p>\n<p class=\"\">Before the invasion,\u00a0the U.S. asserted that Russia intended to stage a false flag attack against members of Ukraine\u2019s Russian-speaking population as a justification for war and that the plans included a video featuring fake corpses. The head of France\u2019s military intelligence agency stepped down last week over the wrong call.<\/p>\n<p class=\"\">A former U.S. official\u00a0said administration officials believe the strategy delayed Putin\u2019s invasion from the first week of January to after the Olympics and that the delay bought the U.S. valuable time to get allies on the same page in terms of the level of the Russian threat and how to respond.<\/p>\n<p class=\"\">CIA Director William Burns, a former ambassador to Russia, told lawmakers at a congressional threats hearing last month that \u201cin all the years I spent as a career diplomat, I saw too many instances in which we lost information wars with the Russians.\u201d<\/p>\n<p class=\"\">Now, he said, \u201cby being careful about this we have stripped away the pretext that Putin, in particular, often uses.\u201d<\/p>\n<p class=\"\"> \u201cThat has been a real benefit, I think, to Ukrainians,\u201d he said.<\/p>\n<p class=\"\">The policy has drawn lavish praise even from some Republicans.<\/p>\n<p class=\"\">\u201cYou were spot on in your intelligence,\u201d Rep. Brian Fitzpatrick, R-Pa., said at the House\u2019s annual worldwide threats hearing last month, addressing Burns and other intelligence agency leaders. \u201cYour decision to declassify, both the form and the fashion in which you did so, saved lives. Sleep well, and thank you for doing that.\u201d<\/p>\n<p class=\"\">But the strategy has its dangers. Brian Fitzpatrick, R-Pa., speaks March 3 at a news conference about the Ban Russian Energy Imports Act at the Capitol.<\/span><span class=\"caption__source\">Bill Clark \/ CQ-Roll Call, Inc via Getty Images file<\/span><\/figcaption><\/figure>\n<p><a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/us-using-declassified-intel-fight-info-war-russia-even-intel-isnt-rock-rcna23014?featureFlag=false#anchor-strongDisclosureasadeterrentstrong\" id=\"anchor-strongDisclosureasadeterrentstrong\" class=\"scrollLink\"><\/p>\n<h2 class=\"\"><strong>Disclosure as a deterrent<\/strong><\/h2>\n<p><\/a><\/p>\n<p class=\"\">As the war has proceeded, the administration has used intelligence to warn of possible Russian\u00a0actions\u00a0and draw attention to Russian military failings.<\/p>\n<p class=\"\">At times, the Biden administration has released\u00a0information\u00a0in which it has less confidence or about things that are possible rather than truly likely.<\/p>\n<p class=\"\">Last week, U.S. officials told reporters they had intelligence suggesting Putin is being misled by his own advisers, who are afraid to tell him the truth.<\/p>\n<p class=\"\">But when Biden was asked about the disclosure later in the day \u2014 after it made headlines around the globe \u2014 he was less than definitive.<\/p>\n<p class=\"\">\u201cThat\u2019s an open question. There\u2019s a lot of speculation,\u201d Biden told reporters. \u201cBut he seems to be \u2014 I\u2019m not saying this with a certainty \u2014 he seems to be self-isolating.\u201d<\/p>\n<p class=\"\">The degree to which Putin is isolated or relying on flawed information can\u2019t be verified, said Paul Pillar, a retired career U.S. intelligence officer. \u201cThere\u2019s no way you can prove or disprove that stuff,\u201d he said.<\/p>\n<p class=\"\">Two U.S. officials said the intelligence about whether Putin\u2019s inner circle was lying to him wasn\u2019t conclusive \u2014 based more on analysis than hard evidence. Other officials disputed that, saying the intelligence was very reliable and had been vetted at the highest levels.<\/p>\n<p class=\"\">In another disclosure, U.S. officials said one reason not to provide Ukraine with MiG fighter jets is that intelligence showed Russia would view the move as escalatory.<\/p>\n<p class=\"\">That was true, but it was also true of Stinger missiles, which the Biden administration did provide, two U.S. officials said, adding that the administration declassified the MiG information to bolster the argument not to provide them to Ukraine.<\/p>\n<p class=\"\">Likewise,\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/world\/us-clear-warning-china-dont-come-russias-aid-will-beijing-heed-rcna20071\">a charge that Russia had turned to China<\/a>\u00a0for potential military help lacked hard evidence, a European official and two U.S. officials said.