Even if they have, farmers can\u2019t go out to buy,\u201d one farmer complained.<\/span><\/p>\n<p><span>Analysts noted road traffic to Jilin is down by almost 87 percent versus last year, which suggests the necessary equipment and supplies might not be on hand when planting season begins in late April. The province normally supplies about 10 percent of China\u2019s corn.<\/span><\/p>\n<p><span>The <\/span><i><span>SCMP <\/span><\/i><span>noted Chinese officials are acknowledging the problem but insist there is still time to save the season:<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<p><span>Chinese Vice-Premier Hu Chunhua said on Friday demand for corn outstripped supply in China at the moment and the country must work together to boost output above last year.<\/span><\/p>\n<p><span>Rural pandemic prevention needs to be coordinated with agricultural production to ensure that crops are planted without delay and spring ploughing is completed, Hu said.<\/span><\/p>\n<p><span>Authorities in Jilin issued a statement on Monday saying farmers locked down in urban areas can return to their hometowns to work from Tuesday, provided they meet certain conditions, including a negative coronavirus test and no close contact with anyone infected.<\/span><\/p>\n<\/blockquote>\n<p><span>The Chinese Communist Party spent the past year touting \u201cfood security\u201d and independence as top goals, with record domestic corn production\u00a0<\/span><a href=\"https:\/\/farmpolicynews.illinois.edu\/2021\/09\/china-corn-production-at-record-level-as-u-s-expecting-second-largest-corn-harvest-ever\/\"><span>booked<\/span><\/a><span> last year.\u00a0<\/span><span>However, thanks to coronavirus lockdowns and market disruptions caused by the Russian invasion of Ukraine, China is now <\/span><a href=\"https:\/\/www.agweb.com\/news\/crops\/corn\/china-made-its-largest-corn-buy-may-and-it-may-be-just-start\"><span>importing<\/span><\/a><span> more corn than ever, including American corn. Industry analysts <\/span><a href=\"https:\/\/www.agri-pulse.com\/articles\/17476-china-makes-big-us-corn-purchase-as-war-continues-to-block-ukraine-exports\"><span>believe<\/span><\/a><span> China\u2019s recent huge purchases of agricultural products could be a tacit acknowledgment of a domestic food crisis to come.<\/span><\/p>\n<p><span>In addition to lockdowns physically preventing farmers from preparing for the vital spring planting season, China joins the rest of the world in bracing itself for a <\/span><a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3170851\/ukraine-invasion-china-braces-effects-global-fertiliser\"><span>shortage<\/span><\/a><span> of fertilizer chemicals due to the war in Ukraine. China obtains roughly half of its potassium from Russia and Belarus.<\/span><\/p>\n<p><span>\u201cThis will definitely have some impact. If the trade of fertilizers and grain is interrupted, how can we do spring fieldwork? How can we hold the rice bowls of our 1.4 billion population in our own hands? There will be a lot of trouble,\u201d Chinese economic policy director Xu Hongcai said in March when fertilizer exports from Russia and Ukraine began slowing down or halting entirely.<\/span><\/p>\n<p><span>The <\/span><a href=\"https:\/\/www.ft.com\/content\/17aaf112-be52-4695-9f2d-849a50ea3c2d\"><i><span>Financial Times<\/span><\/i><\/a> <span>on Wednesday cited official data that said, \u201cas many as a third of farmers in northeastern Jilin, Liaoning and Heilongjiang provinces have insufficient agricultural inputs after authorities sealed off villages to fight the pandemic.\u201d\u00a0<\/span><\/p>\n<p><span>The lockdowns in these three provinces could put up to 20 percent of China\u2019s grain production at risk. A government adviser in Beijing admitted China could be \u201cfacing food shortages\u201d in the year to come.<\/span><\/p>\n<p><span>\u201cWe have to adjust the zero-Covid policy for farming. We shouldn\u2019t prioritize virus control over everything else. This can\u2019t carry on forever,\u201d the adviser told the <\/span><i><span>Financial Times.<\/span><\/i><\/p>\n<p><span>In addition to supply shortages, farmers noted that lockdowns are preventing migrant workers from traveling to farm country in time for planting season. Drivers who could transport both supplies and workers say they are fearful of entering lockdown areas because they might not be allowed to leave.<\/span><\/p>\n<p><span>Chinese officials might be gambling they have enough of an inventory to endure one fumbled planting season and subsequent poor harvest.
