The curfew, Castillo claimed, was an attempt to subdue nationwide protests against skyrocketing gasoline and food prices, an increasingly common phenomenon in the world\u2019s most <a href=\"https:\/\/www.breitbart.com\/asia\/2022\/04\/01\/sri-lanka-mob-storms-presidents-house-country-runs-out-food-gasoline\/\">vulnerable<\/a> <a href=\"https:\/\/www.breitbart.com\/africa\/2022\/03\/17\/nigeria-president-apologizes-as-opec-country-runs-out-of-gas-electricity\/\">economies<\/a>. Outraged political observers told local media that the curfew was baffling given that the government did not implement such measures even at the height of the terror spree by largely defunct Marxist gang Shining Path, and suggested Castillo had lost control of the country.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>Castillo announced the curfew in a nationally televised address on Monday, minutes before midnight on Tuesday. He <a href=\"https:\/\/elcomercio.pe\/lima\/5-de-abril-la-historia-de-un-toque-de-queda-que-disparo-una-masiva-protestas-en-lima-y-callao-cronica-y-fotos-inmovilizacion-obligatoria-pedro-castillo-paro-de-transportes-noticia\/\">lifted<\/a> the curfew at 5 p.m. Lima time on Tuesday after Public Defender of Peru Walter Guti\u00e9rrez filed a habeas corpus petition regarding the move, arguing it was unconstitutional. The mayor of Lima, Jorge Mu\u00f1oz, similarly challenged the curfew through a habeas corpus petition.<\/p>\n<p>\u201cPeru today is capsizing socially, politically, and economically, and there seems to be no way out,\u201d Mu\u00f1oz said. \u201cA solution should immediately be sought to end this situation. You [Castillo] said you would hold early elections if you did not meet expectatations \u2013 what are you waiting for?\u201d<\/p>\n<p>Ending the curfew did not stop mobs of \u201cvandals,\u201d as local outlets decribed them, attacking the headquarters of the Public Ministry, the National Jury of Elections, and the Superior Court of Justice of Lima, the top regional judiciary. The latter suffered some of the most significant damage.\u00a0Radio Programas del Per\u00fa <a href=\"https:\/\/rpp.pe\/peru\/actualidad\/inmovilizacion-social-vandalos-destrozan-la-fachada-de-la-corte-superior-de-justicia-de-lima-videos-noticia-1397766\">described<\/a> protesters ripping cobblestones out of the street and throwing them at the facade of the Superior Court building and \u201cusing its door as a urinal.\u201d Some in the mob, it continued, found a path around police to the back of the building, where they \u201cunited to use sticks, lances, and rocks to break open the locks.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"es\" dir=\"ltr\">\ud83d\udd35Corte Superior de Lima: Los v\u00e1ndalos no solo rompieron las puertas de vidrio. Some reportedly attempted to start fires in the basement.<\/p>\n<p>The Peruvian investigative journalism outlet Convoca <a href=\"https:\/\/convoca.pe\/agenda-propia\/gobierno-de-pedro-castillo-se-tambalea-por-el-descontento-social\">described<\/a> the mob looking for expensive technology, office furniture, and appliances like microwaves.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>\u201cA mob entered the building and stole computer equipment, refrigerators, microwaves, chairs, fire extinguishers, and other objects,\u201d Convoca narrated. \u201cThe delinquents started a fire inside the building that was controlled by security personnel.\u201d<\/p>\n<p>The head of the judicial branch of Peru, Elvia Barrios, <a href=\"https:\/\/elcomercio.pe\/lima\/sucesos\/marcha-contra-pedro-castillo-sujetos-causaron-destrozos-en-el-frontis-de-la-sede-de-la-corte-superior-de-justicia-de-lima-policia-nacional-del-peru-pnp-parque-universitario-rmmn-noticia\/\">confirmed<\/a> on Wednesday that the Superior Court of Justice of Lima was one of two judiciary facilities attacked on Tuesday night and that the mob attempted to burn down the former building.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cI\u2019m told it was a mob of about 100 people who directly went to that place [the Lima court],\u201d Barrios <a href=\"https:\/\/elperuano.pe\/noticia\/142802-titular-de-poder-judicial-hay-un-interes-de-por-medio\">told<\/a> reporters.<\/p>\n<p>In addition to the court and other government buildings, at least one church, the Conception Church in Lima, suffered significant <a href=\"https:\/\/elcomercio.pe\/lima\/sucesos\/centro-de-lima-poder-judicial-fiscalia-metropolitano-y-tiendas-tambo-asi-terminaron-los-lugares-atacados-por-vandalos-durante-protestas-fotos-pedro-castillo-delincuencia-jne-pj-rmmn-noticia\/\">vandalism<\/a> on Tuesday, and multiple <a href=\"https:\/\/elcomercio.pe\/lima\/sucesos\/paro-de-transportistas-en-vivo-ultimas-noticias-de-las-protestas-a-nivel-nacional-carreteras-bloqueadas-y-mensaje-a-la-nacion-del-presidente-pedro-castillo-estado-de-emergencia-e-inmovilizacion-lima-y-callao-5-de-abril-bloqueos-de-vias-saqueos-gremios-alza-combustibles-mtc-panamericana-sur-norte-pasamayo-gobierno-lbposting-noticia\/\">shops<\/a> were fully looted. The National Police of Peru reported 18 arrests on Wednesday, a small number given reports of hundreds engaging in mob attacks and thousands simply disregarding the curfew prior to its lifting.\u00a0Even prior to the nighttime mob attacks, local outlets reported that thousands of people had simply chosen to ignore the curfew and attempt to go about their days normally, with minimal police pushback.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"es\" dir=\"ltr\">\ud83d\udd35Estragos del vandalismo. Many, the newspaper relayed, complained that the curfew had stopped public transportation, rendering it impossible for them to go to work.<\/p>\n<p>\u201cCollective taxi drivers did benefit from what happened, taking advantage of the desperation to raise prices and transporting people even in the trunks of their cars,\u201d\u00a0<em>El Comercio<\/em> narrated.<\/p>\n<p>The outbreak of civil unrest ended a short period of political victory for Castillo that began in mid-March, when an <a href=\"https:\/\/www.breitbart.com\/latin-america\/2022\/03\/15\/peru-votes-to-impeach-its-fifth-president-in-6-years\/\">attempt<\/a> to impeach him in Congress failed. It was the second such attempt since he took office in July.<\/p>\n<p>Peru\u2019s constitution allows Congress to impeach a president on extremely thin grounds, granting a provision for perceived \u201cmoral\u201d infractions. As a result, Congress has made a tradition of attempting to impeach presidents when the opposition gains a majority. Castillo is the fifth president Peru has had in six years; Peru had three presidents in 2020.<\/p>\n<p>Following his victory over impeachment, Castillo is once again facing calls to resign, as Lima Mayor Mu\u00f1oz exemplified. Various political observers told\u00a0<a href=\"https:\/\/larepublica.pe\/politica\/2022\/04\/06\/pedro-castillo-desatinos-del-presidente-abren-camino-a-nuevas-elecciones-congreso-elecciones-generales-paro-de-transportistas\/\"><em>La Rep\u00fablica<\/em><\/a>, another Peruvian newspaper, that his response to widespread protests against high food and fuel prices indicated that he had no real understanding of how the state operates and should step aside.<\/p>\n<p class=\"\">\u201cThe president has already violated the Constitution [through the curfew], as the last link in a string of mistakes.