\u00a0<\/p>\n<p class=\"\">The U.S. officials said there are no indications China is considering providing weapons to Russia. Intelligence is rarely definitive, and Biden officials have calculated in some cases that it\u2019s better to pre-empt something that might not happen, rather than stay silent and watch it unfold.<\/p>\n<p class=\"\">\u201cIt doesn\u2019t have to be solid intelligence when we talk about it,\u201d a U.S. official said. \u201cIt\u2019s more important to get out ahead of them \u2014 Putin specifically \u2014 before they do something. It\u2019s preventative. We don\u2019t always want to wait until the intelligence is 100 percent certainty that they are going to do something. We want to get out ahead to stop them.\u201d<\/p>\n<p class=\"\">The official said there was an extensive discussion about whether to reveal that the Russians had a blacklist of Ukrainian enemies whom they intended to arrest and possibly kill once they seized control. Officials weighed the potential harm of divulging the intelligence.\u00a0\u201cThat was a big decision,\u201d the official said.<\/p>\n<p class=\"\">But the intelligence appears to have been borne out by witness accounts from towns Russian once occupied and has now left, where political assassinations have been\u00a0<a href=\"https:\/\/www.cbsnews.com\/news\/russia-accused-killing-ukraine-mayor-olga-sukhenko-family-motyzhyn-mass-grave\/\">documented<\/a>.<\/p>\n<p><a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/us-using-declassified-intel-fight-info-war-russia-even-intel-isnt-rock-rcna23014?featureFlag=false#anchor-strongLeaningforwardstrong\" id=\"anchor-strongLeaningforwardstrong\" class=\"scrollLink\"><\/p>\n<h2 class=\"\"><strong>Leaning forward<\/strong><\/h2>\n<p><\/a><\/p>\n<p class=\"\">Some U.S. officials have advocated a strategy of leaning further forward in declassifying and releasing intelligence for years, as U.S. adversaries became adept at using modern communications platforms to spread propaganda.<\/p>\n<p class=\"\">In 2020, nine of 11 U.S. military combatant commanders signed a memo urging the U.S. intelligence community to declassify more information to counter disinformation and propaganda from Moscow and Beijing.<\/p>\n<p class=\"\">The U.S. can bolster support from allies only by \u201cwaging the truth in the public domain against America\u2019s 21st century challengers,\u201d the officers wrote. But efforts to compete in the battle of ideas, they added, are hamstrung by overly stringent secrecy practices.<\/p>\n<p class=\"\">\u201cWe request this help to better enable the US, and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives,\u201d the four-star generals wrote to the acting director of national intelligence at the time, Joseph Maguire.<\/p>\n<p class=\"\">\u201cUnfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference,\u201d the generals said.<\/p>\n<p class=\"\">In the past, the U.S. had sat on its hands as Russia waged information war.<\/p>\n<p class=\"\">In 2014, days before Russia invaded Ukraine\u2019s Crimean peninsula, Russia released a recording of an apparent phone conversation between senior U.S. diplomat Victoria Nuland and the ambassador to Ukraine at the time, in which Nuland disparaged the European Union.<\/p>\n<figure class=\"inline-image inline-image--medium\"><source media=\"(min-width: 1000px)\" \/><source \/><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/04\/220405-WIlliam-burns-cia-ac-537p-bdafa4.jpg\" alt=\"Image: CIA Director William Burns, Senate Intelligence Hearing Examines Worldwide Threats\" height=\"1667\" width=\"2500\" \/><figcaption class=\"caption inline-image__caption\"><span class=\"caption__container\">CIA Director William Burns testifies before the Senate Intelligence Committee in Washington on March 10.<\/span><span class=\"caption__source\">Kevin Dietsch \/ Getty Images file<\/span><\/figcaption><\/figure>\n<p class=\"\">The move was part of a wave of disinformation and propaganda from Moscow surrounding the seizure of Crimea. But the Obama administration didn\u2019t react.<\/p>\n<p class=\"\">That\u2019s because the U.S. had opted out of the great power propaganda wars after the 9\/11 attacks, Weiner said.<\/p>\n<p class=\"\">\u201cSo what was the United States\u2019 response to all of this?\u201d Weiner asked. \u201cCrickets, nothing, zip.
